U.S. Army Corps of Engineers (USACE), Baltimore District ECB5 Industry Feedback
The Government is interested in obtaining feedback from industry partners on the following questions.
Please feel free to provide answers to some or all of the questions. Members of the subcontractor community are also encouraged to submit responses to this posting. The government anticipates award of the construction option associated with this contract in Summer 2024.
GENERAL
1. Is there any equipment/material considered to be long lead that could cause impacts in terms of project schedule/cost?
2. Are there specific trades that are driving project costs higher due to US Citizen-only requirements?
3. Are you seeing any labor shortages within any specific trades?
4. For design deliverables, do you prefer hard-copy deliverables or electronic only.
5. The Government is anticipating sole sourcing the following items:
a Supervisory Control and Data Acquisition (SCADA) by Open
Systems International (OSI) b Electrical Relays/Devices by Schweitzer Engineering
Laboratories (SEL) c Energy Management Control Systems (EMCS) by Automated
Logic Corporation (ALC) d Door Hardware-Access Control, 2C Series by Securitech e Fire Alarm System by Siemens f Locking Manhole Covers by Neenah Foundry g Manhole Lock Bolts by McGard h Fire Alarm Monitoring Controller by Keltron i Network Switches/Routers by Cisco j Air Aspirating Type Smoke Detection (VESDA) by Xtrali k Area of Refuge Call System by Avisa l Secure Link Communications Integrator Incorporated (CII) m Door 2980B Lockset: Sargent & Co n Cylinders – Medeco M3 ARX and Abloy Protec2 o.1 Raised Access Floor – Tate Bolted Stringer System o.2 Raised Access Floor – Tate ConCore Cementitious Filled Panels o.3 Raised Access Floor – Tate PosiTile Carpet p Chemical Treatment of Water for Mechanical Systems
(ChemTreat) q Chemical Treatment of Webmaster Control Panel - WalChem r Door Hardware Trilogy Locksets s Door Hardware Schlage Locksets t 34.5kv Pad Mounted Switchgear – G&W
Please provide any feedback you may have on associated procurement times and whether you believe there to be any equivalencies for any of the specific sole source items.
6. What are the two biggest risks you are facing today on large projects?
COST
U.S. Army Corps of Engineers (USACE), Baltimore District ECB5 Industry Feedback
1. Based on current market conditions, what annual escalation rate range are you using in your cost estimating process?
2. Have bid prices increased recently to reflect increased producer pricing? If so, by what percentage range?
STRUCTURAL
1. Based on current and anticipated market conditions, provide input on use of a steel vs. concrete for large building structure (cost, schedule, advantages, and disadvantages). Will the ability to have a concrete batch plant installed at the project site influence your decision about using steel or concrete for a large building structure?
2. What is the lead time for a large steel project? When placing steel mill orders for large projects, do you have any recommended strategies to minimize lead time (e.g., using specific, more common, shapes/sizes for efficiency and lead time considerations)?
3. Based on current and anticipated market conditions, provide input on use of cast-in-place vs.
pre-cast parking structure (cost, schedule, advantages, and disadvantages).
ARCHITECTURAL
1. Based on current and anticipated market conditions, identify if there are lead time and/or cost considerations that should be taken into account for building skin materials (e.g. cladding, curtainwall, glazing, precast concrete, insulated metal panels, uninsulated metal panels, stone/limestone, Glass Fiber Reinforced Concrete - GFRC, Glass Fiber Reinforced Plastic - GFRP, etc.).
MECHANICAL
1. What are the current lead time and/or cost differences between custom rooftop dedicated outdoor air systems (DOAS) (i.e., AHU would not require an enclosed penthouse on the roof) versus built-up, modular air handling units (i.e., serving as the DOAS) that would require an enclosed penthouse on the roof? Both would have supply/exhaust fans, cooling/heating water coils, and enthalpy wheels. Airflow rates for each DOAS are approx. 60,000 cfm.
2. Based on current and anticipated market conditions, identify if there are lead time and/or cost differences between different capacities of condensing heating hot water boilers, water-cooled chillers, and evaporative cooling towers? Anticipated equipment will be on the scale of 2,000- 3,000 MBH for each boiler and 1,000-1,250 tons for each chiller/tower.
ELECTRICAL
1. Based on current and anticipated market conditions, identify if there are lead time and/or cost consideration associated with 35kV-480V, 3MVA/4MVA AA/FA, single-ended unit substations;
1500kVA N+1 transformerless UPSs with wet cell batteries; 1000kW Level 1, Type 10, diesel emergency generators.
