About this file
This is a Questions and Answers document addressing inquiries regarding solicitation PANMCC26P0000047582 for food service operations at the 3rd Special Forces Group Tribe Cafe at Fort Bragg, North Carolina. The document clarifies key operational parameters, staffing requirements, and contractual terms for potential offerors.
The contract covers food service operations at a single dining facility with approximately 250-300 seats, operating from 0530-1430 hours (9 hours daily) with breakfast and lunch service only. The government provides all food items; the contractor staffs the facility with approximately eight personnel per day including one Assistant Manager, Cook II, Cook I, and Food Service Workers. There are four serving lines (three typically in use daily) with operations spanning 1 August 2026 through 31 July 2031 (five years) at a firm-fixed price with no reimbursement for variations in days of service. The contract is subject to Service Contract Labor Standards (SCLS) under Wage Determination No. 2015-4377, Revision 31 (Cumberland County, NC), with prevailing wage requirements for Cook I (GS-07041), Cook II (GS-07042), and Food Service Worker (GS-07130) positions; the Assistant Manager is classified as an FLSA-exempt bona fide executive/administrative employee. The incumbent contractor is Health & Human Services (UEI: JVAVP9ZZLDY3). Quotes were due via email by 20 July 2026 at 5:00 PM and must remain valid for 60 calendar days. The Randolph-Sheppard Act applies; however, no statutory priority is afforded to the incumbent or State Licensing Agency. Surge requirements, extended operating hours, and remote feeding have been removed from scope, with the military (92G personnel) covering such needs. Equipment repairs remain the government's responsibility.

Responses for 3RD SFG Tribe Café – PANMCC26P0000047582
1. Who is the incumbent? Health & Human Services UEI: JVAVP9ZZLDY3.
2. Who provides the food? Contractor or Government? Food is provided by the government.
3. Who determines the menu? (as long as it’s in compliance with Army Nutritional Requirements) Menu is determined by the DFAC Manager / Food Service Advisor. Positions are held by government employees.
4. Across the PWS, there are multiple times where it seems like there's multiple facilities to manage. For example, [PWS 2.1.8] states "each manager manages no more than one dining facility per shift". How many facilities are the contractors operating at? Are there any tech exhibit supporting documents? There is one facility to manage.
5. In [PWS 2.2.3.1] and [PWS 2.2.3.2], the Cook I and Cook II positions seem to indicate that Cook IIs are there to assist Cook Is. However, the [RFQ 15] seems to indicate that Cook Is are GS 5 while Cook IIs are GS 6. Are Cook Is supposed to be senior to Cook IIs? Yes, Cook II’s are supposed to be senior to Cook I’s. This is according to the wage determination for Cumberland County, NC.
6. [2.1] Is there a Wage Determination file available? It’s attached to the solicitation notice.
7. [PWS 3.1.2.1], and a few other areas across the PWS, makes mention of dinner service. However, the hours of operation outlined in [PWS 2.1.4] indicate there is only a breakfast and lunch service with the workday ending at 1430. Does the Extended Service Hours authorized by the COR include the potential for an entirely additional meal like dinner service? It will not authorize an additional meal service.
8. [RFQ 19 (c)] states that "the total duration of the contract … shall not exceed 3 years". However, the CLIN schedule seems to indicate the contract will run for at least 5 years. Is there a reason these two statements are different? The RFQ has been updated to reflect the total duration of 5 years.
9. [PWS 3.1.2.2 (d)] states that there are 6 serving lines. Are each of these full serving lines each manned by an attendant? If so, [PWS 2.1.3] indicates the amount of necessary personnel is about 8 people which may not be enough to man all 6 serving lines. If these are not full serving lines, could you please detail exactly what each serving line is? This is an error. There are 4 total serving lines present in the facility. 3 of the 4 serving lines are typically used everyday.
10. [PWS 3.1.2.2 (d)] indicates a Flow Rate (min) of 54. Does this mean that this contract expects the ability to serve up to 54 patrons per minute? No. See PWS update.
11. [PWS 3.4] states that additional labor may be required. Is there an estimate on the frequency of surge taskings and how much additional labor has been previously required? Surge taskings will typically be around the major holidays or meals (Army Birthday, Thanksgiving, Christmas).
12. [PWS 3.1.2.1] states that cake preparation begins 1 week before the holiday to ensure a holiday atmosphere. Are cakes baked and decorated 1 week before the holiday and put on display? How are the cakes preserved? The cake preparation that is executed one week prior is typically cake planning or designs. Typically the cakes are baked the night prior to the holiday event. All cakes are preserved in the appropriate food safe vessel, stored at appropriate temperature.
13. [PWS 3.1.2.1] states that the contractor is to provide purchased commercial breads and pastries. Are these breads and pastries purchased by the contractor or through the AFMIS system? The government.
14. [PWS 2.2.1.5.6] indicates the potential for CAC card issuance. Which positions of the ones outlined in the PWS could require CAC cards? Will the contractors need CAC cards to access the facility? No. The facility access will be coordinated after contract award.
15. The Period of Performance (POP) in the CLINS of the RFQ and PWS is 1 August 2026 through 31 July 2031 (5 years), however in the last page of the RFQ #19. 52.217-9 Option to Extend the Term of the Contract, (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 3 years. What is the actual period of performance? The Period of performance is 1 August 2026 to 31 July 2031. RFQ has been adjusted to reflect 5 years.
16. We are the incumbent and our employees operate under a Collective Bargaining Agreement. Will this be incorporated into the solicitation/contract? Under FAR 52.222-41(m) (SCLS), if your service employees are covered by a CBA, you must report this to the Contracting Officer (CO) and submit a copy of the CBA at the start of contract performance. However, if your service employees are not covered under a CBA you just have to pay wages/benefits at least equal to those in the predecessor's CBA. Also please see attached Wage Determination recently added.
17. The PWS at 2.1.5 Recognized/Government Holidays during contract timeframe lists the anticipated holidays. Will there be no operation of service on these days? It states that these days are anticipated and subject to change. Since the Government is asking for a yearly price, what if there are more or less days utilized? There is no service on the anticipated federal and training holidays.
18. The expected days of service for the facility will be 1,160 days over a 5-year period. How will the contractor be reimbursed if there are more days used for service? Or the Government if there are less days used? There is no reimbursement. This is a Firm-Fixed Price contract. If you find yourself working outside of the scope of work after contract award, report it immediately to the KO.
19. Will the list of site visit attendees please be provided? No.
20. The current contract for these services is being performed under the auspices of the Randolph Sheppard Act (RSA). The RSA is still applicable to this procurement under the provision of 20 U.S.C. 107-107e and Title 34 C.F.R. Part 395.33. These provisions afford a statutory priority to perform Federal food service contracts to the RSA. Will the State Licensing Agency (SLA) be invited to respond to this solicitation as required by the statute? Will the solicitation be amended to allow the RSA to submit a competitive bid? And, will the priority be afforded to the incumbent contractor? The appropriate State Licensing Agency (SLA) can respond to this solicitation. No statutory priority will be afforded to the incumbent contractor or the SLA for this contract award.
21. Remote Feeding Support Please provide the historical frequency, average meal quantities, and typical advance notice associated with remote feeding requirements referenced in the PWS. The remote feeding has been removed from the PWS.
22. Surge Requirements PWS Section 3.4 requires surge capability. Please provide historical surge events during the past three years, including the average duration, additional staffing required, and approximate number of additional meals supported. There are no surge requirements. The 92Gs military will cover surges.
23. Extended Operating Hours the PWS states operating hours may be modified to support mission requirements. Please provide historical occurrences during the past three years of extended operating hours outside the standard 0530–1430 schedule. There are no extended operating hours. The 92G’s military will cover extended operating hours.
24. Could the Government please clarify whether this requirement is subject to the AbilityOne Procurement List, the Randolph-Sheppard Act, or any other mandatory source program that would limit eligibility to compete? No mandatory source besides explanation given in question 20. Please see updated Randolph-Sheppard Act. https://www.federalregister.gov/documents/2025/12/23/2025-23761/34-cfr-part-395-limitation-of-the-randolph-sheppard-vending-facility-program-priority-for-the
25. The solicitation does not include an SCA Wage Determination. Please provide the applicable WD — we believe it is WD 2015-4377 (Cumberland County, NC) — and confirm the specific revision that will be incorporated into the resultant contract, including the rates for Cook I (07041), Cook II (07042), and Food Service Worker (07130) and the Health & Welfare rate. Wage Determination No. 2015-4377, Revision 31 is attached to the solicitation notice.
26. PWS 2.1.3 requires one Assistant Manager per day, but the position has no SCA classification in the 52.222-42 equivalent-rates table and no key-personnel description in 2.2.3. Please confirm whether the Assistant Manager is (a) an FLSA-exempt bona fide executive/administrative employee (not SCA-covered), or (b) an SCA-covered position requiring a conformed rate under 29 CFR 4.6(b)(2). If SCA-covered, please identify the intended classification. Yes for (a).
27. Please confirm that FAR 52.222-62 (Paid Sick Leave Under Executive Order 13706) applies, and confirm that the reduced "EO 13706" H&W rate on the wage determination is the governing rate (with paid sick leave funded separately, per 29 CFR 13.5(f)). What is the H&W rate that should be used? The Government confirms that FAR 52.222-62 (Paid Sick Leave Under Executive Order 13706) applies to this solicitation. Consequently, the reduced "EO 13706" Health & Welfare rate is the governing rate for this procurement. Per 29 CFR § 13.5(f), paid sick leave must be funded separately. Offerors are directed to Wage Determination No. 2015-4377, Revision 31 to obtain the specific prevailing hourly Health & Welfare rate applicable to this procurement.
28. Please confirm the paid hours per employee per operating day. The work window is 0530–1430 (9.0 hours) — are all personnel paid for the full window, and is there an unpaid meal break? Refer to the PWS.
29. Remote/field site feeding is referenced in the Introduction, PWS 2.1.2/2.1.4, and PRS objective 6, but the fixed daily staffing in 2.1.3 does not appear to fund it. Please confirm whether remote/field feeding is performed within the daily 8-person crew or constitutes a separately directed/surge task. Contractors will not be doing remote/field feeding. Field feeding will be the responsibility of the government.
30. PWS 3.4 states surge is compensated "at the FFP rate per labor category identified in the contract's Schedule," but the Schedule contains only a lump-sum annual "Job" CLIN. Should offerors include a fully-loaded hourly rate by labor category (Assistant Manager, Cook I, Cook II, Food Service Worker) for use when surge is directed, and is surge included in the evaluated price? Surge has been removed.
31. FAR 52.222-43 (SCA Price Adjustment – Multiple Year and Option Contracts) does not appear in the 52.212-5 clause list. Given this is a fixed-price, multiple-option, SCA-covered contract exceeding the simplified acquisition threshold, will the Government incorporate 52.222-43 per FAR 22.1006(c)(1)? If not, please confirm the mechanism for option-year wage and fringe adjustments. The Government confirms that FAR 52.222-43 (Fair Labor Standards Act and Service Contract Labor Standards—Price Adjustment (Multiple Year and Option Contracts)) applies to this procurement in accordance with FAR 22.1006(c)(1) and have marked it in 52.212-5.
32. At the site visit, the following equipment was observed to be inoperable. Can you advise if these repairs are the responsibility of the government or the contractor? And will repairs be made prior to award date? The repairs will be the responsibility of the government and the Subsistence Supply Management Office. Work orders have been submitted for repairing the items listed below, they will most likely be inoperable at the time of award.
a. Comby Oven
b. Soda Machine
c. Cappuccino Machine
33. Can you please advise of the incumbent contract number for research purposes? W91247-25-C-A042.
34. What are the number of seats throughout the dining facility? Approximately 250-300.
35. Is the contractor responsible for janitorial services under this requirement? No.
36. A sanitation grade of “C” was observed outside of the dining facility – Can you advise if this score is due to sanitation or equipment issues? And can the issues be traced back to the government or the contractor, specifically? The score was due to sanitation issues. The issues
