About this file

This document is a Questions and Answers (Q&A) file related to a propane delivery solicitation. The Government is procuring approximately 41,000 gallons of propane to be delivered to multiple camp and range locations by February 20, 2026, with deliveries beginning January 30, 2026. The planned award date is no later than January 30, 2026. The propane will be used primarily for general camp support, heating, and training operations at the specified locations.

Key operational details include: Location 8165-A & B in Dona Ana contains two 20,000-gallon tanks piped together; delivery quantities will vary by location based on current tank levels, with the goal of filling tanks to approximately 80% capacity, though the total 41,000-gallon requirement will remain constant; tank percentage readings for the first eleven line items are fluid due to ongoing propane additions; and individual gallon quantities may vary from those listed in the Statement of Work. Contractors should reference the "Amount Needed to 80%" column for delivery guidance. DPW/OMD (Department of Public Works/Operations and Maintenance Division) will provide contact information for site escorts and a main point of contact, and personnel will be present during leak check processes. As of the Q&A date, no tanks were reading at zero capacity.

Text version

• What would be the start date for deliveries to begin?

Answer: 30Jan2026.

• When would all 41,000 or so gallons need to be delivered by? Our bobtail trucks hold around 2500 gallons so this requested quantity will take a bit to fulfill.

Answer: 41,000 gallons need to be delivered by 20 FEB 2026 (stated on page 8 & 9 in the solicitation document).

• When would the award be announced?

Answer: Planned award date is no later than 30 JAN 2026.

• Why are there no tank percentage readings listed for the first eleven line items on Page 15 of the SOW?

Answer: The tanks are in process of having propane added. The percentages are fluid and based on the need of each location, the individual number of gallons may vary. The total amount of 41,000 gallons will remain the same.

• For Location 8165-A & B Dona Ana – are the two 20,000 gallons piped together?

Answer: Yes.

• For location 8616 – Oro Grande – if the tank is 14,500 gallons and it has 8% - that would mean that there is 1,160 gallons remaining in the tank – to bring it to full at 80% that would mean 10,440 gallons or is only 10,200 gallons being requested? If 10,400 is the correct number, will the Statement of Work and Solicitation be revised to correct the gallon quantities?

Answer: Please go of the amount listed under “Amount Needed to 80%” column.

The total amount of 41,000 gallons will remain the same. No, the Statement of Work will not be revised at this time.

• Will we be given viable contact information for all the sites? If the tanks are truly empty, someone will need to be present during our leak check process.

Answer: Yes, DPW/OMD will provide contact information of the escort and will have a main contact from DPW/OMD. Yes, someone will be present. As of today, there are no tanks reading 0%.

• Are tank capacities and the number of tanks per location available to share pre-award, or will delivery quantities be determined based on current tank levels at the time of delivery (to approximately 80% fill)?

Answer: The tanks are in process of having propane added. The percentages are fluid and based on the need of each location, the individual number of gallons may vary. The total amount of 41,000 gallons will remain the same.

• At a high level, can the Government confirm what the propane is primarily used for at the camp and range locations (e.g., general camp support, heating, training operations)? We understand operational details may be limited.

Answer: The propane is primarily used for general camp support, heating, training operations at the camp and range locations.
