About this file
This document is a Questions and Answers (Q&A) file for Solicitation W91QV125A001 for Towing Services, which is a recompete contract. The solicitation requires vendors to submit detailed pricing organized by Contract Line-Item Numbers (CLINs), specifying tow vehicle types (Light, Medium, and Heavy) with hourly service rates. Each CLIN must correspond to a complete job, and there should be a separate CLIN for standby services with a not-to-exceed amount established by the Contracting Officer.
The vendor must provide comprehensive towing capabilities for state funerals and designated Department of Defense (DoD) events, with a requirement to have multiple Light and Medium tow service vehicles available to be stationed at multiple locations simultaneously. The contract emphasizes 100% recovery and zero tolerance for complaints during events, mandating that vendors have backup vehicles in case of breakdowns across Heavy, Medium, and Light tow truck categories.

Questions and Answers regarding Solicitation
W91QV125A001 for
Towing Services
• Is there any incumbent/recompete or is this a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.
• A: It is a Recompete
• It looks like we are required to submit 1 price for 1 job for being on call for a funeral or other event. Is that the total amount that the total amount we would require to be at the event. Can you tell me anything else?
• A: Vendors invoices should be organized by CLIN (Contract Line-Item Number).
Each CLIN must specify the type of tow vehicle required—Light, Medium, or Heavy—and include the associated price for that service (per hour). Each CLIN will correspond to one complete job. Additionally, there should be a separate CLIN designated for standby services, which includes the total cost for standby, and a not-to-exceed amount established by the Contracting Officer (KO).
• I have another question for you. We have a large fleet of tow trucks. If one breaks down, we have others in all categories, Heavy, Medium and Light.
Attachment B states that” 100% of the time all tows will be recovered doing all state funeral and designated DoD. No complaints are acceptable during a State funeral. Tow trucks should have back-up tow trucks in the event of a break down”. Do we need to bring 2 trucks to events?
• A: Vendor is required to have Heavy, Medium and Light Tow Service. Vendor should have multiple Light and Medium tow service vehicles as they will be stationed at multiple locations at the same time during an event.
