About this file

This is a Salient Characteristics document for the Army Career Tracker (ACT) Software Maintenance requirement for FY25, describing the technical specifications of required software maintenance and support services. The document outlines seven core software components that make up the ACT system: IBM Cognos Business Intelligence for analytics and reporting, IBM Infosphere Datastage for data interfaces, IBM SPSS Statistics for analytical processing, IBM DB2 Enterprise Server for database management, HCL Connections for collaboration, HCL Digital Experience Manager for front-end functionality, and Endeca Information Access Platform for search capabilities.

The document specifies that no alternative software products can be used because they cannot be modified to integrate with the existing IBM, HCL, and Endeca software licenses. The annual software maintenance agreement will provide technical support, patch updates, security updates, and version upgrades as needed. The document emphasizes that replacing the existing software would require substantial additional research, development costs, and time, while failing to leverage previous investments made in the ACT infrastructure. This requirement is being managed by the Department of the Army Materiel Command Mission and Installation Contracting Command Fort Eustis.

SALIENT CHARACTERISTICS

Army Career Tracker (ACT) Software Maintenance – FY25

1. This requirement will purchase the “Annual Software Maintenance” for the Army Career Tracker (ACT) application software that was previously purchased. The annual software maintenance agreement provides technical software support, patch updates, security updates, and version upgrades, as needed.

2. The salient characteristics for each type of ACT software are listed below to provide a better understanding of what each software does within the ACT system.

a. IBM Cognos Business Intelligence: The analytics software that provides dashboarding and reporting capabilities for the Staff Role function of ACT.

b. IBM Infosphere Datastage: Is part of the InfoSphere (information platform) suite, which handles all data interfaces into ACT, both through real-time integration (Federation) as well as through Extract, Transform, and Load (ETL) tool.

c. IBM SPSS Statistics: Is an integrated family of products that addresses the entire analytical process, from planning to data collection to analysis, reporting and deployment.

d. IBM DB2 Enterprise Server: Is a scalable database server software that handles the demanding workloads of large and midsize enterprise servers. It delivers high performance across multiple workloads, while helping to reduce administration, storage, development, and server costs. DB2 is ACT’s primary database.

e. HCL Connections (previously IBM Connections): Provides a collaboration platform for social computing (activities, Communities, Bookmarks [social tagging], Profiles and Blogs) that help people find expertise, share insights, and work together. Enables content owners to quickly create and manage rich web content without IT involvement. Provides this web content and "profiled communications" capabilities within ACT.

f. HCL Digital Experience Manager (previously IBM WebSphere Portal, then IBM Digital Experience Manager): Provides for the development of the front-end user functionality, user interface, and single access point to applications, personalized for each user’s needs in ACT.

g. Endeca Information Access Platform: The innovative information access software that provides the powerful Search Engine capability within the ACT system. Endeca utilizes a search technique which allows users to explore a large collection of information by applying multiple filters enabling the classifications to be accessed and ordered in multiple ways rather than in a single, pre-determined order.

For example, the Endeca software enables ACT users to navigate through ACT’s Consolidated Course Catalog and conduct detailed filtered searches to find a specific web-based course.

3. No other software product can be used because other products cannot be modified to integrate with the previously acquired IBM, HCL and Endeca software licenses. The IBM, HCL and Endeca brand name items are essential to the Government’s requirements to sustain/maintain the existing ACT infrastructure.

4. Different software would require additional research, development dollars, time and would not be able to fully leverage the significant investments already made in previous purchases. Replacing products/ licenses for the existing ACT system would be a substantial duplication of cost to the Government.
