About this file
This is a FAR Part 12 Sole Source Justification and Approval document for a federal contract action by the U.S. Army Recruiting Command (USAREC) Mission Support Battalion, National Conventions Division.
The procurement is for internet and telephone services in support of the 2026 Association of the United States Army (AUSA) Annual Convention scheduled for October 12-14, 2026, in Washington, D.C. The sole source vendor is Smart City Networks, LP (UEI: JAXFFNERM383, Cage Code: 3CDU3), based in Las Vegas, Nevada. Smart City is designated as the official internet and telephone service provider authorized to operate within the Walter E. Washington Convention Center. The contract is valued below the simplified acquisition threshold and will be awarded as a firm-fixed-price agreement using Operations and Maintenance Fiscal Year 26 (FY26) funds. The performance period is October 12-14, 2026, with a required payment date no later than September 14, 2026. The justification cites FAR 12.102(a) for simplified acquisition procedures for commercial products and services where only one source is available. Market research confirmed that no alternative vendors are authorized to provide internet and telephone services at the venue. A prior contract with Smart City Networks for the 2025 AUSA Annual Convention (W9124D25PA215) was awarded at $118,666.30. The document was prepared on June 5, 2026, and approved by the Contracting Officer on July 14, 2026.
