In response to this sources sought, please provide:

1. Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code.

2. Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any.

3. Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements—such as software‑based security systems, duress notification platforms, emergency alert systems, or IT‑supported monitoring solutions—should be provided. Responses should address experience comparable in size, scope, complexity, timeframe, and customer type (government or commercial), as well as any pertinent certifications that support a capability determination. Contractors responding to this Sources Sought Notice should provide information on their ability to perform remote technical support, software maintenance, system troubleshooting, and update management for a security or emergency‑notification system operating within a hospital or similar controlled environment. Responses should describe proposed technical capabilities for supporting a software‑based duress notification system, including experience with system monitoring components, workstation clients, alerting devices, and network‑integrated applications. Firms should identify alternative methods, tools, or technologies that could enhance system reliability, responsiveness, cybersecurity, or user support. Respondents should outline personnel qualifications such as experience with software support, system administration, cybersecurity awareness, and relevant technical training. Contractors should also address their ability to meet access, security, or credentialing requirements for work supporting a medical facility, and provide past performance demonstrating experience with similar system support efforts in healthcare, government, or other secure operational environments.

4. Information to help determine if the requirement service is commercially available, including pricing information, and the basis for the pricing information (e.g., market pricing, catalog pricing), delivery schedules, customary terms and conditions, warranties, etc.

Please contact the MICC Advocate for Competition, Scott Kukes, at scott.d.kukes.civ@mail.mil or 210-466-3015, if you believe that this action is unreasonably restricting competition. Include the subject of the acquisition, this announcement, and the MICC POC information from the www.sam.gov notice. Provide the specific aspects that unreasonably restrict competition and the rationale for such conclusion.

Potential Sole Source and Brand‑Name Notice: The U.S. Government is also assessing whether certain requirements in the draft Performance Work Statement (PWS)—specifically the need for OEM‑supported software, updates, and technical assistance for the Lynx security and duress notification system—may necessitate a sole source and/or brand‑name limiting competition determination under FAR 11.105 and FAR 12.102(a). If market research confirms that OEM‑specific components, licensing, or support services are essential to maintaining system functionality, cybersecurity posture, and operational continuity within the hospital environment, the Government may pursue a brand‑name justification or sole‑source approach to support the requirement. Respondents are encouraged to identify whether they possess current authorization to provide OEM‑supported Lynx system services, or whether alternative solutions exist that meet the technical, interoperability, and performance requirements of the existing Lynx system without compromising reliability or compatibility.

8. Recommendations to improve the approach/specifications/draft PWS/PRS to acquiring the identified items/services.
