The government seeks to identify qualified sources capable of providing critical preventive and corrective maintenance services for MLAs to sustain fueling capabilities for U.S. Government and NATO forces worldwide. The requirement is classified under NAICS 561210 (Facilities Support Services) with a small business size standard of $47,000,000. Responses must be submitted by 2:00 PM Central Standard Time on Wednesday, April 29, 2026, using the Capability Questionnaire (Attachment 1) not to exceed three single-sided pages with 12-point font, submitted via email to CEHNC-MLA@USACE.ARMY.MIL. This notice is open to both small and other than small businesses, with responses used to determine if any portion of the requirement can be set-aside for small businesses. This is not a solicitation and does not constitute a binding contract; responses will not be ranked, replied to, or returned.

The anticipated firm fixed-price contract will have a five-year period of performance consisting of a 12-month base period (August 2027 to August 2028) and four optional 12-month periods through August 2032, with a potential extension through February 2033. The contract requires MLA maintenance, repair, operation, and overhaul services at both CONUS and OCONUS locations, including sites in the United States and Japan. Respondents must demonstrate specialized experience, technical knowledge, and capability to perform work at 21 identified military installations across regions. The government is particularly interested in contractors' capacity to execute specific overhauls and replacements across multiple option years, capability to support multiple OCONUS sites simultaneously, compliance with applicable regulatory standards, familiarity with Common Access Cards and Defense Biometric Identification System requirements, and experience with government-owned or contractor-operated maintenance facilities. The Capability Questionnaire requests detailed information on firm experience, business size classification, proposed contract arrangement, relevant MLA projects, regional capabilities, and potential barriers to competition in the Performance Work Statement.
