About this file

This document is a Statement of Objectives (SOO) outlining the salient characteristics required for a hematology analyzer procurement, likely for a federal military hospital facility under the Defense Health Agency (DHA).

The analyzer must perform comprehensive hematological testing including Red Blood Cell (RBC) count, White Blood Cell (WBC) count, hemoglobin and hematocrit, RBC indices, reticulocyte count, and 6-part WBC differential with immature granulocytes (IG% and IG#). Additional capabilities required include WBC and RBC counts on body fluids, reticulocyte measurements (reticulocyte %, absolute reticulocytes, IRF, and RET-Hemoglobin), and advanced software for detecting WBC, RBC, and platelet (PLT) interferences. The analyzer must use cyanide-free reagents for hemoglobin detection, feature autoloader walk-away capabilities, secondary aspiration for bullet tubes, automatic rerun and reflex capabilities, and support 48-hour sample stability with minimal routine maintenance. The footprint must not exceed 40 inches wide, 40 inches tall, and 34 inches deep for countertop placement with comparable storage space for reagents and waste. Additional requirements include FDA approval, inter-laboratory quality assurance program, full service contract coverage for parts and labor, integration capability with MHS Genesis and DHA network operations (requiring approved Authorization to Operate), and clearance for reagent disposal into hospital waste lines when diluted with water.

Hematology Analyzer Salient Characteristics

1. Must at a minimum have capabilities to perform Red Blood Cell (RBC) count, White Blood Cell (WBC) count, hemoglobin and hematocrit, RBC indices, retic count, and 6 part WBC differential that includes immature granulocytes. (IG% and IG#). Must also have the capability of WBC and RBC count on body fluids.

Must be able to perform reticulocytes including reticulocyte %, Absolute reticulocytes, IRF and RET-Hemoglobin.

2. Reagents for hemoglobin detection must be cyanide-free.

3. Analyzer must have autoloader walk away capabilities.

4. Must have secondary aspiration capabilities for bullet tubes.

5. Must have advanced software for detecting possible WBC, RBC, and PLT interferences.

6. Must be FDA approved

7. Analyzer must have automatic rerun and reflex capabilities.

8. Must allow for 48 hr sample stability.

9. Have minimal routine maintenance.

10. Due to our facility constraints the analyzer footprint must be small enough to be placed on laboratory countertop with no more than 40” wide, 40” tall and 34” depth with the ability to store any reagents or waste in a similar size space.

11. Quality Control system must include an inter-laboratory quality assurance program.

12. Service contract for all parts and labor must be included.

13. Must have ability to interface with MHS Genesis and operate on the DHA network (Must have an approved Authorization to Operate (ATO).

14. Reagents must have clearance to be flushed into hospital waste lines when diluted with water as current analyzer has been previously cleared.
