DRAFT
NAVY DSRC TASK ORDER FOR HITSU-III
1.0 GENERAL INFORMATION
This task order performance work statement (PWS) consists of background, scope, and tasks specific to the Navy DSRC. Any PWS sections not referred to in this task order PWS should align with the base contract PWS.
1.1 INTRODUCTION:
COMNAVMETOCCOM administers and operates the Navy DSRC, one of the five DoD HPC DSRCs established under the auspices of the DoD HPCMP. Located at Stennis Space Center in Mississippi. Navy DSRC is also the executive agent for the enterprise data archiving capabilities consistent across the five DSRCs.
1.2 BACKGROUND:
The Navy DSRC maintains and provides premiere HPC capability with primary emphasis on support of the largest, most computationally intensive HPC applications and delivery of time critical HPC services to directly support DoD operations worldwide.
Operating as a component of Naval Meteorology and Oceanography Command (CNMOC), The Navy DSRC’s unique program has an operational component requiring the highest priority consistent operations to Fleet Numerical Meteorology and Oceanography Center (FNMOC).
1.3 SCOPE:
The scope of this contracted effort includes: (1) essential Navy DSRC operations support including system integration and operation, system administration, network administration, cybersecurity/information assurance, facilities support, database administration, storage administration, maintenance management and execution for the facility, hardware, and software; (2) delivery of HPC capabilities at unclassified and classified levels; (3) enterprise and user support requirements, such as Navy DSRC Help Desk, application software support, outreach, and support for other HPCMP components; (4) program and project management support, such as financial data and reports and process management, procurement support, and inventory support.
Operations support includes all services required for Navy DSRC routine operations somewhat independent of HPC capabilities being delivered or customers supported.
The Navy DSRC operates 24 hours/day, 7 days/week, even during federal holidays.
Cybersecurity is a critical requirement on this contract, where the Navy DSRC must perform continuous risk assessments and management, as well as sustain the approvals to operate.
This contract will provide services to support the operations and management of the Navy DSRC. Requirements at the Navy DSRC include work requested and funded by HPCMP components other than HPCMP Centers, as well as customer-funded efforts outside the HPCMP.
2.0 Period of Performance (POP):
The period of performance for this task order will consist of a five-year ordering period.
Tasks will be issued during the five-year ordering period and will specify a period of performance for each task.
3.0 GENERAL SCOPE OF Requirements:
3.1 Center Operations: The contractor shall provide support across the Navy DSRC which includes IT infrastructure systems located at the Stennis Space Center bunkers and The National Center for Critical Information Processing and Storage (NCCIPS) as well as the main facility located within the Naval Oceanographic Office building complex.
Local Operations: The contractor shall provide computer operator support in accordance with documented procedures and processes. This support is required to provide the personnel necessary to monitor and operate the Navy DSRC and provide around the clock (i.e., 24 hours a day/ 7 days a week) operations and IT help desk support at the Stennis Space Center, MS. Note: Customer Support augments the HPCMP Help Desk by providing support to on-site users as well as local and remote users of classified resources. It is staffed 0800 – 1630 Central Time and Due to direct support of DoD operations worldwide, all trouble calls require response or transfer within 30 minutes during normal duty hours or 2 hours after normal duty hours.
The highest level of security clearance required for services performed under this contract is SECRET. The Navy DSRC operates in an open security environment and processes unclassified and classified data up to and including SECRET. Most Contractors performing work on this contract require IT Level I (critical sensitive information access) as defined in SECNAV M5510.30. Some Contractors require IT Level II (noncritical sensitive information access) as defined in SECNAV M5510.30.
All contractors will be required hold and maintain, at a minimum, SECRET eligibility through a valid and current NACLC, Tier 3 (T3) or higher investigation [Tier 5 (T5), Single Scope Background Investigation (SSBI)] in accordance with SECNAV M5510.30.
Contractors requiring IT Level I (critical sensitive information access) require a favorably adjudicated final T5/SSBI investigation.
The contractor shall operate government vehicles as needed within Stennis Space Center as well as within the local area. These vehicles include any regular passenger vehicles. The contractor shall not operate any vehicles requiring a Commercial Driver's License (CDL). The contractor shall comply with the provisions of OPNAV Instruction 5100.12J, Traffic Safety Instructions, regarding licensing of contractor personnel.
3.1.1 Operations Monitoring. The contractor shall provide support to operate and monitor, as directed, all HPCMP and DSRC systems and computing infrastructure assets within the Navy DSRC. This includes 100% of all networks (unclassified and classified), data storage, data archives, web services, asset management, and other DSRC and Enterprise systems. It also includes the health of major HPC systems that are provided and maintained by a system vendor or original equipment manufacturer (OEM). Further, it includes cybersecurity and other aspects of operating and maintaining HPC systems as identified by the government. The contractor will be responsible for any additional emerging requirements, including workload management, software virtualization containers, container orchestrators, and user support, customer support, or both, that are placed on the major HPC systems by the Program. The contractor shall develop automated systems to enhance the monitoring of operations, both in scope and response time.
3.1.2 Facilities Engineering Support: The Contractor shall provide support to Navy DSRC efforts related but not limited to minor building alterations, environmental monitoring, electrical power and backup subsystems, and mechanical support systems.
Services include planning through engineering designs and assessments, as well as other functions needed to execute facility projects. Environmental monitoring is largely provided via an automated system (EMMS). The Navy DSRC has been increasing the level of automation in recent years, and the contractor shall assist further development of these automated systems.
3.1.3 Cybersecurity Support for DSRC Operations. The baseline operational DREN, SDREN enclaves in the Navy DSRC require authorization to operate and connect to the wide-area networks. The Contractor shall assist the government cybersecurity staff in attaining and sustaining the appropriate authorizations to operate. DSRC cybersecurity requirements are detailed in section 3.7 of the overarching PWS.
3.1.4 Systems Administration: Note: OEM personnel, contracted directly by the Government, are primarily responsible for HPC systems administration, with the contractor providing supplemental support. While this is current in 2025, this is subject to change and must be considered at the time of RFP and the nature of the contracts negotiated on incoming Technology Insertions (TIs).
For baseline Navy DSRC operations, there are several non-HPC devices such as workstations, servers, repositories, and virtual communication equipment. The Contractor shall provide system administration support in keeping these systems operating reliably and securely.
3.1.5 Network Engineering and Administration: For baseline DSRC operations, the DREN, and SDREN enclaves require engineering and system administration support for the various equipment items such as routers and switches. The Contractor shall provide network engineering and system administration for the network devices. In addition, in accordance with DoD HPCMP direction and JFHQ-DODIN Comply-to- Connect (C2C) Concept of Operations instructions, the Contractor shall administer/maintain the necessary hardware and software (currently Forescout) at the Navy DSRC to continue enforcing C2C compliance on the DREN and SDREN.
3.1.6 Database Administration: The Contractor shall provide local Navy database administration support for system utilization and change management requests.
3.1.7 Software Development. The Contractor shall develop, and support execution of specialized software used in Navy DSRC operations. This includes but is not limited to applications to monitor and automate facility environmental controls, monitor and automate center operations, and automate operational and business processes.
3.1.8 Maintenance support: The Contractor shall provide support for DSRC hardware, software, and facility maintenance agreements related to facility equipment and supporting infrastructure (networks, non-HPC servers, etc.) used in routine operations.
Note: Hardware, software, and facility maintenance are performed by the contractor with additional support provided by Original Equipment Manufacturer (OEM) or third-party maintenance.
3.1.9 Inventory Management Support:
The Contractor shall assist the government in identifying and documenting equipment inventory for asset management. For Navy DSRC, assistance will be provided to maintaining the inventory of COMNAVMETOCCOM. This inventory in less than a tenth of the overall inventory. Assistance with removal of Navy DSRC excess/retired hardware and removal from inventory is also performed by the contractor.
3.1.10 Configuration and Change Management. The contractor shall manage the Navy DSRC’s configuration and change management database; provide support by identifying, maintaining, reporting, and verifying configuration management items;
provide support to the Navy DSRC by identifying, analyzing, documenting, and maintaining change requests IAW local process and procedure.
3.1.11 Procurement Support: The Navy DSRC can purchase various items needed to support routine operations. This includes, but is not limited to, office supplies and equipment, facility infrastructure items, and HPC infrastructure equipment, as well as hardware/software maintenance. The Contractor shall provide procurement/purchasing support for any Navy DSRC requirements.
3.1.12 Continuity of Operations: Technical support is required to reconstitute critical operations, defined by the government, at alternative location(s) in the event of a disaster that causes the shutdown of Navy DSRC operations at the primary site. The Contractor shall assist in establishing continuity of operations and disaster recovery for such events and shall support any exercises/simulations. Note: The Navy DSRC has an operational component requiring the highest priority in restoring operations.
3.1.13 Technical Project Support. The Navy DSRC may execute studies and projects related (but not limited) to facility upgrades, infrastructure changes, HPC capacity increases, and HPC system installation and integration. The Contractor shall provide technical support to Navy DSRC studies and projects, whether at the local or enterprise level. This support shall include technology planning and assessments and engineering support during project execution.
PWS 3.2 Deliver Unclassified HPC Capabilities at the Navy DSRC
Delivering HPC capabilities includes requirements in direct support of installing, integrating, and operating HPC systems. The baseline scope in this PWS section includes all unclassified HPC systems. This PWS section also includes the HPC-related infrastructure that ties directly to delivering unclassified HPC capabilities, such as data movement, data storage (mid-tier and archive), and user interfaces/portals to unclassified HPC systems. The Navy DSRC generally hosts three to five large HPC systems as well as a varying number of smaller specialized systems.
3.2.1 Infrastructure Support for Unclassified HPC Systems. The Contractor shall provide technical support to include (but is not limited to) system engineering, system integration, system administration, and database administration for HPC-related infrastructure directly tied to delivering unclassified HPC capabilities. This includes (but not limited to) HPC data movement and storage systems, portals, servers, routers, and switches that have direct relationships/connections to HPC systems. This does not include those systems or devices that are part of the Navy DSRC baseline operations identified in paragraph 3.1 and associated subparagraphs.
3.2.2 Unclassified HPC System Installation and Integration. This requirement includes preparation of the Navy DSRC facilities for installing, integrating, accepting, and operating unclassified HPC systems. The Contractor shall provide engineering support for connecting the unclassified HPC systems to the Navy DSRC infrastructure, both facilities-related and HPC-delivery-related.
3.2.3 Application Management Support for Unclassified HPC. The HPC original equipment manufacturers (OEMs) typically provide levels of support, maintenance, and warranties for hardware and software delivered with an operational HPC system. For those software components that are to be installed and/or modified to support HPCMP workloads/use cases, the Contractor shall install, modify, and manage those applications for unclassified HPC system utility. This includes (but is not limited to) job schedulers, reservation/dedicated partition services, data management/movement services, data visualizers, HPC applications, and user interfaces/portals.
3.2.4 Cybersecurity Support for Unclassified HPC Systems. This requirement is related to cybersecurity support for unclassified HPC needed in addition to the Navy
DSRC operations cybersecurity support identified in paragraph 3.1.3. The Contractor shall provide this additional cybersecurity support to include (but not limited to) HPC Infrastructure and HPC systems. Cybersecurity requirements related to unclassified HPC systems are identified in the overarching PWS section 3.7.
3.2.5 Unclassified HPC System Support: HPC systems may be managed and administered by OEMs, third-party entities, government personnel, or the Contractor.
The Contractor shall provide additional unclassified HPC system administration support including (but not limited to) job scheduler configuration, regular backups of critical data, assistance with troubleshooting issues, and implementation/maintenance of the persistent services framework (PSF) on all allocated unclassified HPC systems at the Navy DSRC.
3.2.6 Additional Unclassified HPC Requirements. To be determined.
PWS 3.3 Deliver Classified HPC Capabilities at the Navy DSRC integrating, and operating HPC systems. The baseline scope in this PWS section includes all classified HPC systems. This PWS section also includes the HPC-related infrastructure that ties directly to delivering classified HPC capabilities, such as data movement, data storage (mid-tier and archive), and user interfaces/portals to classified HPC systems. The Navy DSRC generally hosts one to two small/medium HPC classified systems.
3.3.1 Infrastructure Support for Classified HPC. The Contractor shall provide technical support to include (but is not limited to) system engineering, system integration, system administration, and database administration for HPC-related infrastructure directly tied to delivering classified HPC capabilities. This includes (but is not limited to) HPC data movement and storage systems, portals, servers, routers, and switches that have direct relationships/connections to HPC systems.
3.3.2 Classified HPC System Installation and Integration. This requirement includes preparation of the Navy DSRC facilities for installing, integrating, accepting, and operating classified HPC systems. The Contractor shall provide engineering support for connecting the classified HPC systems to the Navy DSRC infrastructure, facilities, networking and storage.
3.3.3 Application Management Support for Classified HPC. The HPC original equipment manufacturers (OEMs) typically provide levels of support, maintenance, and warranties for hardware and software delivered with an operational HPC system. For those software components that are to be installed and/or modified to support HPCMP workloads/use cases, the Contractor shall install, modify, and manage those applications for classified HPC system utility. This includes (but is not limited to) job schedulers, reservation/dedicated partition services, data management/movement services, data visualizers, HPC applications, and user interfaces/portals.
3.3.4 Cybersecurity Support for Classified HPC Systems. This requirement is related to cybersecurity support for classified HPC needed in addition to the Navy DSRC operations cybersecurity support identified in paragraph 3.1.3. The Contractor shall provide this additional cybersecurity support to include (but is not limited to) HPC infrastructure and HPC systems. Cybersecurity requirements related to classified HPC systems are identified in the overarching PWS section 3.7.
3.3.5 Classified HPC System Support. Classified HPC systems may be managed and administered by OEMs, third-party entities, government personnel, or the Contractor. The Contractor shall provide additional classified HPC system administration support including (but is not limited to) job scheduler configuration, regular backups of critical data, assistance with troubleshooting issues, and implementation/maintenance of various persistent services on all classified HPC systems at the Navy DSRC.
3.3.6 Additional classified HPC requirements. To be determined.
PWS 3.4 Deliver Specialized HPC Capabilities at the Navy DSRC integrating, and operating HPC systems for the HPCMP. The baseline scope in this PWS section includes specialized HPC systems used to explore new technologies, alternative service delivery models, or emerging non-traditional workloads/use cases.
These systems are typically not shared or allocated the same as the systems in PWS paragraphs 3.2 and 3.3, and can be hosted in various environments (unclassified, classified, isolated, standalone). This PWS section also includes the HPC-related infrastructure that ties directly to delivering specialized HPC capabilities, such as data movement, data storage (mid-tier and archive), and user interfaces/portals to specialized HPC systems.
3.4.1 Infrastructure Support for Specialized HPC. The Contractor shall provide technical support to include (but is not limited to) system engineering, system integration, system administration, and database administration for HPC-related infrastructure directly tied to delivering specialized HPC capabilities. This includes (but is not limited to) HPC data movement and storage systems, portals, servers, routers, and switches that have direct relationships/connections to HPC systems. This does not include those systems or devices that are part of the Navy DSRC baseline operations identified in paragraph 3.1 and associated subparagraphs.
3.4.2 Specialized HPC System Installation and Integration. This requirement includes preparation of the Navy DSRC facilities for installing, integrating, accepting, and operating specialized HPC systems. The Contractor shall provide engineering support for connecting the specialized HPC systems to the Navy DSRC infrastructure, facilities, networking and storage.
3.4.3 Application Management Support for Specialized HPC. The HPC original equipment manufacturers (OEMs) typically provide levels of support, maintenance, and warranties for hardware and software delivered with an operational HPC system. For those software components that are to be installed and/or modified to support HPCMP workloads/use cases, the Contractor shall install, modify, and manage those applications for specialized HPC system utility. This includes (but is not limited to) job schedulers, reservation/dedicated partition services, data management/movement services, data visualizers, HPC applications, and user interfaces/portals.
3.4.4 Cybersecurity Support for Specialized HPC Systems. This requirement is related to cybersecurity support for specialized HPC needed in addition to the Navy DSRC operations cybersecurity support identified in paragraph 3.1.3. The Contractor shall provide this additional cybersecurity support to include (but is not limited to) HPC infrastructure and HPC systems. Cybersecurity requirements related to Specialized HPC systems are identified in the overarching PWS section 3.7.
3.4.5 Specialized HPC System Support. Specialized HPC systems may be managed and administered by OEMs, third-party entities, government personnel, or the Contractor. The Contractor shall provide additional specialized HPC system administration support including (but is not limited to) job scheduler configuration, regular backups of critical data, assistance with troubleshooting issues, and implementation/maintenance of various persistent services on all classified HPC systems at the Navy DSRC.
3.4.6 Additional specialized HPC requirements. To be determined.
PWS 3.5 Assist HPC Users at the Navy DSRC
This PWS section includes all support required for assisting HPC users. The requirements that are Navy DSRC specific include Help Desk basic support and higher levels of more involved support from experts at the Navy DSRC. Also included is an enterprise data analysis and visualization requirement to assist HPC users and HPCMP/Navy DSRC staff in generating graphical representations of HPC results. As some user assistance requirements are executed with a Centers enterprise perspective, they may be met by contractor staff located at the Navy DSRC, as well as remotely.
Many Classified requirements however will require staff to be on site to access classified resources.
3.5.1 Basic HPC Help Desk. The Centers component requires an enterprise-level basic Help Desk function to support all HPC users. Additional site-specific requirements for the Navy DSRC help desk, include (but are not limited to) user account setup support and troubleshooting, basic HPC system information, limited HPC application support, and local and remote user/staff support. The contractor shall provide HPC customer support services (Monday-Friday, 8:00 am to 16:30 pm CT, 8.5 hours each day) to local and remote users of Navy DSRC unclassified and classified resources.
3.5.3 Higher Level User Support. The Contractor shall provide additional Navy DSRC user support (above the basic level) to address areas such as (but not limited to) HPC application software installation and software container development and support. This level of support typically requires up to thirty (30) days for complex issues. Other requests for support that involve other components within the HPCMP or third parties such as HPC vendors shall be transferred appropriately.
3.5.4 HPC Application Management and Support. The Contractor shall provide support staff to assist in managing and supporting all HPC enterprise software applications that are accessible to Navy DSRC users for their workflows/use cases.
This includes government-owned, commercial, and open-source software installed (by the Centers component) and operating on Navy DSRC HPC systems (both unclassified and classified), as well as license servers and managers.
3.5.5 Advanced Visualization Application Development and Maintenance. The Centers component develops and maintains unique, tailored applications that provide the ability to visualize HPC results through digitally generated images and videos. The Contractor shall ensure that its Navy DSRC staff members coordinate with the Centers component to install, test, put into production, and maintain these applications at the Navy DSRC.
3.5.6 Advanced Visualization Application Support: The Centers component provides expertise to HPC users and HPCMP staff members in advanced data visualization of HPC results. The Contractor shall provide support in assisting Navy DSRC HPC users and HPCMP staff members in the generation of digital images and videos of HPC results. The images and videos may be used in technical presentations, publications, and/or other documents or forums that highlight the HPCMP and its capabilities.
3.5.7 User Authentication Services: The Centers component develops and maintains a suite of applications that permit HPC users and HPCMP staff members secure access to various capabilities. These capabilities are accessible through secure authentication software. The Contractor shall develop and maintain software applications for secure authentication and shall support both development and production environments for the applications. This includes the use of DevSecOps software practices, or equivalent software development-to-production cycle pipeline, and support for cybersecurity compliance.
