CROSS CENTER TASK ORDER FOR HITS-U-III
GENERAL DESCRIPTION:
This section identifies the set of requirements for contractor technical services needed to support the Cross-Centers task. Cross-Centers represents a set of resources that supports the overall operations of Centers enterprise infrastructure and capabilities that impact multiple DSRCs but are not considered part of one or more DSRC’s operations.
Operating in this manner is expected to reduce redundancies and provide for efficiencies. Each DSRC will have its own set of requirements that are independent of this task’s requirements, but both sets of requirements will coordinate where appropriate for effective Centers operations.
3.1 CROSS-CENTERS DSRC OPERATIONS SUPPORT
Cross-Centers/Enterprise requirements are based on the activities needed to support the operations of Centers where the work is handled at a level above the DSRCs. This includes, but is not limited to, enterprise databases and repositories, web services, HPC technology assessments and projects, software development, software management, infrastructure management including cybersecurity, and consolidated procurements.
3.1.1 Project Management Support for Cross-Centers Projects
Cross-Centers or enterprise projects, both for Centers and other HPCMP components, may be established for specific areas that require contractor technical support with high levels of effort. These projects range from short-term studies, analyses, and courses of action for enhancing current capabilities to longer-term efforts for the procurement and integration of Cross-Centers or enterprise architectures. The Contractor shall provide project management expertise and apply appropriate mechanisms to facilitate project schedules and manage project costs.
3.1.2 HPC Technology Assessment and Advancement Support
As emerging HPC technologies are identified from the at-large HPC community, there is a requirement to assess those technologies for appropriate incorporation into Centers infrastructure and/or DSRCs. The Contractor shall provide support to technology assessments and incorporation of any new HPC technologies that are determined to support the mission of the HPCMP.
3.1.3 Enterprise Cybersecurity Support
A Cross-Centers or enterprise perspective on cybersecurity directives, processes, and procedures is important for effective, efficient, and consistent assessment and management of risks across Cross-Centers and all DSRC infrastructures. The
Contractor shall ensure that Cross-Centers/Enterprise infrastructure hardware and software items are secure and authorized to operate.
The Contractor shall also provide coordination of information security specialists across the DSRCs, and leverage lessons learned and common practices in routine operations and during security exercises or inspections. Cybersecurity documentation shall be consistent where applicable and common definitions shall be adopted where practical.
Additional cybersecurity requirements are identified in the base contract PWS Section 3.7.
3.1.4 Enterprise Outreach Services
The primary approach to Centers’ outreach to the HPCMP community is through an enterprise website. Information that is posted includes, but is not limited to, how to establish HPC user accounts, HPC system information, lists of available HPC software applications, static content about other components within the program, and various documentation available to HPC users. Information about each DSRC is also included, as well as information about some other components within the HPCMP such as training assistance and HPCMP-developed software. The Contractor shall provide support to the Centers’ website for the development and maintenance of all web pages and shall keep current all content.
Multiple data feeds and information interfaces exist with other systems in the HPCMP, DSRCs, and Cross-Centers infrastructure. The Contractor shall ensure that the web services are properly handling the data and information from these feeds and interfaces.
Various technical documents and videos are made available on the enterprise website.
The contractor shall identify or develop any necessary templates and/or formats for documents and videos, and shall post relevant content when available.
3.1.5 Enterprise Software Development and Management
Centers enterprise software requiring support includes both operational software items and HPC user utilities to include, but not limited to, commercial HPC applications, Open Source HPC applications, Government-owned utilities and special applications, software license buffer, automated installation and testing/verification tools, baseline configuration compliance checking, workflow development and management for Help Desk tickets and configuration/asset management, various modules for common HPC utilities, HPC system workload characterization, HPC user interfaces, and applications for data transfers and HPC execution support. Some of the software requires development, installation, and maintenance by the Contractor and some requires no development by the Contractor if provided by another entity. Some of the software is installed and maintained on DSRC-operated systems including HPC systems, while some executes only on Cross-Centers or enterprise systems.
The Contractor shall provide support to the development, management, and maintenance of the identified enterprise software. This includes the use of approved DoD software development and management practices, as well as the use and support of appropriate development platform(s) and support for cybersecurity compliance.
3.1.6 Cross-Centers/Enterprise Architecture Support
Cross-Centers or enterprise servers/platforms (physical server-based or virtual) exist that support areas such as, but not limited to, web services (for Outreach), Help Desk service tickets, asset and configuration management, database management, software repositories and software continuous integration, user requirements and account management, HPC system workload characterization, scheduled outage reporting, and system/network monitoring. The Contractor shall provide support of Cross-Centers or enterprise architectures for engineering design and functional performance, including but not limited to, systems administration and maintaining compliance with cybersecurity policies/directives. The enterprise systems are typically physically located at the DSRCs.
The Contractor shall ensure all hardware and software maintenance agreements for Cross-Centers/Enterprise systems are up to date.
3.1.7 Cross-Centers/Enterprise Database Management
The Cross-Centers or enterprise databases reside on Cross-Centers or enterprise infrastructure servers (physical or virtual) typically physically located at the DSRCs.
Cross-Centers or enterprise databases are needed in support of Centers’ operations, to include but not be limited to, daily operational information, configuration information, cybersecurity information, HPC system workload characterization, and user account information. The Contractor shall provide support in the development and maintenance of these databases.
3.1.8 Enterprise Procurement Support
Centers takes an enterprise approach to purchasing major hardware and software items, as well as third-party technical services, needed by more than one DSRC. This approach leads to efficiencies and economies of scale potentially resulting in cost savings. After purchases are made by Cross-Centers with initial maintenance terms included at the time of purchase, any follow-on maintenance or renewals are usually addressed by the DSRCs. The Contractor shall provide hardware and software procurement support for the purchases of new items and the renewals of ongoing maintenance support agreements for Cross-Centers or enterprise infrastructure items and any items for multiple DSRCs where it has been determined that an enterprise procurement is appropriate.
3.2 OVERALL Security
The Contractor shall perform all necessary actions to ensure all applicable security requirements (e.g., DoD, National, HPCMP) are met which includes cyber, physical and personnel security for this task. Specific requirements are detailed in the basic contract PWS Section 3.7.
