Q&A

Purchase of robotically controlled, low profile, over-runnable platform

1. The spec Articulated Pedestrian Target Specifications Version 1.0 does not indicate how the post holding the target is to be affixed to the platform. Is there a new or different spec that contains this information?

ANSWER: The targets to be used with this platform are VRU targets manufactured by 4active Systems GmbH (child and adult pedestrians, both static and dynamic; bicyclist; motorcycle and scooter). The vendor can contact 4active Systems if they want more information on the VRU targets.

2. The spec Articulated Pedestrian Target Specifications Version 1.0 states "An active unlocking system is required to release the PT immediately before impact to prevent/reduce severely damage by the collision." Is the movable platform responsible for triggering this PT release, and if so, how and when?

ANSWER: An "active unlocking system" to release the VRU target prior to impact would be a welcomed feature, however it is not required for this purchase and no information on the how or when will be provided. The requirement is simply that the VRU target must stay on the platform during motion and upon impact the VRU should detach from the platform without imparting damage to either the platform or the VRU target.

3. The spec CATS D3.4 Bicyclist Target Specifications does not indicate how the target is to be affixed to the platform. Is there a new or different spec that contains this information?

ANSWER: See #1 above. 4active Systems bicyclist target will be used. Questions regarding this target and how it may be attached to the platform can be directed to 4active Systems.

4. The spec CATS D3.4 Bicyclist Target Specifications states "All visible parts of the BT mounting and guidance system must be coloured in grey. In case of a uniform background the colour shade of the background can be used." What color is the platform specified to be, if any?

ANSWER: The platform should be grey in color.

5. How many platforms are to be quoted?

ANSWER: One (1) platform and one (1) operator control unit along with all necessary support equipment needed to meet the performance requirements with the exception of the available "Government Furnished Property" listed in the statement of work/technical requirements document should be quoted.

6. How many Operator control units are to be quoted?

ANSWER: One (1) platform and one (1) operator control unit along with all necessary support equipment needed to meet the performance requirements with the exception of the available

"Government Furnished Property" listed in the statement of work/technical requirements document should be quoted.

7. The M1083A1P2 5-ton MTV cargo weighs 25,000 lbs, with a payload capacity of an additional 10,000 lbs. Does this mean the over-runnable platform must support a weight of 35,000 lbs divided by 4 (8,750 lbs)? If not, what weight must the platform support?

ANSWER: As shown in the technical requirements table of the statement of work, the platform must be able to support a load of at least 7,000 kg.

8. Which FMTV vechicle will be used for acceptance testing, and how will the testing be conducted?

ANSWER: As long as the platform can meet the max load requirement of 7000 kg, the subject vehicle used is irrelevant. Acceptance testing will consist of verifying that the delivered system meets the requirements detailed in the solicitation. This will include, but is not limited to, successful completion of 3 or more days of training of ATC personnel; verification of e-stop functionality; verification of max speed, acceleration, deceleration and platform height;

verification of two-man setup; repeatable successful test runs using each of the three required triggering methods; and successful execution of at least two EuroNCAP AEB VRU test scenarios including applicable output data.

9. The SOW states: Maximum load7000.00 kg. Is this the static wheel load of the vehicle under test or it is the maximum expected load during drive over of the platform?

ANSWER: The 7000 kg actually represents the static maximum VUT axle load. The specification should read 3500kg maximum load, representing the static maximum expected VUT wheel load.

Revised SOW was re-attached with the solicitation.

10. Can you please also specify the expected tire pressure ranges (min and max) of the vehicles under test that will interact with the platform?

ANSWER: VUT tire pressure will depend on a variety of factors--vehicle, cargo load, test scenario, etc. Roughly let's say expected min/max tire pressure could be 30/110 PSI, depending.
