Statement of Work
Self-propelled, low profile, path-following platform system to carry Vulnerable Road User
(VRU) targets US Army Aberdeen Test Center Aberdeen Proving Ground, MD
Objective:
The objective of this purchase contract is to acquire a robotically controlled, low profile, over-runnable platform to carry each of the following surrogate Vulnerable Road User (VRU) targets-- pedestrian, bicyclist and motor cyclist. Specifically the platform will carry the EPTa, EPTc and EBT targets specified in the European New Car Assessment Programs (EuroNCAP) Test Protocol for AEB VRU systems version 2.0.3, as well as other VRU targets such as a deer.
Technical Requirements:
The low profile, over-runnable platform (hereafter, referred to as the VRU-Platform) must be able to follow predefined paths in two dimensions (i.e. non-linear motion) and be synchronized to the vehicle under test (VUT) motion to ensure intersecting paths in accordance with the test protocols outlined in the EuroNCAP Test Protocol referenced in the Objective section.
The VRU target must detach from the VRU-Platform upon impact and the VRU-Platform must be able to withstand being run over by the VUT without sustaining damage. The typical VUT will range from commercial passenger cars up to medium tactical military vehicles.
The Platform shall present as minimally as possible, any aspect to the VUT sensors, by being low profile with beveled edges to minimize radar cross section and Lidar return and also to minimize the impulsive input to the VUT upon impact with the soft target. Platform must be strike-able from any angle (360 degree) about its vertical axis.
For the purposes of this solicitation, offeror’s proposal does not need to include the following Government Furnished Property
- a GPS base station with telemetered differential corrections;
- a high precision GPS/IMU motion pack for VUT;
- Freewave (or similar) radio for telemetered VUT position and velocity
- an AB Dynamics Synchro Beam for gate triggering
The VRU-Platform/system must be EuroNCAP AEB VRU compliant.
The offeror’s proposal must address, each of the following features and capabilities enumerated below and listed in the specifications table following. The proposal must address each by either stating the proposed system’s specification or by narrative description. Note that a blanket statement that the proposed solution meets the technical requirements listed in the solicitation is insufficient.
1) VRU-Platform shall accelerate and decelerate in a smooth manner.
2) Must be able to maintain speeds of at least 20km/h.
3) Low speed maneuvering—using a remote controller, an operator must be able to drive the
VRU-Platform by manually adjusting speed and steering. This mode will generally be used to move the VRU-Platform into a staging or start position.
4) Path-following—VRU-Platform must be able to follow preprogrammed path/speed profiles.
Paths should be able to be defined programmatically or by ‘training’ the system. For example, by using low-speed maneuvering of the VRU-Platform, or another vehicle equipped with appropriate position tracking sensors (e.g. IMU/GPS), to trace a desired path and then allow for manually setting the speed profiles. Path following should be accurate to within 5 cm.
5) Multiple triggering modes for initiation of path following are required, to include:
• Manual remote triggering – For example, from a base station or from within the
VUT.
• Gate Triggering – For example, when the VUT passes a laser tripwire or other gate mechanism. VRU-Platform triggering should work in conjunction with the AB Dynamics Synchro Beam system OR the proposal must include its own gate triggering mechanism.
• Telemetered VUT Position/Velocity Triggering – by monitoring VUT position and velocity, VRU-Platform motion automatically starts when appropriate for the programmed scenario.
6) Coordinated motion – VRU-Platform motion must be able to be synchronized to the VUT motion (i.e. constantly adjusting speed or direction) to ensure collision paths consistent with the test scenario. The coordinated motion mode should work for either human-driven, or robotically-driven, VUT.
7) System should include Emergency Stop(s) (E-Stop), to initiate braking to a stop at >= 6 m/s^2 deceleration upon activation. Platform should also come to a stop in the event of lost E-Stop communication (i.e. watchdog timer/heartbeat monitor).
8) Normal slow to stop at up to 3 m/s^2 deceleration.
9) Motion disable – Must be able to disable any automatic (robotic) control of the system to ensure that the VRU-Platform does not move until personnel are ready and E-stop is armed and manned.
10) Set up for test should not require more than two (2) people.
11) VRU-Platform battery power capacity should allow for a full day of testing with possibly a mid-day charge (e.g. 1 hour) or have swappable batteries that are easy to quickly replace.
Purchase contract should also include any necessary battery charging equipment.
Some pertinent specifications the VRU-Platform should be able to meet or exceed are shown in the table below.
Technical Requirements Value Units Maximum speed, greater than 20.00 km/hr Maximum acceleration 0.10 g Maximum deceleration 0.60 g Lateral position accuracy 5.00 cm Longitudinal position accuracy 5.00 cm
Maximum load 3,500.00 kg Maximum height 100.00 mm
Additional requirement:
The proposal shall include the following:
1) At least 4 days of vendor-provided training for 3-4 ATC personnel in system use (hardware and software), maintenance, troubleshooting, and commissioning test runs. Training to be held at Aberdeen Test Center scheduled on a mutually agreed upon date after receipt of entire system.
2) At least one (1) year of online and telephone technical support from end of training.
3) Software updates as needed.
4) Shipping costs for the system including batteries and any other necessary components.
5) List all of the major components, or subsystems, included in the proposed solution.
This list shall include all of the components, or subsystems, necessary to meet the technical requirements discussed above. Any components required to meet the requirements that are to be government furnished should be included in this list and noted as “Government Furnished Property”. Any pertinent details of those Government Furnished Property items should be stated in the proposal.
