AMENDMENT 04 - QUESTIONS FROM INDUSTRY
1. From “PWS_AAFES_as_of_10_Aug_CDRL_FINAL” document, points 2-4-5 (mainly). It is necessary to ensure a minimum level of presence of awarding company technicians on site (i.e. 35 hours/week)? Or the level of presence on site will have to be defined by awarding company according to the site situation, its experiences and organizational situations?
In accordance with the Performance Work Statement (PWS), #4. Hours of Operation: Normal office hours at AAFES are 0800 – 1700 hours, Monday through Friday, excluding U.S. Federal Holidays. The contractor shall work no more than 35 hours per week, excluding U.S. Federal Holidays; or any day the AAFES facility is closed in its entirety. The contractor is not authorized overtime under this contract.
Within the 35 hours per week limit, this is a Performance Based requirement, which provides the Contractor the latitude and responsibility to determine the best and most efficient manner in which to satisfy the contract requirements.
2. From “PWS_AAFES_as_of_10_Aug_CDRL_FINAL” document, points 2-4-5 (mainly). Can the RSPP and DVR services be considered as provided by undertaking the role of RSPP by a technician (company employee) having clearly all the necessary requirements and supported by other technicians (company employees too) for field/site activities?
Yes.
3. From “PWS_AAFES_as_of_10_Aug_CDRL_FINAL” document, point 11, letters b), c), d), e), f), g), h), i), j), k), l), m). In the chapter are quoted several documents (CDRL A0001, A1001, A2001, B0001, B1001, B2001, C0001, C1001, C2001, D0001, D1001, D2001, E0001, E1001, E2001, F0001, F1001, F2001, G0001, G1001, G2001, H0001, H1001, H2001, I0001, I1001, I2001, A0002, A1002, A2002, B0002, B1002, B2002, C0002, C1002, C2002) that services are to be intended as provided accordingly to the documents itself. It is possible to have a copy of the quoted documents or at least an indication about the contents?
All document will be sent to the contractor that is awarded the contract.
4. From “PWS_AAFES_as_of_10_Aug_CDRL_FINAL” document, point 11, letters e) and f). Could you please confirm that in the proposed monthly rate are not intended to be include analytic or laboratorial analysis/activities (and related costs)? Reading the service descriptions reported at the quoted letters this seems to be the right interpretation, but we would like to have a confirmation about this point as analytic activities have typically a high impact in terms of costs.
Noise survey (fonometria) is included. Other analytic or lab analysis are not, and will be paid separately by AAFES;
and are not included in this basic service contract.
5. From “PWS_AAFES_as_of_10_Aug_CDRL_FINAL” document, point 11, letters b) and j). In these chapter is quoted an US procedure (RAC IAW DODI 6055.01) that has to be kept in consideration identifying assessment criteria. It is possible to have a copy of the document or at least an indication about the contents?
Yes, DODI 6055.01 is available online.
6. At “PWS_AAFES_as_of_10_Aug_CDRL_FINAL” document, letter l) is quoted forklift training as the qualification as Training Agency for this specific kind of services is, according to Italian laws and regulation, on Regional Base, it is possible to provide training accreditation (if and when needed) by a local Training Agency partner of our company? It is clear that, in case of awarding, the organization of the classes and any other organizational aspects will remain in charge to our company.
Yes. In accordance with the Performance Work Statement (PWS), #5. Absences: If the contractor is unable to perform services, s/he must coordinate the absence with the Contracting Officer’s Representative (COR). The contractor may subcontract out all or part of these services, given that the COR approves the subcontractor in advance, and the contractor has previously trained the subcontractor on all the services provided under this contract.
The subcontractor is required to meet all of the same qualifications as the contractor.
7. At “PWS_AAFES_as_of_10_Aug_CDRL_FINAL” document, letter l) is quoted forklift training but at “Combined_Synopsis_Solicitation_PAN414-18-P-0000-005595” document, CLIN 0002, 1002 OPTION, 2002 OPTION, is not reported any indication or estimation about forklift training session. Could you please give us an estimation (yearly based) of quantity of forklift training needed?
Once a year.
8. At “Combined_Synopsis_Solicitation_PAN414-18-P-0000-005595” document, CLIN 0002, 1002 OPTION, 2002 OPTION it is not clear to us the maximum number of classes for period of performance for each kind of classes. For instance, the number of “12 classed for Period of Performance” has to be intended as grand total for all kind of classes or a total foe each of the class of interest. Could you please clarify?
It is the Not-to-Exceed (grand total) amount for all types of classes to be taught, not for each kind of class. No more than twelve (12) classes, in any combination, shall be taught per Period of Performance.
9. At “Combined_Synopsis_Solicitation_PAN414-18-P-0000-005595” document, B.1 “VOLUME I – MANDATORY DOCUMENTATION REQUIRED WITH THE OFFER”, point h) and ““VOLUME II – FACTOR I – TECHICAL EXPERIENCE”, letter b) is required that “the contract shall have the Italian certification delivered by Host Nation (Italy) as RSPP”. As the certification of RSPP is always individual and not referred to a company, can the point be considered as cover/fulfilled by presenting RSPP certificates of some of the technicians actually operating as employees of the company? It is clear that, in case of award of the contract, the formal role of RSPP will be covered by a technician of the company having the necessary certification identified among the ones in force to the company at the time of awarding.
Yes
10. At “Combined_Synopsis_Solicitation_PAN414-18-P-0000-005595” document, B.1 “VOLUME IV – PRICE”. Could you please confirm that all prices has to be proposed excluding VAT and any other tax?
