QUESTIONS AND ANSWERS
Question 1: Is there a place on base (landfill, borrow pit) we can dump the sediment from the tanks? I ask only because this could possibly save the government some money.
Answer 1: No. It is the Contractor’s responsibility to properly dispose of all sediment/debris at an offsite location/facility in accordance with all Federal, State, and Local Laws and Ordinances.
Question 2: What are the procedures for chlorinating the discharge water to storm drain or ground?
Answer 2: It is assumed that this question should read: “What are the procedures for discharging chlorinated water to the storm drain or ground.” Provided that this is the correct interpretation of this question, please see response to question #11 below.
Question 3: Please provide as-built of the tank.
Answer 3: The TE# 2 Tank Sizes will be included in the amended solicitation. The as-built will be provided upon contract award.
Question 4: Please indicate how may are level ground (within a few feet), above ground and elevated (I know the golf ball is the only one elevated)
Answer 4: GROUND LEVEL BELOW 4 FEET: SCHOFIELD CLEARWELL 1575, Schofield 2301, Tripler 600, TRIPLER 242, Ft Shafter 700/701, AMR 181, and AMR 182.
ABOVE GROUND: Schofield North 1661 30 ft., Schofield South 1162 30 ft., Schofield 2300 12 ft., Schofield (South Range) 1413, Eats Range 006 18ft., Wahiawa T-4 12ft., Helemano 18 ft., 40 ft. (golf ball, 135 ft.
Overflow), Ft Shafter 1125 15ft., Ft Shafter 1150 20 ft., AMR 2070 40 ft., Question 5: Debris Removal:
a) Please provide an assumed quantity either yards or depth that should be assumed for each water tank.
Answer 5a: 2” per tank
b) Will DPW assist with discharging the water locally after contracted dechlorinates?
Answer 5b: Please see response to question #11 below.
c) Can you better define "clean". How much sediment can be left in the tank for it to be defined as clean? As an example, the concrete tank looked relatively clean inside, you could see the bottom. However, there may be areas of fine sediment. Is the goal for 100% removal of all sediment from the tanks to clean concrete?
Answer 5c: The goal is 100% clean. There supposed to be a before & after pictures of each tank. It is very important for disinfecting all equipment suits prior to entering water tank. Important to minimize disturbing existing sedimentation because the water tank will continuously be in service.
Question 6: For disposal of the water or sediment, have all permits been obtained (if any are needed).
Answer 6: There are no environmental-related permits required in order to conduct the work defined within the PWS.
Question 7: Galvanized Pipe Removal - Assuming anchors and clamps are used to secure the galvanized pipe to the tank bottom, what should be removed in addition to the pipe? Should the anchor bolts be ground off flush with the tank floor?
Answer 7: There should be no anchors holding down pipes. If anchors exists, it should be cut flush with tank floor.
Question 8: Differential Pressure/Suction for the Diver - During the dive inspection or debris removal, is it possible to turn off the pump for periods of time? If so, what would be the longest duration? Contractor has concerns that USACE dive safety officer who reviews the dive plan will not approve diving with a live 12" suction line.
Answer 8: Yes, that is a possibility. How far away from suction line would be a safe distance? I suggest clean a 5 feet area around the suction line and once that area is clean the system can be returned to service.
Question 9: Will the Government be able to provide the "As built" drawings for all 19 tanks or drawings that will show each tanks dimensions, capacity, structural and construction design, inlet and outlet locations, material specifications, paint type, paint mil thickness?
Answer 9: TE# 2 Tank sizes will be provided in the amended solicitation. The as built drawings will be provided to the contractor upon award.
Question 10: When was the last time the tanks were inspected internally and cleaned?
Answer 10: NEVER
Question 11: Will the government provide a procedure to de-chlorinate and disposal for all water removed from each tank?
Answer 11: The Contractor will need to provide their process of de-chlorination of all equipment used for cleaning of the water tanks. All potable water removed from the tanks during the cleaning process can be discharged to the storm drain (if in close proximity to the tank(s)) or vegetated ground upon direct coordination with DPW Environmental Clean Water Program at least 10 working days prior to the planned discharge. However, the Contractor will be responsible to segregate all sediment/debris removed from the tanks during the cleaning process and properly dispose of it at an offsite location/facility in accordance with all Federal, State, and Local Laws and Ordinances.
Question 12: Will the government provide a location to dispose of all debris and sediment removed from the tanks?
Answer 12: NO. It is the Contractor’s responsibility to properly dispose of all sediment/debris at an offsite location/facility in accordance with all Federal, State, and Local Laws and Ordinances.
Question 13: Will the Government provide Rapid Gate cards for the Contractor? Or is a contractors cost to obtain?
Answer 13: The Government will not provide RapidGate cards for the Contractor.
Question 14: Will the government dispose of the pipe that needs to be removed from the tank located on Schofield barracks?
Answer 14: NO. This will be contractors’ responsibility.
Question 15: Will the government be able to provide a drawing that will show the size and quantity of pipe to be removed, identify if it's mechanically connected or welded? Quantity and type of Pipe brackets, anchor system, etc.?
Answer 15: Pipe size to be removed is anywhere from 3/8” – 2”. Unknown quantity of pipe to be removed.
(Pipe goes throughout the entire center of tank and tees off at numerous joints towards the side of the tank but not up the tank wall).
Question 16: If the pipe is anchored to the bottom of the tank, can pipe brackets and anchors be left in place?
Answer 16: NO. See answer to Question #7
Question 17: The contract refers to "wages under the service contract act" with specific reference to the Hawaii County of Honolulu. There is no occupational code for divers. Can you confirm if this contract should be paid as listed by the State of Hawaii Department of Labor wage rate schedule or should the federal Davis Bacon wage schedule apply?
Answer 17: Davis Bacon Wage Schedule does not apply; Wages are under the Service Contract Act.
Question 18: Contract part 52.228-5 (a) addresses "insurance required in the Schedule or elsewhere in the contract".
There are no specifics found within the contract. Can you provide the insurance requirements?
Answer 18: Insurance will be equivalent to the contract award amount.
Question 19: Please describe how all the required training will take place? How many days are needed to conduct the required training? Where does this training take place?
Answer 19: Other Information Section, under Standard Contract Language Provision/Contract Clause Applicability and/or additional language section of the PWS list the number of days needed to conduct the required training. Use of company own computer to complete all training.
Question 20: Are there any requirements for obtaining permits to perform this work?
Answer 20: There are no environmental-related permits required in order to conduct the work defined within the PWS.
Question 21: Currently the contractor is unable to determine how much sediment, debris and water needs to be removed and disposed of from each tank. This situation puts exceptional and unfair risk on the contractor to provide palatable firm fixed bid to the government for this project. Can the contracting officer restructure the pricing requirements to break out costs per individual tank for a pre-determined amount (2 inches in Volume used below) of sediment, debris and water removed and disposed of? Here is an example:
(For bidding purposes, assume water tank X-52 has 2-inches of debris and sediment) Water Tank: X-52 Dimensions 18ft x 50ft Diameter Capacity: 264,383.38 gallons Contractor Bid Price to remove and dispose of 2 inches of debris and sediment: $ XXXXXX Contractor Bid Price for each additional inch of debris and sediment over the assumed 2 inches: $ XXXXX
Answer 21: Bid on 2” of debris for all tanks. On site visit some of the tanks; the bottom was visible.
Question 22: Please confirm if a PE Diver will be required for the inspection portion of the work.
Answer 22: Will not require PE structual certification for the diver unless otherwise specified by the standards in 2.2.1 of the PWS.
Question 23: On page 8 in Section 2.1.1, at states the "Contractor shall sanitize all areas worked on"... can you elaborate on that? We follow the strict disinfection procedures set forth by the AWWA; will that suffice?
Answer 23: Yes, Contractor will have to sanitize all equipment and wear dry suits before entering water tanks. The water tank will be in full service while tank cleaning is in progress.
Question 24: In the same section it talks of deliverables. Due to the location and number of tanks, it will take some time to get the findings back to our office and processed. I would be able to offer our standard field notes and DVD of each tank upon completion with the more formalized reports to follow. Is that acceptable?
Answer 24: Yes, Acceptable. If something is a HIGH priority it must be brought to the Government's attention.
Question 25: Can you please provide more information (drawings or as-builts) of the piping to be removed from the Schofield Barracks Area BB Building 2300 tank? I specifically need to know how they are connected to ensure my team has the appropriate tools.
Answer 25: There is no drawings of the pipes inside of water tank 2300. The Pipe is threaded galvanized pipe. Pipe sizes may be 3/8" to 2" in diameter. It was used to aerate the water tank. It is throughout the entire water tank.
Question 26: Would you be able to tell me about how long the training will take? I want to be sure to allow ample time.
Answer 26: if referring to "IWatch Training" the PWS States: 4.2 IWATCH TRAINING IWATCH within the Army is a nation-wide modern version of a neighborhood watch program focused on the threat of terrorist activity. It is an antiterrorism awareness program that the contractors' workforce, while on Army installations, must be all familiar with to promote and enhance reporting suspicious activity or behavior. The program has two elements: "passive" and "active". The passive element is an individual's situational awareness of his or her surroundings. The active element of IWATCH involves individuals taking action to report suspicious behavior or activities to law enforcement for more investigation. Contractor personnel, to include subcontractors, performing on or within an Army controlled facility, area or on an Army installation are required to brief and train their personnel on line at IWATCH Training US Army. Contractor personnel shall train all personnel within 5 days of contract award or within 5 days of hiring action.
Contractors shall report all completed training to the COR within 7 days of contract award or hiring action.
Question 27: Do you have an example of the Quality Control Plan mentioned in the Deliverables section on page 11?
Answer 27: No we do not, the Contractor will need to develop.
Question 28: There is no designation for Diver in the Wage Determination pages. How would you prefer we handle that?
Answer 28: Which is why the IGE was developed with Plumbers by the COR/Requiring Activity, the COR could not find divers who clean in the SCA wage determination.
Question 29: And the email you sent to Wayde to concur what kind of access do we have to the reservoirs? Are they accessible by truck and trailer? Will a 4 wheel drive be required (mountainous areas)?
Answer 29: Accessibility of water tanks. Use of a pick-up truck.
