About this file

This document is an Emergency Purchase Statement from the State of Illinois Chief Procurement Office. The Illinois Department of Corrections required an emergency procurement of a paging system, including waterproof watch pagers, beepers, software licenses, and charger docks from vendor Ficek Electric & Communication Systems, Inc. to comply with a court order to provide sensory tactile notification for deaf offenders. The total estimated expenditure for this emergency procurement is $570,000, with an expected start date of May 29, 2020 and an expected end date of August 27, 2020.

The statement indicates that Ficek Electric & Communication Systems, Inc. was the only vendor able to provide the required items within the necessary timeframe. The vendor is authorized to sell the MMCall brand products and can provide after-market assistance on the paging system as the current statewide telecommunications vendor. The procurement is being funded through state appropriated funds.

ExplanationForSelectingVendor: The Illinois Department of Corrections reviewed several vendors, but Ficek Electric & Communications Systems, Inc. were the only vendor able to provide the items in the time-frame required to comply with the court order. The vendor is authorized to sell MMCall brand products. As the current statewide telecommunications vendor they are also able to provide after-market assistance on the paging system.
ExplanationSuppliesServices: Waterproof watch pager, Beeper, Windows software license and a charger dock from MMcall. Due to the Holmes settlement, as of Friday May 29, 2020, court mandated fines have been assessed to the Department weekly until these items are procured. DOC is required to provide sensory tactile notification for deaf offenders. Wristwatch pagers provide the features DOC needs to achieve those requirements. MMCall software also allows DOC to track every page sent to an offender without additional monthly charges. Tracking is required to defend litigation brought on by offenders and protect IDOC.
