Pace Water Technical Specifications – Woodbine Road Utility Relocation

This document comprises comprehensive technical specifications issued by Mott MacDonald for the Pace Water Systems, Inc. utility relocation project associated with the Woodbine Road North Widening Project in Santa Rosa County, Florida. The project encompasses the construction of approximately 1.6 miles of new potable water main and reclaimed water mains of various sizes, approximately 0.4 miles of new 24-inch gravity sewer with seven 60-inch diameter manholes and one doghouse manhole, and the abandonment of existing water and reclaimed water mains with associated appurtenances and hydrants. The specifications include detailed bid items for water distribution systems (certified as-builts, pressure testing and chlorination, water mains, HDPE pipe via directional drilling, water services, mechanical joint adapters, gate valves, tapping sleeves, line stops, fire hydrant assemblies, ductile iron fittings, thrust blocks, and bollards), reclaimed water systems (mains, gate valves, tapping sleeves, ductile iron fittings, cut-in connections, and fire hydrants), and sanitary sewer systems (pipe replacement, manhole connections, manhole replacement, force main connections, laterals, cleanouts, and bell joint restraints). A pre-bid meeting is scheduled for September 1, 2026, at 9:00 a.m. at the Santa Rosa Economic Development Office in Milton, Florida, with questions due by 12:00 p.m. on September 8, 2026, and sealed bids due by 10:00 a.m. on September 21, 2026.

The contractor must submit a progress or work schedule using the Critical Path Method within thirty days of contract award and update monthly thereafter. All submittals must include six copies of shop drawings, catalog sheets, and certifications; the Engineer retains three copies and returns three copies to the contractor. An independent testing laboratory approved by the Owner must conduct all required compaction, density, and material testing at the contractor's expense, with field density tests performed at specified intervals throughout excavation and backfill operations. Compensation is structured through unit prices for linear feet of pipe installation, lump sum prices for specific tasks including as-built documentation, pressure testing, bypass pumping, and grout filling, and payment contingent upon compliance with testing requirements and project completion standards. The contractor bears all costs associated with bypass pumping, dewatering, erosion control, traffic maintenance, utility coordination, and any required temporary facilities to maintain operational systems during construction. No separate payment is provided for cleanup, restoration, or incidental work not explicitly itemized in the bid proposal, with all such costs incorporated into unit prices for related work items.
