About this file

This is a geotechnical investigation report prepared by Environmental and Geotechnical Specialists, Inc. for Mott MacDonald Florida, LLC, regarding proposed roadway improvements in Santa Rosa County, Florida. The project involves widening select sections of County Road 197A (Woodbine Road), County Road 197 (Chumuckla Highway), and County Road 184A (Berryhill Road) extending from south of Vinewood Lane to north of the Santa Rosa Sports Complex. The investigation was conducted in April 2024 and included installation of 93 soil borings at depths between 5 to 12 feet below ground surface, collection of 4 asphalt pavement cores, laboratory testing of soil samples for classification and material properties, groundwater measurements, and evaluation of existing pavement structure and condition. The proposed roadway improvements will involve minimal cutting and filling with pavement sections consisting of 12 inches of Type B Stabilized Subgrade, optional 10 inches of Limerock Base, and 3 inches of asphaltic concrete.

The subsurface investigation identified three primary soil strata: Stratum 1 consisting of silty fine sand suitable for roadway subgrade and base; Stratum 2 also consisting of silty fine sand but with higher fines content requiring moisture management; and Stratum 3 consisting of clayey sand and clayey fine sand classified as plastic soil that requires removal if located within 24 inches of the base course bottom in cut sections. Groundwater depths varied from approximately 3.5 feet to greater than the boring depths, with estimated normal seasonal high groundwater levels ranging from 3.0 to greater than 6 feet below ground surface. Corrosion testing classified the soils as Extremely Aggressive with respect to uncoated steel and Moderately Aggressive with respect to concrete. The existing pavement was visually classified as in generally fair to poor condition with rutting, shoving, spalling, and transverse cracking observed. The report recommends removal of approximately 2.0 feet of plastic soils at four specific stationing locations and installation of underdrains in accordance with FDOT standards where needed to provide adequate subgrade drainage in cut sections.

Estimating the Existing Structural Number (SNE) at the core locations based on the methodology provided in the FDOT Flexible Pavement Design Manual;

Developing geotechnical design parameters and recommendations; and, Preparation of this Report.

SITE LOCATIONS AND EXISTING CONDITIONS

The project site is located in southwest Santa Rosa County, Florida along CR 197A (Woodbine Road) and CR 197 (Chumuckla Highway) extending from south of Vinewood Lane to north of the Santa Rosa Sports Complex, and a short adjoining portion of CR 184A (Berryhill Road). A Project Location Map that illustrates the approximate location of the site has been provided as Figure 1.

To facilitate review of the existing site conditions, the United States Geological Survey (USGS) Topographic Map contours have been superimposed on aerial imagery of the project site which has been provided as Figures 2A through 2G. As can be seen in these Figures, the USGS ground surface contours indicate that the general topography along the CR 197A/197 alignment slopes up gradually from the south to north with the ground surface elevations (EL) between about EL 120 feet to EL 150 feet, as referenced to the North American Vertical Datum of 1988 (NAVD 88). Topography along the CR 184A (Berryhill Road) alignment slopes down gently from about EL 142 at its intersection with CR 197A/197 to about EL 138 at the end of project area just before Berryhill Oaks Court.

As part of this investigation, EGS reviewed the NRCS Soil Survey for the project area, which has also been superimposed on the aerial images included as Figures 2A through 2G. The NRCS Soil Survey reports that the soils within the upper approximately 6 feet of the project area are a mixture of Sandy Loam, Loamy Sand, and Sandy Clay Loam with the “normal” seasonal high groundwater reported to range from a depth of about 3.0 feet to greater than 6 feet below the ground surface. The pH of the soils is reported to range from 4.5 to 6.5 which, according to Table 1.3.2-1 of the Florida Department of Transportation’s (FDOT) Structure Design Guidelines, makes the subsurface Extremely Aggressive with respect to corrosion of steel and Moderately Aggressive with respect to corrosion of concrete

PROPOSED CONSTRUCTION

Based on information provided by MM, EGS understands that the proposed roadway improvements include widening select sections of the CR 197A, CR 197 and CR 184A roadways to the outside along with milling and resurfacing of the existing roadways. The widening construction will involve minimal cutting and filling with proposed pavement sections consisting of 12 inches of Type B Stabilized Subgrade, Optional Base Group 9 (e.g., 10 inches of Limerock Base), and 3½ inches of asphaltic concrete.

SUBSURFACE INVESTIGATION

The subsurface investigation outlined in this Report was conducted in April of 2024. For this investigation, Dylan Godden, E.I. served as the Field and Staff Geotechnical Engineer and Craig Dunkelberger, P.E. served as the Senior Geotechnical Engineer of Record.

Additional project oversight and Quality Assurance/Quality Control (QA/QC) was provided by Chandra Samakur, P.E., Senior Engineer.

Geotechnical Investigation - EGS installed a total of 93 soil borings for the subsurface investigation included in this Report. The soil borings were installed to a depth of about 5½ to 12½ feet below the existing ground surface and were labeled WB-RB-1 through WB-RB-81 for borings along CR 197A and CR 197. Borings installed along CR 184A (Berryhill Road) were installed to a depth of about 5½ feet below the existing ground surface and were labeled BR-RB-1 through BR-RB-12. The approximate soil boring locations are shown on Figures 2A through 2G with a summary of the location data included in TABLE 1.

The soil borings were installed using hand-auger equipment. Hand-auger samples were collected on 1-foot vertical intervals coupled with static hand Cone Penetrometer Index (CPI) tests. The CPI values were converted to equivalent SPT “N” values using the correlation N = CPI/4.

Samples of the subsoils were visually classified in the field by EGS personnel, placed in sealed plastic bags, and then transported to the EGS laboratory for classification testing.

The testing performed for this investigation included water content, grain-size distribution, and Atterberg limits testing. The soil samples were classified with respect to the American Association of State Highway and Transportation Officials (AASHTO) soil classification system. The laboratory testing results have been summarized in the Roadway Soil Survey plan sheet included in APPENDIX A. Detailed soil data for individual borings are available on the Soil Boring Logs and Soil Classification Data sheets provided in APPENDICES B and C, respectively.

Woodbine Road at Five Points

Pavement Cores - To evaluate the pavement structure of the existing roadways, EGS cored 2 locations along CR 197A and 2 locations along CR 197. The pavement cores, label P-1 through P-4, were installed in center and outside turn lanes of the roadways at the locations shown in Figures 2A through 2G, and summarized in TABLE 1. The pavement cores were installed using a pavement coring drill in accordance with the FDOT Materials Manual Section 3.2 “Flexible Pavement Coring and Evaluation.”

The existing roadways were observed to be in generally fair to poor condition with light to severe rutting, severe shoving, spalling, and transverse cracking observed at the core locations. Photographs of the pavement cores and site conditions at each pavement core location have been provided as Figures 3A through 3H.

SUBSURFACE CONDITIONS

Soils - EGS assigned STRATUM number designations to the materials encountered based on the designations outlined in the FDOT Standard Plans Index 120-001. The following are brief descriptions of each STRATUM:

STRATUM 1 consists of Silty Fine Sand (A-2-4) containing less than 15% passing the U.S. No. 200 sieve. The soil in this STRATUM represents FDOT “SELECT” soil and is suitable for use and reuse within the roadway subgrade and base.

STRATUM 2 is a Silty Fine Sand (A-2-4) containing 15% or more passing the U.S.

No. 200 sieve. This STRATUM also represents a FDOT “SELECT” soil. The soils in this STRATUM are suitable for use within roadway embankment; however, they are likely to retain moisture and may be difficult to dry and compact.

STRATUM 3 is a Clayey Sand (A-6) and Clayey Fine Sand (A-2-6) with a Liquid Limit of less than 50. This STRATUM represents a FDOT “PLASTIC” soil. Due to the relatively high fines content, these soils should not be used as fill below the water table nor should they be used as fill within 48 inches of the bottom of the base course. For a cut section, these soils should be removed and replaced with “SELECT” soil if they exist within 24 inches of the bottom of the base course.

These materials will retain moisture and will be difficult to dry and compact.

Groundwater – At the time of the field work, groundwater depths in the boreholes varied from about 3.5 feet to greater than the vertical reaches of the borings. A summary of the measured groundwater levels and estimated “normal” seasonal high groundwater levels are included in TABLE 1 and are illustrated in the Generalized Soil Profiles provided as Figures 4A through 4H. Due to the presence of low permeability (plastic) soils, groundwater is likely to develop in a perched condition following periods of rain.

Woodbine Road at Five Points

It should be recognized that the groundwater data reflects limited measurements and is therefore considered to be approximate. Fluctuations in groundwater levels should be anticipated throughout the year in response to rainfall, surrounding development and changes to drainage from urbanization. If more accurate groundwater data is needed, EGS recommends that further groundwater data be collected using piezometers.

NRCS Soil Survey - The soils encountered in this investigation are generally consistent with the subsurface conditions reported in the NRCS Soil Survey for the area. It should be noted that the NRCS Soil Survey mapping is an approximation of likely soils that naturally exist within the area and do not account for roadway embankment fill, ditches, or other such features associated with development. Variations in soil properties will occur when comparing data from the NRCS Soil Survey and data obtained in the field.

Pertinent information from the NRCS data tables has been summarized in TABLE 2.

Copies of select data tables from the NRCS Soil Survey have been provided as

APPENDIX D.

Corrosion Testing - EGS performed corrosion series testing on representative soil samples collected during this subsurface investigation. The testing included determination of soil resistivity, pH, sulfate content, and chloride content performed in accordance with the FDOT recommended Florida Method. EGS classified each respective subsoil sample in accordance with the FDOT Structures Design Guidelines.

The test results and environmental classification for each sample have been summarized in TABLE 3.

EGS recommends the soils be classified as Extremely Aggressive with respect to steel and Moderately Aggressive with respect to concrete.

PAVEMENT CONDITIONS

Pavement Coring Results - The total length and layer composition for each core has been summarized in TABLE 4. In addition, TABLE 4 also includes the type of base material, visual observations, crack depths, rut depths, and measured cross slopes. A copy of the crack description legend has been provided in APPENDIX E for reference.

Photographs of existing pavement conditions near each core location as well as photographs of the asphalt core itself have been provided in Figures 3A through 3H.

Note: Asphalt layers and base layers were estimated using the FDOT’s visual classification method and should only be used for estimating Existing Structural Number (SNE) calculations.

Pavement Classification – The pavement encountered along CR 197A (Woodbine Road) and CR 197 (Chumuckla Highway) was visually classified by EGS personnel as being composed of Friction Course Type 3 (FC-3), Type S Asphaltic Concrete (S), Type II Asphaltic Concrete (T-2), Sand Asphalt Hot Mix (SAHM), and Surface Treatment (ST).

Woodbine Road at Five Points

The encountered base material of both roadways was assumed to be a Sand Clay Base (LBR 75) based on visual observation. Average pavement and base layer thicknesses are provided in TABLE 4.

Existing Structural Number (SNE) - The SNE calculation data has been provided as TABLE 5. The estimates provided in TABLE 5 are based on the visual identification method used by the FDOT. The Structural Coefficients used in this calculation were determined based on Tables 5.4 and 7.1 of the FDOT’s Flexible Pavement Design Manual and the SNE was based on the calculation guidelines provided under Section

7.4.4 of the FDOT’s Flexible Pavement Design Manual.

Pavement Parameters - Based upon the pavement cores authorized for this investigation and in an effort to provide parameters to be used in the pavement design for this project, EGS has provided the following pavement parameters:

Maximum Rut Depth: 0.3 inch

Minimum Core Thickness: 4.1 inches

Friction Course Thickness: 1.2 to 1.5 inches

Maximum Depth of Cracking: 8.4 inches

Portland Cement Concrete Encountered: No

Asphalt Rubber Membrane Interlayer Encountered: No

Crack Relief Layer Encountered: No

Delamination Encountered No

The noted Maximum Depth of Cracking represents a full-depth crack through the core.

GEOTECHNICAL DESIGN RECOMMENDATIONS

To aid in the geotechnical evaluation, EGS has estimated the bottom of the roadway base to be 12 inches below the Proposed Grade Line (PGL) shown in the plans provided by MM. The recommendations provided herein should be verified following placement of the soil boring profiles on the cross-sections.

Plastic Soils - FDOT “PLASTIC” soils were encountered within 2 feet of the bottom of the base course and pursuant to FDOT guidelines (FDOT SPI 120-001) should be removed. The approximate limits of the “PLASTIC” soils requiring removal pursuant to FDOT SPI 120-001 are shown in the “Generalized” Soil Profiles provided in Figure 4A through 4H with a summary of the approximate horizontal and vertical limits of unsuitable “PLASTIC” materials encountered provided as TABLE 6.

Organic Soils - No FDOT “ORGANIC” soils were encountered in the soil borings included in this investigation.

Woodbine Road at Five Points

Groundwater - Groundwater can have a significant impact on construction and long-term performance of the roadway. It is recommended in the FDOT Flexible Pavement Manual that 3 feet of clearance be maintained between “normal” seasonal high groundwater and the roadway/shoulder base. As shown in TABLE 1 and in the “Generalized” Soil Profiles, the estimated “normal” seasonal high groundwater levels are expected to be more than 3 feet below the bottom of the base course.

However, due to the presence of shallow, low permeability soils, EGS believes that groundwater may become “perched” at shallow depths and in open excavations following periods of rainfall if not adequately controlled. Earthwork and compaction operations will be difficult if water is not adequately controlled during construction.

Additionally, where road sections will be lower than the adjacent shoulders, especially in areas with grassed or landscape shoulders, an underdrain system may be needed to intercept flow of water toward the base in proposed cut sections (positive subgrade drainage). Inadequate subgrade drainage can cause water to flow towards the roadway base and have negative impacts to the pavement structure. Underdrains are typically not preferred on new construction because of the long-term maintenance required; however, an underdrain system is believed to be the most effective option for providing adequate subgrade drainage at proposed cut sections. Where needed, EGS recommends that underdrains be installed in accordance with FDOT SPI 120-002 (Sheet 2 of 2) and 440- 001.

PLANS PREPARATION

EGS recommends the following information be included in the Plans:
