About this file
This is a single-source justification letter from Pace Analytical Services LLC to the City of Holly Hill, Florida, regarding laboratory testing services for drinking water and wastewater. Pace Analytical Services, Inc. is identified as the only NELAP-certified full-service laboratory within a 40-mile radius of the City of Holly Hill's Utility Water Treatment Plant and Wastewater Treatment Facility, making it the sole qualified provider capable of meeting the municipality's testing and certification requirements. The letter does not specify response dates, due dates, site visits, or bidders' meetings; however, it references pricing for the 2026 fiscal year and indicates the company's established relationship with the City as an incumbent provider.
Pace Analytical Services proposes a 5.0% price increase for fiscal year 2026, demonstrating sensitivity to the City's budgetary constraints while maintaining service continuity. The letter emphasizes the company's exclusive status as a Florida-certified laboratory meeting NELAP standards within the specified geographic radius, which justifies the single-source procurement approach. No specific contract term, renewal options, funding sources, or contract amounts are detailed in this correspondence; however, the letter serves as the formal justification supporting the City's intent to proceed with sole-source contracting rather than competitive bidding.
