About this file
This is a Public Water Supply Permit issued by the Pennsylvania Department of Environmental Protection (DEP), Bureau of Safe Drinking Water, to the Pennsylvania Department of Transportation for the operation of water supply facilities at the I-70 Warfordsburg Westbound Welcome Center in Bethel Township, Fulton County. The permit (No. 2924505) authorizes construction and operation of a groundwater-based system including well pump replacement, pressure tanks, ion exchange softening, cartridge filtration, reverse osmosis treatment, acid neutralization, and sodium hypochlorite disinfection. The project is known as the I-70 Warfordsburg Westbound Welcome Center: Well Pump Replacement & Water Treatment Upgrades. The approved pumping rate for Well B is 27 gallons per minute, with maximum instantaneous flow rates specified for each treatment component: 22.8 gpm for ion exchange softening, 11.1 gpm for cartridge filtration and acid neutralization, and 20 gpm for the disinfection contact tank. The permit was issued on January 28, 2025.
The permit establishes eight special conditions governing facility operations and maintenance. Key operational requirements include submission of a Certificate of Construction upon project completion, proper disinfection and coliform testing before operation begins, weekly monitoring of free chlorine residuals and total dissolved solids concentrations, quarterly sampling for iron and manganese analysis, and maintenance of equipment logs, water quality complaint logs, and chemical usage records on site for minimum five-year retention periods. All chemicals must meet NSF standards, and acid neutralizer media must be replaced every 6 to 12 months. Critically, the permittee must retain a properly certified drinking water operator at all times, with a requirement to employ a replacement operator within 10 days if the current operator's contract is terminated. No deviations from approved plans and specifications affecting treatment processes or water quality may be made without written Department approval.
