Sole Source Justification for P3

Black Canyon Consulting LLC (BCC)’s developed and customized unique tools and templates to provide comprehensive support and solutions for sustenance and inclusive administration of the Specialized and Strategic Services to Support (S4) contract for the Contracting Officer Representative (COR). BCC owns the proprietary methods and systems, such as the ORYX management system and Tracking Real-Time Acquisition Information System (TRAINS) enterprise task order development and management tracking system to provide comprehensive Program Management Office (PMO) provision.

TRAINS contains a database of S4 end users, task descriptions for over 100 Task Order (TO)s awarded to date, contact information and email linkage for all the federal task leaders, corresponding program, and administration officers. This system currently used across Intramural Research Program (IRP) allows for seamless, timely updates, reporting and tracking for generation of customized reports based on NIH specifications. Continuity of Task Order Management includes development of pre-award requirements, post-award monitoring and management operations are essential.

The proprietary systems used by BCC to safeguard confidential and sensitive nature of the work accommodated under the subject contracts would be lost, if not maintained. The system enables successful Conflict of Interest (COI), risk mitigation plan for servicing multiple vendors, and stakeholders under subject contracts. NIH needs to replicate customized and comprehensive S4 PMO to administer the Project, Program, and Portfolio (P3) and other trans NIH contracts;

consistency; using one unifying system. P3 will operate in tandem with S4 hence in Government’s best interest to use current S4 PMO vendor. NIH will benefit from this proven PMO system that functions independently and interrelatedly with other contracts.

Since 2020, BCC has administered S4 gaining unique experience, and a great successful reputation for performing in niche area of PMO support and services. With relevant PMO experience, support, BCC now renders service to National Library of Medicine (NLM) through another contract vehicle, therefore displaying versatility transversely for NIH.
