About this file
This document is a Questions and Answers file related to an RFP issued by the Massachusetts Department of Conservation and Recreation (DCR) for wetland delineation and design/permitting services on the Mohawk Trail in Florida, Massachusetts. The project involves the design and permitting of four wetland crossings, with one crossing potentially subject to redesign or rerouting. The RFP specifies that structures along this section of the Mahican Mohawk Trail are designated for foot traffic only, with appropriate signage to be installed to alert other users of this restriction. DCR clarified that the RFP does not include design for additional trail improvements beyond the four identified crossing structures, and that there are no additional tread work or maintenance needs permitted at this time in the project section. If a reroute is selected as the preferred option for Structure 4, the anticipated length would be between 500 and 1,500 linear feet.
Key project requirements include coordination with the Town of Florida Conservation Commission for permitting, submission of permit applications to the project manager at least two weeks in advance of the conservation commission deadline, and DCR's Green Docket review process. The scope includes assistance with permitting details and coordination with regulatory agencies. DCR will file the Project Notification Form (PNF) with the Massachusetts Historical Commission based on final design and permitting documents, as the work will disturb soil along the historic Native American Mahican-Mohawk Trail footpath. Vendors are prohibited from using four-wheelers or other off-highway vehicles for field work, and all structures should be designed for pedestrian use only, with potential accessibility considerations where feasible depending on ecological, cultural, and constructability factors.

QuesƟons/Answers
1. RFP refers to Appendix A but is not included. Can DCR please provide?
Appendix A of the RFP is now aƩached.
2. Please confirm that all structures should be designed for equestrian use and associated point loads. Is the intent to change the trail use to include equestrian users (currently not possible with stairs)? Can the first two "bog bridges" be designed for pedestrians with signs for horses to tread alongside?
Structures along the secƟon of the Mahican Mohawk trail covered by this RFP are only accessible to foot traffic. DCR will ensure that appropriate signage is installed on the trail to alert other users of this designaƟon.
3. Can vendors use four wheelers to assist with field work?
This trail is not suitable for ATVs or OHVs.
4. How many l.f. of new trail do you anƟcipate for the trail rerouƟng to simplify structure 4?
If a reroute is chosen as the best opƟon, DCR anƟcipates the reroute to be between 500 and 1500Ō.
5. Is design for trail improvements required for locaƟons beyond or between the idenƟfied crossing structures? If so, approximately how much addiƟonal area?
This RFP is for the 4 crossings idenƟfied, one of which may include a trail reroute. There is no addiƟonal tread work or maintenance needs in this secƟon that will be permiƩed at this Ɵme.
6. Will redesign/reroute of structure 4 sƟll require stair construcƟon?
The need for stairs will be determined by the design chosen for the new crossing While DCR's goal is to improve accessibility by building AAB accessible bridges and approaches, in some instances it is not feasible to do so (ecological, cultural, constructability reasons).
7. Will redesign/ reroute of structure 4 bring the disturbance within 100' of the property line?
If structure 4 remains in its current locaƟon, it will remain within the 100’ property line. A potenƟal reroute could move the trail and structure over 100’ away from the property line.
8. When/where does Town of Florida ConservaƟon Commission meet? Are consultants expected to aƩend in person or via zoom?
DCR's intent to hire a consultant to assist with permiƫng is to have the consultant assist with these details.
9. Is DCR Green Docket review required? If so, at what point in the process and what is review Ɵme period?
Green Docket is required. Permit applicaƟons should be submiƩed to the project manager at least 2 weeks in advance of the due date to the conservaƟon commission. Please note that edits to the permit may be requested during that Ɵme period.
10. Work will disturb soil along historic NaƟve American footpath (Mahican-Mohawk Trail). Is there an agreement with Mass Historical Commission (MHC) for this locaƟon? Can vendor assume that there will be no further review required by MHC beyond filing Project NoƟficaƟon Form?
DCR will file the PNF based on the final design and permiƫng documents.
