About this file
This is a Brand Name Justification document submitted by the Air Force Sustainment Center at Tinker Air Force Base for the acquisition of a generator lug crimping system (P26-082E) required for maintenance of TF33-P103 left-hand assemblies.
The justification supports procurement of a brand-specific crimping tool setup compatible with existing depot-level crimping dies and Technical Orders 1B-52H-2-23 and 1-1A-14. The requirement involves precise crimping of PN 35-8255-801 generator lugs, where the wire lugs demand exact geometric specifications and matching tooling to ensure reliable electrical and mechanical connections. The document argues that using an alternate-brand tool would necessitate extensive engineering redesign of adapters or dies, revalidation of crimp parameters, procedure updates, personnel retraining, and qualification testing—costs that would exceed the procurement premium for the specified brand. The estimated cost and time associated with switching brands would result in duplication of cost to the Government not expected to be recoverable through competition. Market research was conducted using Dynamic Small Business Search and System for Award Management databases under NAICS code 333911 and Federal Supply Code 5210, identifying small business sources including 8(a), HUBZone, Service-Disabled Veteran-Owned, and Women-Owned categories. Four small businesses were contacted with one response, plus one additional vendor identified through internet search. The document recommends proceeding with this acquisition as a small business set-aside. The justification is signed by Mark A. Todd, OC-ALC/OBCA, dated 09 March 2026, with authorization per FAR 13.106(b)(1).

SUBJECT: Brand Name Justification for P26-082E Generator Lug Crimping System
1. This requirement covers acquisition of a tool setup for crimping generator lugs on PN 35-8255-801 used with TF33-P103 left-hand assemblies (see Refs. 1B-52H-2-23 and 1-1A-14). The wire lugs in this application have precise geometry that demands matching crimping tooling to ensure reliable electrical and mechanical connections. The requested AIF will procure a Technical Order (TO) specific crimping tool set-up that is compatible with the depot’s existing crimping dies and can be integrated seamlessly into depot-level maintenance processes.
2. The left-hand generator lug configuration and the associated depot-level processes are governed by technical orders (T.O. 1B-52H-2-23 and 1-1A-14) and established process guides that specify crimp geometry and tooling interfaces to guarantee proper form, fit, and function. The existing crimping dies at the depot were procured for a single-brand crimping platform and are mechanically and dimensionally matched to that vendor’s tool set-up; only the same brand’s tool can ensure exact die-to-tool alignment, repeatable crimps, and compliance with the referenced T.O. acceptance criteria without requalification. Using an alternate-brand tool would require extensive engineering work to redesign adapters or dies, revalidate crimp parameters, update maintenance procedures, and retrain personnel—
, during the interim, and incur significant cost. Based on depot labor rates, projected test and qualification time, and the cost of new or modified dies, the estimated cost and of switching brands would exceed the procurement premium for the specified brand. Therefore, Brand Name acquisition of the brand-compatible crimping tool set-up is necessary to maintain compliance, depot maintenance operations, and avoid higher life-cycle costs associated with requalification and retrofit. This will cause a duplication of cost to the Government that is not expected to be recovered through competition.
3. Therefore, it is requested that the specified brand-compatible crimping tool set-up be procured as the only known equipment that meets the Government’s dimensional, mechanical, and procedural requirements for crimping PN 35-8255-801 generator lugs on TF33-P103 left-hand assemblies. This brand is the only known brand whose tooling mates directly with the depot’s existing crimping dies and supports compliance with T.O. 1B-52H-2-23 and 1-1A-14, ensuring depot maintenance .
4. Market research was performed by reviewing Dynamic Small Business Search (DSBS) and the System for Award Management (SAM) databases using NAICS code 333911 to identify companies able to supply the requirement under Federal Supply Code 5210; the search included small business categories (8(a), HUBZone, Service-Disabled Veteran-Owned, and Women-Owned) for the P26-082E Generator Lug Crimping System. Four small businesses were contacted, one responded, and one additional potential vendor was identified via internet search. Based on these results and the lead time required to procure the
