About this file

This document is an Addendum #1 issued by the California Department of Fish and Wildlife (CDFW) for a Pump and Well Maintenance project located at the Kern River Planting Base in Kern County, California. The addendum addresses two key clarification questions from potential bidders regarding the project timeline and scope of work. The first clarification confirms that the project start date is flexible, depending on contract execution, with the possibility of beginning in either Q4 2025 or Q1 2026.

The second clarification emphasizes that the contract is strictly for maintenance services only, with no provisions for equipment repairs or replacements. If during a routine maintenance inspection a pump failure or needed repair is discovered, the contractor is required to log and report the issue to the Contract Manager, but the actual repair would need to be addressed through a separate contract. Bidders are instructed to acknowledge receipt of this addendum on Attachment 3 of the Bid Form in the Bidding Documents, with the document signed by Yujie Jin, Branch Chief of the Land and Facilities Engineering Branch.

PLAN HOLDERS

P2540002: Addendum #1 Pump and Well Maintenance (fourth post), at Kern River Planting Base, Kern County, California

The following clarifications were requested and answered as follows.

• Question: Is CDFW wanting the awarded bidder to commence the maintenance project in Q1 of 2026, or in Q4 of 2025?

o Answer: The start of work is dependent upon the timing of contract execution. If work cannot logistically start in Q4 2025, it would be acceptable to begin in Q1 2026.

• Question: Should the bidder’s pricing cover maintenance, as well as equipment replacement costs? For example, should a regularly scheduled maintenance inspection discover a pump failure that requires a new pump, is CDFW wanting bidders to “estimate” the cost of a pump replacement as part of its bid offering in the “flat rate”?

o Answer: Because this contract is for maintenance only, no repairs or replacement of parts not part of the regularly scheduled maintenance is allowed. If in the course of the regularly scheduled maintenance, any needed repairs are found, they would be logged and reported to the Contract Manager. The repairs would then need to be addressed in a separate contract.

Please acknowledge receipt of this addendum in the space provided on Attachment 3 Bid Form in the Bidding Documents.

Sincerely, Yujie Jin, Branch Chief Land and Facilities Engineering Branch Wildlife and Fisheries Division Department of Fish and Wildlife
