DESCRIPTION: Civil Infrastructure CMaR - The Ranch Master Plan

The Board of Larimer County Commissioners will only be accepting proposals electronically submitted via the Rocky Mountain E-Purchasing System (Bidnet) portal, at https://www.bidnetdirect.com/colorado/larimer-county/, up to the RECORDING DATE and TIME referenced above, at which time they will be recorded, but not publicly opened, to consider contracting for Civil Infrastructure Construction Manager at Risk (CMaR) services to support continued development of The Ranch Master Plan. Prices and terms will remain in effect until a contract has been executed.

PRE-PROPOSAL CONFERENCE: May 8, 2025 @ 10:00 AM (MT) A non-mandatory Pre-Proposal Conference will be held on Thurdsday, May 8th, 2025, at 10:00 am (MT).

Advance registration is required by emailing the name(s) of all attendees to Heather MacMillan, Purchasing Manager, at Macmilhl@co.larimer.co.us, after which meeting location will be provided. Registration emails must be received no later than 4:30 pm (MT) on Wednesday, May 7th, 2025. Only attendees that have pre-registered may attend, and attendees will be required to provide their business cards when they sign in.

Representatives of Larimer County will provide a presentation and discuss the project. Vendors should read the entire RFP document prior to the meeting.

Questions are due no later than the QUESTION DUE DATE & TIME referenced above. Please call 970-498-5957 to verify receipt of your questions if you don’t receive a confirmation email of receipt. No questions will be accepted after the date and time referenced above. All questions received will be answered via Addendum only. Addenda will be officially published at Bidnet at https://www.bidnetdirect.com/colorado/larimer-county/.

NOTE: Unauthorized contact with any Larimer County employee other than Heather MacMillan regarding this RFP may result in disqualification of your Proposal.

2. INSTRUCTIONS TO PROPOSERS:

Larimer County only accepts Proposals submitted via the Rocky Mountain E-Purchasing System (Bidnet).

Proposals submitted by any other means will not be accepted. Proposers must be registered with Bidnet in advance in order to submit a proposal; registration is free. Larimer County strongly recommends each Proposer register with Bidnet well in advance of the submittal deadline to ensure they have adequate time to upload and submit their proposal.

Proposers will not be compensated for generating, producing, or duplicating any proposal materials associated with this RFP, and it is the sole responsibility of the Proposer to ensure all required documents are submitted through Bidnet by the submission deadline. Proposals will be time-stamped by Bidnet upon receipt; Bidnet does not allow for uploading or submitting documents after the Proposal due date and time has passed, so please allow adequate time to upload and submit your Proposal prior to the deadline. After uploading proposal documents, Proposers must click the SUBMIT button. Larimer County will not accept uploads that are “saved” but not “submitted”. To verify that a Proposal has been submitted successfully, Proposers may contact Bidnet Support or verify, via the Proposal Management tab in the Proposer’s account, that the documents are not in “Draft” status.

Larimer County does not have access to, or control of, the vendor side of Bidnet. Please contact Bidnet at 1- 800-835-4603 for vendor support.

Proposers are required to submit one (1) non-redacted original proposal. All parts of the proposal should be combined and submitted as one (1) single .pdf file; proposals comprised of multiple separate files are not acceptable and your proposal may be rejected.

Proposers may choose to also provide one (1) redacted .pdf proposal (as one single file), excluding any information that is not subject to disclosure under the Colorado Open Records Act (“CORA”), such as trade secrets, privileged information and confidential commercial, financial, geological or geophysical data exempt from public disclosure under C.R.S. §§ 24-72-204(3)(a)(IV). Statements that the entire proposal is confidential will not be honored. After the Notice of Award has been issued, all information submitted in response to this request for proposal (RFP) may be publicly disclosed if required under the CORA. If provided, the redacted electronic copy will be used to satisfy CORA requests. Proposers that do not provide a redacted electronic copy will have their non-redacted electronic copy used to satisfy CORA requests. Larimer County will endeavor to keep the non-redacted proposal, separate and apart from the redacted proposal subject to the provisions of CORA or Order of Court.

By submitting a proposal, the proposer agrees they may not rescind their proposal on or after the closing date and time identified in the RFP or as modified by addendum. No delivery will become due or be accepted until an agreement has been completed either in the form of a formal executed contract, or a purchase order issued by the Purchasing Manager of Larimer County.

Proposals must be furnished exclusive of any Federal, State, or Local taxes; Larimer County is tax exempt.

No work will commence, nor will any invoices be paid before the contracted vendor provides the requested proof of insurance as outlined in Insurance Requirements (below), and before such verification is approved by Larimer County Risk Management.

Unless otherwise specified by contract, payment for work performed or goods sold to Larimer County can be expected within 30 days after receipt of the invoice and satisfactory acceptance from the Department receiving the service or goods.

The Keep Jobs in Colorado Act (§ 8-17-101, et. seq., C.R.S.) requires that contractors who work on a public works project financed in whole or in part by the state, counties, school districts, or municipalities of Colorado, meet the 80% Colorado labor requirement on that public works project, as defined in § 8-19- 102(2), C.R.S.

Larimer County reserves the right to reject any and or all proposals, to further negotiate with any and/or qualified proposers and to waive informalities and irregularities in proposals received, and to accept any portion of the proposal if deemed to be in the best interest of Larimer County to do so. If, in the sole judgment of the Board of County Commissioners, the proposals are substantially equal, the Board may grant the contract to companies located in Larimer County, however this is not applicable in the case that Federal funds are used.

Larimer County, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 US.C. §§ 2000d to 2000d-4) and the Regulations, hereby notified all proposers that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises (including minority-owned or women-owned) will be afforded full and fair opportunity to submit a proposal in response to this Request for Proposal and will not be discriminated against on the grounds of race, color, religion or religious affiliation, sex, familial status, age, genetics, disability, or national origin in consideration for an award.

All businesses, organizations, and individuals contracting with Larimer County must comply with Title II of the Americans with Disabilities Act of 1990, as amended. No vendor awarded a solicitation will be federally debarred. The proposer certifies that by signing the contract, neither the proposer nor subcontractors, the organization nor its principals are suspended or debarred or otherwise excluded from procurement by the Federal government. Such debarment will be checked through the System for Award Management, at https://sam.gov/content/exclusions.

Other governmental entities may piggyback on the award of this solicitation, assuming the award vendor is amenable, and should contact Larimer County Purchasing for any necessary procurement documents. The entity will deal directly with the award vendor concerning the placement of Purchase Orders, freight charges, contracting and disputes, invoicing, and payment. Larimer County will not be held liable or responsible for any liability, claims, costs, damages, demands, actions, losses, judgments, or expenses incurred by the vendor or any government entity relating to such use.

3. PROJECT OVERVIEW:

Larimer County (County, owner) is seeking to enter into an agreement with a qualified Civil Infrastructure Construction Manager at Risk (CMaR) Contractor to provide both civil infrastructure pre-construction and civil infrastructure construction services. These civil infrastructure services are needed to support the continued development of The Ranch’s Master Plan (https://www.treventscomplex.com/master-plan), at 5280 Arena Circle, Loveland, CO, which includes a new Convention Center, Conference Hotel, remodel of our existing Blue Arena, and addition of a Youth Hockey Facility, among others. Those Master Plan individual projects will be sought separately from this RFP. Note: This RFP does not include any civil components related to either Phase 2’s Event Plaza, or Great Lawn Expansion.

This solicitation is intended to engage the Civil Infrastructure CMaR Contractor to act as CMaR and perform the necessary extensive civil construction work, site improvements, and associated infrastructure to support this future.

Pre-construction is expected to begin in Q3 of 2025, construction is expected to begin by Q1 of 2026, and the project is expected to be substantially completed by Q3 of 2028. The selected Civil Infrastructure CMaR Contractor will collaborate closely with the County, design team, and stakeholders to ensure a successful project delivery within budget and schedule constraints.

This project will be executed in a manner that maximizes efficiency, minimizes disruptions to ongoing Ranch operations, and adheres to the County’s sustainability and fiscal responsibility goals with the expectation to provide to the County a Gross Maximum Price per project bid in conjunction with the projects outlined in Master Plan Phase 2.

4. QUALIFICATIONS:

Civil Infrastructure CMaR Contractor Qualifications, at a minimum, include the following minimum (pass/fail) items. Proposals must clearly document (with dates/details) explicitly how these qualifications have been met by providing the requested information as detailed under item (d) found under 9. Proposal Submittals;

proposals that do not meet this requirement will be deemed NONRESPONSIVE and rejected.

a. Similar Projects I. Within the past 10 years, Civil Infrastructure CMaR Contractor must have completed, or be in the process of completing, three (3) similar projects;

1. Each project must have a minimum total construction cost of at least $10,000,000 (ten million USD)

2. At least one (1) of the projects should have been a CMaR/CMGC relationship.

b. Local Government Experience I. Within the past five (5) years, Civil Infrastructure CMaR Contractor must have completed one (1) or more similar construction projects with county governments or municipalities.

1. Contractors with direct, professional construction experience working with, or for, a multi-use events complex (i.e. fairgrounds) preferred.

c. Guaranteed Maximum Price (GMP)

I. Within the past seven (7) years, Civil Infrastructure CMaR Contractor must have completed a minimum of seven (7) projects, each with an established GMP of at least $10,000,000 (ten million

USD).

5. SCOPE OF WORK:

The selected Civil Infrastructure CMaR Contractor will provide both civil infrastructure CMaR pre-construction, and construction-phase services, including but not limited to:

a. Agreements for Pre-Construction Services, Construction Services will include:

I. Participating in design meetings weekly, or as-needed, to offer constructability insights, including:

1. Developing detailed cost estimates.

2. Value engineering and alternative material recommendations.

3. Phasing and scheduling consultation.

4. Resolution of open issues

5. Identify risks and propose mitigation strategies.

II. Provide cost data as needed to maintain the project construction budget.

III. Obtain necessary permits and regulatory compliance.

IV. Establish a Guaranteed Maximum Price (GMP) before construction begins.

V. Develop sitework budgets and provide monthly budget update reports.

VI. Subcontractor pre-qualification and bid package preparation.

VII. Actively solicit subcontractor interest in the project.

VIII. Oversee all subcontractor bidding, selection, and management, including coordination of subcontractors and suppliers.

IX. Provide cost data and value engineering solutions as needed to maintain the project construction budget.

X. Manage bid package awards to meet project schedule requirements.

XI. The Owner reserves the right to perform portions of the work via force account using its own labor, equipment, and materials, or to contract separately with third parties for such work.

XII. Provide on-site supervision and project management, including managing, coordinating, and overseeing all civil infrastructure construction activities.

1. Self-performance of at least 20% of the work (including overhead, profit, self-performed work, and direct procurement of materials).

a. Self-performed work must be competitive and the Contractor will be required to bid against other subcontractors for self- performed work.

b. If the Contractor is the successful low bidder, the amount may be considered a lump sum hard bid subcontract award.

XIII. Create and maintain project schedules to align with and protect The Ranch’s events calendar.

a. Pivot to meet the operational demands of the campus demands, including, but not limited to, event needs

XIV. Manage the construction schedule and actively pursue solutions to maintain the final completion date.

XV. Manage a quality control program that meets or exceeds minimum job and contract document and industry standards.

XVI. Implement a site safety program that is reported on regularly, and maintain all safety standards per both OSHA, City of Loveland, and Larimer County regulations.

XVII. Provide reporting according to contract document requirements, including but not limited to, construction schedule updates, meeting minutes, schedule of values, and contract buy out.

XVIII. Coordinate and schedule all quality control testing and inspections to satisfy the Inter- Governmental Agreement (see Exhibit E) by and between the City of Loveland and Larimer County.

XIX. Meet all licensing requirements as set forth by Larimer County for both Civil Infrastructure CMaR (General Contractor) and subcontracted work.

XX. Implement risk management and conflict resolution strategies XXI. Provide and present regular progress updates and budget tracking reports.

XXII. Facilitate coordination with Ranch operations to minimize impact.

XXIII. Maintain cost controls and provide Guaranteed Maximum Price (GMP).

XXIV. Conduct project close-out, warranty, and commissioning.

b. Roles:

I. Owner’s Representative: The awarded Civil Infrastructure CMaR Contractor will act as the owner’s representative and commissioning agent, coordinating the work of the Contractor(s) and Architect(s).

II. Testing and Inspections: The awarded Civil Infrastructure CMaR Contractor will select the independent testing and inspection company. The Civil Infrastructure CMaR Contractor will be responsible for scheduling and facilitating the independent inspections, and will also be responsible to ensure all inspections meet the contract requirements, including correcting and re-inspecting deficient items. The Civil Infrastructure CMaR Contractor will monitor the testing and inspections scope of work, budget and actual inspections required to ensure the testing and inspection budget is not exceeded on this project.

d. Owner Expectations and Delivery Schedule

I. Partnering: The Larimer County team expects a partnering relationship with the selected Civil Infrastructure CMaR Contractor. The team expects an environment of trust and teamwork to prevent disputes, foster a cooperative bond to everyone’s benefit, and facilitate the completion of a successful project. Adversarial relationships between the project participants are not an acceptable way of doing business.

II. Communication: Larimer County expects open and honest communication related to project activities including subcontractor performance, cost control, schedule control, budget, and quality issues as they may arise. The project team expects communication to occur directly through the established chain of command which may involve working directly, receiving direction, and coordinating with Owner’s assigned personnel or consultant team staff.

1. Contract Management: Larimer County expects the Civil Infrastructure CMaR Contractor to manage pay applications, work change directives, change orders, RFIs and other documents that are managed timely and effectively to avoid delays in project delivery.

The project team expects the Civil Infrastructure CMaR Contractor to collaborate with its representatives to process all job documentation through an established document management and control system.

2. Performance Standard: Larimer County expects the Civil Infrastructure CMaR Contractor’s performance to exceed industry accepted parameters. The project team expects excellence in all delivery elements.

3. Pre-Construction Agreement: Attachment A - Pre-Construction Phase Agreement is the standard Larimer County Professional Services agreement that will be utilized for pre-construction services for this project.

4. Construction Agreement: Prior to construction, the Civil Infrastructure CMaR Contractor will be required to sign the County’s Construction Agreement which will include the standard 2017 version of AIA A102 and A201 and the attached Exhibit D - Supplemental Conditions.

6. INSURANCE:

BEFORE submitting your company proposal, confirm with your insurance carrier that your company can meet the insurance requirements published in the solicitation. Your company insurance coverages should be correctly noted in the most current EOC. NOTE: All Larimer County contracts require that the Award Vendor possess appropriate insurance at all times during the contract; these coverages are purchased at the company's expense. The County’s insurance requirements may necessitate a company adding or increasing coverage/limits, and those changes may impact pricing for the proposed project. These costs must be included in your pricing at the time of submission and will not be permitted to be added later.

a. EXHIBIT C - INSURANCE REQUIREMENTS:

Prior to commencement of any work, contractor/vendor shall provide a Certificate of Insurance issued to Larimer County, 200 West Oak St., Suite 4000, Fort Collins, Colorado 80521 as the Certificate Holder. The insurance required herein shall be procured and maintained in full force and effect for the duration of the Contract or Agreement and shall be written for not less than the following amounts, or greater if required by law. Such certificate shall be delivered to InsuranceCert@larimer.org. The requirements below will be recorded as Exhibit C of the agreement(s).

I. Workers' Compensation and Employers' Liability (waiver available if no employees)

1. Workers’ Compensation: Statutory

2. Employer's Liability: $100,000 Each Accident

$500,000 Disease-Policy Limit $100,000 Disease-Each Employee

3. Waiver of Subrogation in favor of Larimer County

4. If the contractor/vendor is not required to carry Workers’ Compensation coverage per Colorado

Workers’ Compensation Act 8-40-202(2)(b) a signed Workers’ Compensation waiver must be provided.

II. Commercial General Liability on an Occurrence Form with minimum limits as follows:

1. Per Occurrence Limit $5,000,000

2. General Aggregate Limit $5,000,000

3. Contractor/Vendor agrees that the insurance afforded the County is primary non-contributory.

III. Automobile Liability Insurance including coverage for all owned, non-owned, & hired autos. Limits to be as follows:

1. Bodily Injury & Property Damage Combined Single Limit $1,000,000

IV. Builder's Risk Insurance - Completed Value Form providing coverage against all risk of direct physical loss. Larimer County, as well as all subcontractors and sub-subcontractors are to be included as insureds. A mutual waiver of subrogation clause shall be endorsed to the policy to include Larimer County, contractor, subcontractors and sub-subcontractors. Limit of coverage shall equal the value of the contract.

V. Professional Liability / Errors & Omissions (when applicable) $2,000,000 VI. The minimum required limits set forth herein may be met by utilizing a combination of excess/umbrella policies in conjunction with primary insurance policies if necessary.

VII. General Liability and Automobile Liability insurance policies shall include Larimer County and its elected and appointed officials and employees as additional insureds as their interests may appear.

VIII. The County reserves the right to reject any insurer it deems not financially acceptable by insurance industry standards. Insurance Companies shall be licensed to do business in the State of Colorado and shall have an AM Best rating of not less than A- VII.

IX. Notice of Cancellation: Each insurance policy required by the insurance provision of this Contract or Agreement shall provide the required coverage and shall not be suspended, voided, or canceled. Should any of the required policies be cancelled before the expiration date, notice shall be delivered to Larimer County, 200 West Oak St. Suite 4000, Fort Collins, CO 80521 or InsuranceCert@larimer.org.

X. Subcontractors: If subcontractors are used by contractor/vendor in the performance of contracted services, all subcontractors are required to carry insurance coverage consistent with the limits as listed in this document and the subcontractor must include Larimer County an additional insured as described in section V.

ANY DEVIATIONS FROM THE STANDARDS GIVEN ABOVE MUST BE APPROVED BY THE

LARIMER COUNTY RISK MANAGEMENT DIVISION.

Proof of Auto Liability and Workers’ Compensation insurance is waived if goods/products are not delivered to a County facility (delivery is made to roadway or private staging area), or they are delivered by a common carrier (i.e., private shipper or freight forwarder, etc.).

7. EVALUATION CRITERIA:

Proposal submittals will be individually and independently evaluated and scored by each Evaluation Committee Member. The criteria below will form the basis for the review of the written proposals. Each criterion has been assigned a specific weight, and proposals will be evaluated accordingly. The weighting factor identifies the importance of each criterion, with the maximum possible score for each being considered an outstanding rating.

• Has the Civil Infrastructure CMaR Contractor provided information regarding how the firm develops a welcoming and accepting workforce, including information regarding the approach(es) used for recruitment, internal on-the-job training, mentoring, technical training and/or professional development, as well as information on the firm’s employee retention?

8. AWARD AND AGREEMENT:

Formal agreements will be awarded to the Civil Infrastructure CMaR Contractor with the most responsible, responsive, reasonable proposal, deemed the best value, best fit, and most advantageous to Larimer County.

To assist in the decision for award: interviews may be held, background checks may be performed, references may be contacted, and other inquiries may be taken to determine the abilities of the Contractor.

One or both Agreement(s) will include provisions for:

• Risk allocation

• Liquidated damages if agreed-upon deadlines are not met by Civil Infrastructure CMaR Contractor

• Change order controls, including strict approval processes for change orders to prevent cost overruns

• Dispute resolution

• Warranties o Including:

Documentation of O&M manuals SOPs As-builts

• Project Audits (Larimer County reserves the right to conduct financial and operational audits to ensure contract compliance)

• Event Interference Clause

• Public Interaction Plan

a. Pre-Construction Agreement

Prior to construction, the awarded Civil Infrastructure CMaR Contractor will be required to sign the Larimer County Professional Services Agreement, a sample of which is included as Attachment A – Pre-Construction Phase Agreement. Any exceptions or proposed alternative language to the agreement must be stated and submitted with your Proposal; these requests will not be accepted after the Proposal has closed. The County makes no guarantee of any changes or concessions but will review and consider all requests submitted.

b. Construction Phase Agreements

Prior to construction, the Civil Infrastructure CMaR Contractor will be required to prepare and sign a Construction Agreement which is expected to consist of the Standard 2017 version of the AIA A102 and A201 forms, and the attached Exhibit D - Supplemental Conditions. Any exceptions to the agreement must be stated in your firm's proposal for this project and include proposed alternative language. The County makes no guarantee they will change the agreement or Supplemental Conditions but may consider the stated exceptions and proposed alternative language.

c. Proposal as Contract

Items contained in the Civil Infrastructure CMaR Contractor’s proposal will be considered conditions of the contract (as applicable). In the event conditions of the Contract Documents conflict with elements in the proposal, the Contract Documents shall govern.

d. Bonds

The awarded Contractor will be required to furnish Performance and Payment Bonds each totaling 100% of the construction cost (GMP). A sample performance bond and payment bond is included with RFP as part of Exhibit D – Supplemental Conditions.

e. Collusive or sham proposals

Any proposal deemed to be a collusive or sham proposal will be rejected. The CMaR Contractor’s project principal’s signature on the proposal shall assure us the proposal is genuine.

f. Ownership of documents

Larimer County shall own all documents submitted or generated during this proposal process or thereafter. The CMaR Contractor will not be compensated for generating, producing, or duplicating any proposal materials associated with this RFP. All information submitted for evaluation will be considered official information acquired in confidence and the County will use its best efforts to maintain confidentiality to the extent permitted by law.

g. Insurance

Upon Notice of Award, the Award Vendor will be required to submit a valid Certificate of Insurance (COI) that meets, at a minimum, the Insurance Requirements published in the solicitation. This valid COI must be received by Larimer County within 10 calendar days of the Notice of Award and must include Larimer County listed as Additional Insured and Certificate Holder. Work may begin after the COI has been approved by Risk Management and the contract is executed.

9. PROPOSAL SUBMITTAL REQUIREMENTS:

Following submission directions detailed starting on page one (1) of this solicitation, submit only the two (2) files listed below:

• 1 - ORIGINAL proposal, addressing all of the items provided below. This original, confidential proposal will be evaluated and score, and will be kept separate from files used to satisfy public records requests.

• 1 - REDACTED proposal, which will be used to satisfy public records requests. The Original proposal may be uploaded in place of a Redacted version, if it contains no confidential material.

Proposals shall be a maximum of 40 pages with no significant font less than 10 pt, and address all items listed below. Any pages beyond the 40th page will be removed and will not be evaluated. All parts of the proposal shall be combined and submitted as one (1) single .pdf file.

Incomplete proposals, proposals that do not adhere to the page maximum, or proposals that do not address each of the following items in the order as outlined below may be rejected.

a. Signed Signature Page (page 14)

b. Limitation of Liability:

I. Colorado Constitution Article XI, §1 and §2 prohibit the County from pledging credit, providing aid, and accepting debt/liability of another. Because of this, the County is unlikely to accept a Limitation of Liability provision in the final agreements. Please indicate in your response if you require a Limitation of Liability provision.

c. Agreements:

In this section, you must specifically address any issues with the agreements and propose solutions.

I. Pre-Construction Phase (Attachment A – Pre-Construction Phase Agreement) II. Construction Agreement (AIA document A102/201-2017), which includes the Supplemental

Conditions provided as Exhibit D.

d. Qualifications Civil Infrastructure CMaR Contractor Qualifications, at a minimum, include the following minimum (pass/fail) items. Proposals must clearly document (with dates/details) explicitly how these qualifications have been met by providing the requested information as detailed under item (d) found under 9. Proposal Submittals; proposals that do not meet this requirement will be deemed NONRESPONSIVE and rejected.

I. Similar Projects / Local Gov’t Experience /GMP

1. Similar Projects

a. Within the past 10 years, Civil Infrastructure CMaR Contractor must have completed, or be in the process of completing, three (3) similar projects;

1. Each project must have a minimum total construction cost of at least $10,000,000 (ten million USD)

2. At least one (1) of the projects should have been a CMaR/CMGC relationship.

2. Local Government Experience

a. Within the past five (5) years, Civil Infrastructure CMaR Contractor must have completed one (1) or more similar construction projects with county governments or municipalities.

a. Contractors with direct, professional construction experience working with, or for, a multi-use events complex (i.e. fairgrounds) preferred.

3. Guaranteed Maximum Price (GMP)

a. Within the past seven (7) years, Civil Infrastructure CMaR Contractor must have completed a minimum of seven (7) projects, each with an established GMP of at least $10,000,000 (ten million USD).

II. Required Information for each project:

For each project provided to satisfy the above Qualifications, clearly identify which qualification the project is being used to satisfy - SIMILAR, LOCAL GOVERNMENT EXPERIENCE, or GUARANTEED MAXIMUM PRICE, and provide the following information:

1. Project description that includes the project name, overall scope of work, key subcontractors used and any unique characteristics and how they relate to this project’s size, scope, and location constraints.

2. Identify the project manager and superintendent for the profile project and if the experience includes the proposed project manager and superintendent.

3. Project history that includes the original schedule agreed upon at the time of signing the contract, the actual duration of construction, and any special characteristics of the project that affected delivery.

4. Type of project delivery model used.

5. Original contract cost.

6. Cost at completion, including both field changes and contract change orders.

7. Contractor, subcontractor, or owner initiated claims and their resolution.

8. Original contract time and actual completion time.

9. Describe why this profile project is similar in nature to this project.

10. What were the lessons learned on the profile project that will help your project team be more successful on this project?

11. Provide a brief discussion of any unusual factors that affected the project delivery (e.g., owner-initiated delays, additions to the work, etc.).

12. Provide both an owner reference and consulting architect/engineer reference for cited projects

2. The general conditions should be itemized into a monthly cost and multiplied out over your estimated duration for an estimated total.

3. Identify scopes of work that will be self-performed by the CMaR Contractor.

4. Provide hourly rates/unit rates for all self-performing employees and equipment.

5. Note: Expenses by the CMaR Contractor after final completion and final payment such as warranty service will not be considered as a Cost of Work and should be a component of your expected fee.

6. The Larimer County construction contract identifies a 2-year warranty.

7. Identify a pre-construction services fee if one would be charged and a part of a separate pre-construction services contract.

II. Fee Structure:

1. Submit pre-construction fee structure including cost breakdown for pre-construction services, construction management fees, and general conditions estimate.

2. Identify CMaR fee percentage for the construction phase.

3. Breakdown of construction management fees.

III. GMP

1. Approach to establishing and managing GMP.

2. Any additional costs or potential contingencies.

i. Environmental, Social, Governance (ESG)

Describe how your firm develops a welcoming and accepting workforce. III. Bonding rate will include a 2-year warranty rate.

IV. Provide the firm’s current Certificate of Insurance

1. State whether the firm currently meets our insurance requirements, or has the ability to obtain insurance meeting our requirements.
