About this file

This is a Pre-Solicitation Synopsis for a Design-Bid-Build, Firm Fixed Price construction contract issued by Naval Facilities Engineering Systems Command Atlantic for the P210 Construct Power Plant and Electrical Distribution System project at Chabelley Airfield, Djibouti, Africa.

The project involves constructing a complete power generation and distribution infrastructure consisting of six diesel generators rated at 830 electrical kilowatts (1,038 KVA) each at 4,160 volts, along with two fuel storage tanks, fuel polishing system, fuel offloading and distribution systems, diesel exhaust fluid storage and distribution, and a steel-framed metal canopy with concrete slab. The electrical distribution system includes underground infrastructure, substation switchgear, a paralleling programmable logic controller system for automated generator start/stop operations, and medium-voltage pad-mounted switchgear and transformer housed in a prefabricated facility. The generators will utilize ultra-low sulfur diesel with operational bypass capability for regular diesel fuel, meeting the Overseas Environmental Baseline Guidance Document. The contract is unrestricted and fully open to competitive bidding with a magnitude between $25,000,000 and $100,000,000. The period of performance is approximately 1,045 calendar days following notice to proceed, and performance bonding requirements will apply. The RFP will be available on SAM.gov approximately November 5, 2026, with solicitation number N62470-27-R-0001. An organized site visit is scheduled for December 9, 2026, limited to two representatives per contractor, with base access documentation required by November 16, 2026. Non-price evaluation factors include Experience, Technical Solution, Safety, and Past Performance. All contractors must be registered in the System for Award Management (SAM) at the time of proposal submission and contract award.

Naval Facilities Engineering Systems Command Atlantic intends to issue a Request for Proposal (RFP) for a Design-Bid-Build, Firm Fixed Price contract for construction of P210 Construct Power Plant and Electrical Distribution System, Chabelley Airfield, Djibouti, Africa. This will be an unrestricted, full and open competitive requirement procurement.

This project will construct a power plant and electrical distribution system at Chabelley Airfield, Djbouti. The electrical power plant is composed of six diesel generators; each rated at 830 electrical kilowatts (eKW) (1,038 kilovolt-amperes (KVA) and 4,160 volts (V)). The generators will meet the Overseas Environmental Baseline Guidance Document utilizing ultra-low sulfur diesel with operational bypass to utilize regular diesel fuel. Also included are two fuel storage tanks, a fuel polishing system, fuel offloading and distribution, diesel exhaust fluid offloading with conditioned storage and distribution, and a steel-framed metal canopy over a concrete slab.

The canopy and concrete slab will encompass a fuel-offloading system with concrete containment with adjacent prefabricated control facility. The generator control system will be designed as an automated system with an optional manual override.

The primary electrical distribution system will include underground electrical infrastructure, substation switchgear, and a paralleling programmable logic controller system to start and stop generators as programmed. The switchgear will be housed in a separate prefabricated facility located in the southeast corner of the site. The distribution system will incorporate underground polyvinyl chloride conduit lines in concrete-encased duct banks integrated into existing weather-enclosed secondary distribution centers, along with one medium-voltage pad-mounted switchgear and a pad-mounted transformer.

The project site is located at Chabelley Airfield, Djibouti, Africa.

The period of performance for this project is approximately 1045 calendar days after notice to proceed.

This project will be awarded as a Firm Fixed Price contract. The Government reserves the right to enter into negotiations or limit the competitive range. The Magnitude of Construction for P210 is between $25,000,000 and $100,000,000. Performance bonding requirements will apply to this procurement.

This notice does not constitute a request for proposal (RFP). The RFP will be available for viewing and downloading on or about 05 November 2026.

The solicitation including the specifications will be formatted as an RFP in accordance with the requirements designated by Revised FAR Overhaul 15.102 for a negotiated procurement. This method permits evaluation of proposals based on price competition, technical merits and other factors; permits impartial and comprehensive evaluation of offerors’ proposals; permits discussions if necessary; and ensures selection of the source whose performance provides the best value to the Government.

The non-price evaluation factors are anticipated to be as follows: Experience, Technical Solution, Safety, and Past Performance.
