2017 Lighting of the National Christmas Tree President’s Park Statement of Work

This proposal should include ALL delivery and removal charges as well as labor charges, Environmental charges and any other charges.

All proposals should include a line item cost for each item listed below (complete attached price schedule).

Vendors are required to provide security information and vehicular information for entry to the site for equipment delivery and pickup. All information MUST be received no later than 72 hours prior to delivery. Contact Amy Dailey at (202) 208‐1631, to coordinate access.

ALL contractor personnel MUST possess and wear an identification badge representative of their respective employer. In the event that the Lighting of the National Christmas Tree is cancelled, please include, if any, cancellation fees that may be assessed. Please list separately.

ALL contractors should be aware that stands and other facilities approved for placement on the grass must be supported by interlocking heavy duty plastic material, minimum 1.5 inches thick with uniform top and bottom surfaces. Stages may be approved for placement on the grass with ¾ inch plywood support.

Material to be used must be approved in advance by the NPS.

Vehicles, forklifts, front end loaders, gators, gas/electric carts moving any equipment, especially heavy equipment on turf, must be supported by some form of heavy duty plastic material that clicks or snaps together to prevent turf damage, avoid movement of material and prevent tripping hazards. Matting must be minimum 1.5 inches thick with uniform top and bottom surfaces Material to be used must be approved in advance by the NPS.

Absolutely no driving on the grass without the approved material. Driving on sidewalks is limited to gators, gas/electric carts only. Regarding the use of vehicles on the sidewalk areas, during such use, the vehicle must be accompanied by a spotter/individual to make the vehicle operator(s) and any pedestrians alert to any safety hazards. All operators of motor vehicles, (gators,gas/electric carts etc.) must possess a valid driver’s license. All forklift operators must possess and produce when requested valid OSHA certification.

Support vehicle equipment, stored equipment, materials, etc., on turf areas shall be supported by temporary interlocking protective material heavy enough to support the wheels and jacks of all vehicles / mobile units. Matting must be minimum 1.5 inches thick with uniform top and bottom surfaces Material to be used must be approved in advance by the NPS.

Temporary interlocking protective material supports shall be installed over plazas, walkways, and turf areas for the ingress and egress of all vehicles/units or heavy equipment. To prevent damage to park water irrigation lines, staking into the ground is prohibited. Water barrels and/or concrete blocks that sit on the temporary interlocking protective material will be permissible. Water to fill the barrels will need to be brought into the park since no service for filling the barrels is available on site. Water barrels cannot be emptied onto the Ellipse area turf, or in curb, or roadway areas without the permission of the President’s Park’s Chief of Maintenance (202) 359‐3487. With that permission, water may be able to be dumped on the turf or at designated storm drains on the Ellipse roadway. Dumping of water containing any non‐biodegradable chemicals will not be permitted on the Ellipse area turf or its roadways. Contractor will have personnel and equipment onsite to receive, unload, and place all materials and equipment.

Delivery dates to be established by NPS by October 25 of service year. The physical address for entry/exit to the site is 1599 Constitution Avenue, NW, Washington, DC.

The primary National Park Service point of contact for this project is Park Manager for President’s Park, Peter Lonsway. However, all inquiries related to this project must be emailed to Jackie Jenkins as stated in the combined synopsis/solicitation.

NOTE: Project Manager to be on site to coordinate deliveries and receive materials and equipment.

Period of Performance: October 16, 2017 to October 15, 2018 (Base Year).

This contract will be for a base year plus two option years.

12' x 56' Office Trailer: One trailer to include two rooms, bathrooms in working order, 2 exterior doors, mini blinds on windows, electric heat, and water. Trailer will not to have any type of advertising on it. To include installation, block and level, anchors in dirt, and mobile home style vinyl skirting and 2 sets of stairs. Demobilization – unblock, remove anchors. All installation and removal will be facilitated by contractor personnel. Contractor will provide, place, and remove protective flooring meeting NPS specifications to install and remove trailer.

Delivered, skirted, ready for occupancy end of day November 14, 2017.

Removed by January 10, 2018. Final removal schedule to be determined by NPS staff.

TENTS: The following tents are for production needs, all require walls, zippered doors and light and propane heat packages. All tents must have appropriate exit signage and fire extinguishers determined by size of tent. Extinguishers will be placed near exits and in accordance with NPS guidelines. Placement and anchoring of fuel tanks will be in accordance with NPS guidelines. Provide adequate number of propane tanks to heat tents for approximately 12 hours per day. Replace and remove spent propane tanks. Develop propane delivery schedule to provide adequate supply for heating needs.

Tent technician will be on site on event day. Technician will troubleshoot any tent or heating issues. Approximate time will be 9am to 9pm.

Placement of tents directed by NPS staff.

All tents need to be 100% operational by 5pm Monday, November 27, 2017. Set up can begin as early as Thursday, November 16, 2017.

Generators:

Generators must have fuel capacity for at least 10 hours. Generators will be used to provide a power source for lights that need to be in all the tents as well as back up power source for event. Contractor must provide appropriate equipment supervision to unload, load, and place all equipment. Generator technician will be on site on event date to troubleshoot issues and operating light towers. Approximate hours will be 9am to 9pm.

VIP Restroom:

VIP restroom, VIP restroom must contain men’s and women’s sides, private stalls with flushing toilets, men’s side to include a urinal, one sink with hot and cold water on each side and mirror and lighting for each side. Unit must be self-contained; water is not available on site.

Placement on the grass must be supported by interlocking heavy-duty protective flooring material approved by the NPS. Contractor will provide, place, and remove protective flooring meeting NPS specifications to install and remove trailer. Contractor to provide all equipment, labor, and supervision to install flooring and place unit.

Delivered, installed, and 100% operational by 2pm Monday, November 27, 2017. Removed Friday or Saturday December 1 – 2, 2017. Contractor to provide all equipment, labor, and supervision to install flooring and place unit.
