STEEL FABRICATION
QUESTIONS AND RESPONSES FROM SOLICITATION ISSUANCE
The following is a list of questions and the Government’s responses. Please see Attachment 1 to Amendment No. 1 for actual changes to the solicitation document.
QUESTION NO. 1: Throughout the solicitation the Government mentions fabrication of steel. We understand that as a steel supplier we would be delivering the steel in 16’- 8” lengths to a third party contractor and that there is not any fabrication to the steel from supplier. Is this correct?
RESPONSE: Yes, that is correct
QUESTION NO. 2: The Government wants to pay for 80% from the beginning and not pay the balance until each release is shipped which could stretch out to 2 years. Why is the supplier being made to finance the Government as we cannot wait for our profit over a possible 2 year hiatus?
RESPONSE: The Government will pay 100% for the production of the steel that has been verified by the Government personnel. Please see the revised scope of work.
QUESTION NO. 3: Originally the Government wanted steel stored in bonded warehouse and even though the Government would pay for storage. This again would entail the supplier to pay the mill in full and have to wait for their compensation over 2 years. Why would supplier then be held liable for damage or loss as clear title has not passed to Government?
RESPONSE: See question #2 and the steel must be stored in accordance with the revised scope of work.
QUESTION NO. 4: Would the Government entertain the system of the supplier maintaining the inventory in a secured, locked, dry area with a bond issued in favor of the Government for the inventory provided that the Government has paid for the inventory?
RESPONSE: The contractor is responsible for the steel once it has been produced until the steel is picked up by the third party in accordance with the scope of work.
QUESTION NO. 5: As best as we can determine, we have found only one manufacturer/mill that can produce the cold drawn products. They would have to schedule mill rollings. As such the timing of providing the products in January of 2018 would have to be coordinated so that the products can be made? How soon is the Government going to be awarding a contract after bid?
RESPONSE: The Government intends to award a contract by end of September 2017.

QUESTION NO. 6: There are several conflicts in the documents such as all material to be ready to ship by January 30, 2018. However, the Government is saying that they will want to release in possible 4 releases thru February 2019. Why are we required to reserve the space for storing steel until February of 2020??
RESPONSE: All previously defined batches have been consolidated into one (1) batch per Amendment 0001 with all materials needing to be available by January 30, 2018. Storage fees will commence on February 1, 2018 if the Government does not have their third party pick up the materials by January 31, 2018.
QUESTION NO. 7: Why are there references to a Professional Engineer for fabrication when there is no fabrication required?
RESPONSE: The Professional Engineer (PE) requirements are provided in case a PE is required for some aspect of this project. As currently written, the SOW does not require a PE to supervise the fabrication of any steel assemblies or weldments.
QUESTION NO. 8: Please clarify why material is to be ready for shipment by January 30, 2018 yet period the performance is 9/25/17- 2/28/2020?
RESPONSE: 100% of the order shall be ready for the Government’s third party contractor to pick up by January 31, 2018. If the third party contractor does not pick up the materials by the close of business on January 31, 2018, the Government may elect to exercise an option for storage to begin on February 1, 2018. Please refer to Amendment 0001 for clarification.
QUESTION NO. 9: Also, upon release from the Government who is responsible for proper dunnage, loading, & will the Government provide necessary paperwork to keep records correctly?
RESPONSE: The contractor will be responsible for dunnage and loading onto a third party contractor’s transport. This will be witnessed by the contractor who is providing the steel, the Government representative and the third party Government contractor.
QUESTION NO. 10: Does all of the steel have to be stored in one location or could it be stored in two locations?
RESPONSE: The Government requires one (1) location for storage of the materials so the third party contractor only has to coordinate one (1) transport location.
QUESTION NO. 11: With regards to the lightly oiled requirement, how often does the light oil application have to be performed and does the Government require 100% coverage of the steel. If so this would require breaking the mill supplied bundles and separating so that the product would receive the oil film and then be rebundled.
RESPONSE: Oiling and storage shall be in accordance with the scope of work and requirements of the fabricator to assure that materials do not corrode.
QUESTION NO. 12: On the Past Performance Questionnaire, will the Government accept experience from a company other than the company submitting the SF1449?
AMENDMENT NO. 0005 PAGE 3 of 3
RESPONSE: The Government will only consider Past Performance Questionnaires submitted for projects performed by the company named in Block 17 of the SF1449.
QUESTION NO. 13: Are offerors required to send the Past Performance Questionnaire to the respondent and what if their response is not timely to the proposal due date?
RESPONSE: The Government will accept Past Performance Questionnaires with Parts I & II filled out only.
Offerors shall ensure that the reference’s contact information is filled out completely to allow the Government to contact the reference for the completion of Part III, if necessary.
QUESTION NO. 14: In the recent past, there have been few projects where the dollar volume of supply of steel exceeded $500,000. Will the Government consider projects of lesser value to demonstrate past performance?
RESPONSE: The Government is adjusting the Past Performance Factor content requirements. Respondents shall include completed questionnaires for two (2) projects from the past ten (10) years. The Government will accept questionnaires that have Parts I & II filled out only if an offeror is unable to coordinate the completion of Part III prior to the proposal due date. Projects considered similar include the fabrication of steel bars, platers or other shapes at a total project/contract value greater than $250,000.
