NAMA 151059D – Amendment 6 – Questions and Answers

1. QUESTION: Will National Park Service allow Fusible PVC (FPVC) pipe as an equal to Fusible HDPE pipe for piping materials on this job based on same flow capacity, pressure rating, and factor of safety?

ANSWER: Alternate proposals will not be accepted. The larger bending radius of fusible PVC would require the re-design of several sections of waterline that currently have very tight radius bends. In addition, Park maintenance would have to learn different repair techniques and acquire and store different repair materials and equipment that creates additional burden on resources that are already at capacity.

2. QUESTION: It is not clear in the solicitation documents whether the bid is to be delivered to Colorado, or the local NPS Maintenance facility where the Pre-bid was held. If the bid has to be delivered to Colorado, then can the bid be extended several days to account for the time it takes to mail and deliver to Colorado.

ANSWER: The proposal due date is extended to Monday, August 14, 2017 at 3:00pm Mountain Time to the following address:

If via courier service:

Tim Burger, Contract Specialist Contracting Services Group (DSC-CS) Denver Service Center National Park Service 12795 West Alameda Parkway Lakewood, CO 80228

If via U.S. Postal Service:

Tim Burger, Contract Specialist Contracting Services Group (DSC-CS) Denver Service Center National Park Service P.O. Box 25287 Denver, CO 80225-0287

Any proposal, modification, or revision received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered.

Volume I -- Technical Proposal shall be submitted in an original and four (4) copies and one (1) electronic copy either thumb drive or CD. Volume II shall be submitted in an original, one copy, and an electronic copy either thumb drive or CD. Emailed proposals will not be accepted.

3. QUESTION: Can the past performance of a primary subcontractor be considered part of the technical proposal, without entering into a Teaming agreement? If not, then does the Teaming Agreement need to be in place/executed, prior to bid submission, or can the Teaming Agreement be proposed? If it can, then do we need to have our subcontractor fill out the PPQ and have their references return sections III & IV, and listing themselves as the Contractor, or can we simply have the sub, as well as their references fill out the PPQ, and include with our (as the Prime), bid package?

ANSWER: Yes, the past performance of a primary subcontractor be considered part of the technical proposal, without entering into a Teaming agreement. It is acceptable for the Prime Contractor to have their subs fill out the PPQ and turn them in with the Prime’s bid package.

Please refer to the evaluation factors of Sections L & M in the Solicitation.

Attached to this Amendment is the “Report on Limitations on Subcontracting” form that is required to be turned in with Volume II of the bid package. Please refer to Clause 52.219-14 ‘Limitations on Subcontracting’ in the Solicitation.

4. QUESTION: There are staging areas called out on the plans. However, while utilizing directional drill as an installation method, it is unrealistic to move the drill, pipe, supporting equipment to and from the staging areas each day. Will the drill, pipe string and supporting equipment be allowed to be left in the construction zones during non-working areas?

ANSWER: For each length/run of pipe to be installed utilizing HDD, the equipment and materials will be allowed to remain at, or adjacent to, the staging/construction areas at each end of the run of pipe under construction during the drilling, reaming, and pull-back phases. Once this work is complete then the contractor will be required to relocate equipment and material either to the staging/construction areas for the next run of pipe to be installed or back to the long term staging area identified on Sheet C35 as "Staging Area/Material Laydown Area".

Please note that, per specification section 01 11 00-1.5, the contractor has full use within those fenced areas identified in the construction drawings. Any equipment, material, or construction activity to be located outside of these pre-approved and identified areas will require prior written approval, and will be restricted in timing, duration, and area of impact.

The long term staging/material laydown area noted above in this answer and shown sheet C35 is the only long term area for this contract.

5. QUESTION: Will night work be allowed on this project? Specifically in the areas of the Lincoln Memorial and Vietnam Memorial?

ANSWER: Yes. All work under this contract shall be coordinated with the NPS for seasonal shutdowns, park activities, and public events, per specification section 01 11 00 - 1.8. In addition, per section 01 11 00 - 1.7, all requests for work outside the 7am-5pm, Monday through Friday, shall be submitted 3 business days prior to the Contracting Officer.

All such requests shall be written.

6. QUESTION: Is the bid bond 20% or 30% of the bid amount?

ANSWER: Per Clause 52.228-1 “Bid Guarantee” in the Solicitation, the bid guarantee shall be 30%.

7. QUESTION: Will a job trailer be allowed on site? If so, where?

ANSWER: Yes, at the long term Staging/Material Laydown Area shown on sheet C35.

Newly added requirement to spec section 01 50 00 - 2.2:

D. Contracting Officers Field Office: The field office shall be provided that is a separate structure from the Contractor's office.

1. Prefabricated, job built, or a mobile unit; excellent condition, structurally sound, non-flammable exterior construction, weather tight, minimum 300 square feet.
