REPLACE BATT INSULATION
FISCAL YEAR 2017
FORT LARNED NATIONAL HISTORIC STIE
LARNED, KANSAS

1. Introduction
Fort Larned NHS a Unit of the National Park Service was established in 1859 as a base of military operations to protect traffic along the Santa Fe Trail (Road to Santa Fe) The NHS maintains and interpretive the remaining restored 1865-1868 buildings including: barracks, commissary, officer’s quarters and more. The fort is located six mile west of the town of Larned KS on Kansas Highway Route 156.
2. Purpose
Procure service and material to remove existing batt insulation with new insulation of similar material while providing additional insulation R value. Work will be conducted in the park’s visitor center/administration building which is an adapted 1860’s two company barracks.
3. General Safety and Resource Protection
· Fort Larned NHS will require strict adherence to Occupational Safety and Health Administration (OSHA)
· Contractor must report all accidents which occur during the execution of this contract to the Contract Officer Representative.
· Contractor is to provide its own first aid kit for use of contractor’s staff.
· Contractor is to comply with Park safety officer request for work stoppage if safety deficiency is detected. A work stoppage on a safety deficiency will result in no additional cost to the government. Work may resume upon correction and inspection of safety deficiency.
· All historical, archeological and natural resources are protected from damage, collecting, disturbance, etc. In particular, any physical alteration (drilling, scratching, painting, etc.) of any historic structure(s) outside the scope of this project is prohibited; all artifacts found by contractor must be left undisturbed and promptly reported to the nearest park ranger. Nothing may be attached to any historic structure and/or vegetation by any means without prior written approval from the Superintendent. All plants and animals are also protected from injury, harassment and collecting. Geological features are protected from alteration, damage and collection; no excavation may be done.
· Should any damage result from contractor’s operation, Contractor will repair the damage. Contractor will perform these repairs with in-kind material and under the guidance of the CO at no additional cost to the government.

Fort Larned NHS Maintenance Complex is located @ 1335 180th avenue The Fort is located six miles west of Larned on Kansas highway 156 and Five miles east of the intersection of US highway 183 and Kansas highway 156.
5. Scope of Work and Specification
· Submittals Submittals are to be transmitted to Contracting Officer’s and their delegates for review, comment, reject and/or approval processing
· Work Schedule; provide a performance schedule with dates, activates, milestone and planned completion noted.
· Product information including specification, installation and warranty information detailed.
· Documentation of how the waste was disposed of and information on quantity of waste generated, i.e. tons, cubic yards, etc...
· General
· This Proposal is for provision of labor and materials to insulate in accordance with Federal Energy Efficiency Standards and Installation Methods. All materials used in provision of services must meet or exceed 10 CFR 440 Appendix A: “Standards for Weatherization Services”.
· All work to be performed during Park’s operational hours 8:00 AM to 4:30 PM
· All work to included labor and materials Insulation shall be evenly installed with no voids, gaps, misalignments, or compression issues. Precautions must be taken when insulating around or on electrical boxes and/or heat producing fixtures. Proper shielding, if necessary, may be installed (by others), prior to work by insulation contractor in order to properly insulate all areas. For attic insulation, all wall cavities and ceiling penetrations exposed to the attic may be capped (by others) prior to work by insulation contractor, and insulated over or filled with insulation to assure insulation is in direct contact with air barrier. Insulation amount shall be identifiable at most convenient attic access point. Upon completion, all jobs will be inspected by agency auditor to assure quality installation. Complete installation must include all labor and materials to perform services. Contractor shall provide details on each invoice listing actual square footage installed and actual materials used.
· Contractor is responsible to verify measurements and field conditions prior to commencement of work.
· Contractor is responsible for leaving the job site clean and for hauling away job debris. Project commencement and completion shall be accomplished within 10 working days of notice to proceed.

· Health & Safety
· Contractor is to provide personal protective equipment for contractor employee’s and/or subcontractor that is compliant with Occupational Safety and Health Administration (OSHA)
· Contractor is to provide to Contracting Officer Representative a written job safety plan (a.k.a. Job Hazard Analysis (JHA) in compliance with OSHA
· Contractor must report all accidents which occur during the execution of this contract.
· Preparation:
· Take appropriate action to insure protection of non work related structures or features are protected from potential damage from work effort.
· Provide safe access to work area.
6. Materials (No Government material will be provided)
7. Contractor’s Use of Premises
· The Park will be open to the public during construction. Maintain access for National Park Service administration and other official business throughout the construction phase.
· Contractor access of the park is Monday through Friday, from 8:00AM to 4:30PM. Contractors must be offsite no later than 4:30PM. Contractor will have access to one area at a time to limit inconvenience to the public.
· Confine storage of material or equipment to area designated by the Contracting Officer Technical Representative (COTR).
· Contractor is to provide security for contractor property, government will not assume liability of contractor property
· Preservation of historic features: confine all operation to work limits of the project. The structures are listed on the National Register of Historic Places as part of Fort Larned NHS. Every precaution shall be taken by the contractor to prevent damage to existing historic structures, their components and surrounding area.
· Should any damage result from contractors operation, Contractor will repair the damage. Contractor will perform these repairs with in kind material and under the guidance of the COTR at no additional cost to the government.
· Should the contractor operation uncover or find any historic remains and/or artifact, the contractor shall suspend operation at the site of discovery; notify the COTR or Contracting Officer (CO) immediately; operations can continue in other areas.
· Contractor will be limited to one vehicle in the Historic Corridor (Fort grounds); all other vehicles must be parked in the visitor parking area. Additional restrictions or exceptions may be imposed by the Superintendent of Fort Larned NHS. A special permit will not relieve contractor of liability for damage which may result from vehicles and trailer use.
· Contractor is to field verify dimensions affecting the work of the contract before ordering products.
