Q3. In paragraph D, page 10, you state that the contractor cannot camp there.

I wish to point out that the project is extremely remote; time spent transporting men to and from there will be extensive (and expensive) Stonington, Vinalhaven, and Rockland are quite a distance.

I urge you to reconsider your position on this matter, even if you find it necessary to charge the contractor $2500 to use the nearest campsite, and require a $5000 cash cleanup bond.

A3. Section 01 11 00 Para. 1.3D is included to prevent "Out of Bounds camping" which is not permitted in the Park. Acadia National Park resource Protection Rangers were consulted and due to the remoteness of the site and since there will be no rangers on the island before April 16 and only one until May 15 they declined to waive this policy.

As far as use of the campground is concerned it does not open until May 15th. Prior to that date there is no maintenance personnel present on that end of the island to maintain the facilities and/or assure proper behavior. While open for use after May 15, reservations are taken at the beginning of April and it is generally fully booked and there are length of stay, and back country use limitations protecting that experience.

Proposers may seek to provide quarters afloat, arrange for use of housing in the village near the town landing or private seasonal homes on the island, arrange to camp/RV on private lands on the island, or commute from the mainland.

Q4. The design calls for the installation of a 2” x 8” nailer. (See sheet S4). As it’s name implies, this is usually specified when the structure on top is somehow fastened (Nailed…) to it.

A4. Only the timber floorbeams at railing posts (6ft spacing max) are connected with the z-clips. The three timber floorbeams in between (at 1.5ft spacing) are not connected with z-clips. Designs anticipated that the Contractor would toe-nail (using stainless steel nails or screws) the intermediate floorbeams to the nailers to hold the floorbeams in place while the composite deck is installed. Although not explicitly called out in the Contract Plans it was implied by labeling the timber on top of the steel beams a “nailer”.

Q5. In this case, you have specified stainless “Z” clips, attaching the 6’ x 6” floorbeams (S4), which is a superior design, and eliminates the need for the “nailer”.

A5. The timber nailers on top of the steel stingers serve as spacers that provided the needed vertical clearance to use the W6x25 steel beams shown on sheet S8 that support the davit crane platform and the gangway platform. with out them plans would have to use 8x8 floorbeams throughout all spans to achieve the same needed vertical clearance that is provided by using the nailers. It is estimated that it is more cost-effective to use the timber nailers than it would have been to use 8x8 floorbeams everywhere.

Q6. The three Davis Bacon Wage Decisions included in Amendment 0001 were for Heavy, Dredging and Hopper Dredging. Since there is no dredging anticipated under the proposed contract, we want to confirm that proposal pricing should be based on the Heavy wage rate decision.

A6. No dredging in this project. Heavy yes. Although for Knox County, Solicitation has Hancock which is incorrect.

Q7. Would you be able to email a copy of the attendance list for the Site Visit and is the visit mandatory?

A7. Amendment 0002 attachment includes a scanned copy of the pre-bid sign in sheet.
