GATE-200607B – NPS Solicitation P17PS00003 Amendment No. 2 – 12/16/2016
QUESTIONS AND ANSWERS - #6 - #43:
Please find the following government responses (in red) to Questions #6 through #43: Note: QUESTIONS #1 - #5 were included in the Site Meeting Minutes (Att-01 to Amendment 1).
6. For Past Experience (Factor 1) and Past Performance Factor 6: It is required to submit projects completed within the last 5 years. We are kindly asking if projects completed in any month in 2011 would be considered as completed in the past 5 years. We are asking to accommodate most relevant projects that we have completed in 2011 to be considered in the evaluation. Projects completed at any time in calendar year 2011 will be considered.
7. Clause I.74: Is this project exempt from all State of New York Sales Tax? Offerors are responsible for all taxes (local, city, state, federal, etc.) in accordance with the solicitation clause. These costs are to be included in the offeror's price proposal.
8. Clause I.90: Please provide list and cost of permits and licenses required, if any, for this project.
Per specifications 01 31 00, 1.9 Permits, “Contractor shall be responsible for obtaining any necessary licenses and permits complying with any Federal, State and municipal laws...” It is expected the Contractor shall meet with NYC Environmental Protection to discuss water, sewer service, fuel storage, right of way access, and storm water permit requirements at the MIFI site to identify needed permits and associated fees. It is expected that the Contractor shall meet with Con Edison for electrical service to identify needed permits and fees. It is expected that the Contractor will meet with Verizon to provide telecommunication to identify needed permits and fees. It is expected that the Contractor will meet with the National Park Service (NPS) and apply for a construction access permit, and NPS as the Authority Having Jurisdiction (AHJ) for building occupancy.
9. Do you expect any contamination in the ground? No known contamination.
10. Specification 31 20 00 – Earthwork and Drawing C0.8 – Note #2 (Sheet 12): Please provide Geo
Tech Report and provide ground water level. Please find attached geotechnical reports for Fort Wadsworth and Miller Field; GATE 200607B_FOWA_Geotech Report_20151026.pdf and GATE 200607B_MIFI_Geotech Report_20151026.pdf
11. Drawing # G3.0 M (Sheet 4 of 131): Will Government allow us to close parking lot #1 for construction? If not, what alternate detour plan is available to us? Do we require flagmen at all times? Parking lot #1 is intended to stay open to the public with a contractor paid flagman present when trucks are entering or exiting the site. Limited closure during the utility and paving work will be coordinated with NPS at the Pre-construction meeting.
12. Drawing C0.6 (sheet 10 of 131): Who will be providing 1,000 gallon fueling tank? Please provide specification if contractor has to provide. Contractor will provide and install the new tank.
13. Drawing C2.1 (sheet 15 of 131): Proposed electric, gas and telecom line to be connected from the existing line in New Dorp Lane. Where are the connection points and what fees, if any, are involved for connection? Location tie-in and coordination is the responsibility of the contractor.
Reference civil drawings, sheets 14-18 in the construction documentation set.
14. In § L ¶ C, the project schedule is listed as Factor 4 and past performance is listed as Factor 6. Is there a Factor 5? “Past Performance Evaluation Factor 6” was incorrectly numbered and should be considered to be Factor 5. Note also that in solicitation Section M “Price Evaluation Factor 7” was incorrectly numbered and should be considered to be Factor 6.
15. For Technical Evaluation Factor 1: Experience it states that we are to provide at least three (3) but no more than six (6) completed projects. Does the maximum of six (6) projects pertain to the project team (i.e., including subcontractors)? Or can we submit three (3) to six (6) relevant completed projects for each key subcontractor? Offerors can submit three (3) to six (6) relevant completed projects for each key subcontractor also.
16. Are we to included copies of the PPQs with Blocks 1-4 completed with our submitted proposal?
Correct. Offerors are to include copies of all their PPQs with Blocks 1-4 completed with their submitted Technical Proposal and Past Performance package.
17. With regard to the PPQs, it states that the “reference/client shall complete Blocks 5 -8 the form.”
Also that the completed PPQs are to be submitted to the Contracting Officer and the Contract Specialist. However later in the discussion it is provided that “In the event a reference did not forward a completed form to the Government, the Government may attempt to contact the reference using the contact information in Blocks 5 - 8 of the form submitted with the offeror's Technical Proposal and Past Performance.” If the reference/client is to complete Blocks 5 – 8 and return them directly to NPS, then the contact information will not be available. Should the offeror complete Blocks 5 – 8 for those PPQs submitted its proposal? If the offeror knows who will be responding to the questionnaire then Blocks 5 (client information) and Block 6 (client role) can be filled out. However, Block 7 (date questionnaire completed) and Block 8 (client signature) can only be completed by a client/customer. The Government reserves the right to contact the offeror for client information if this information is not received from client and to also contact clients directly.
18. In the discussion on the project schedule, it is stated that we are encouraged to “propose a shorter, realistic time frame.” Will shorter durations be evaluated more favorably than those proposing a schedule with a completion date 365 calendar days after NTP? If so, will the shorter duration become the contractual duration? Shorter durations alone will not be evaluated more favorably.
The 365-calendar day duration will remain the contractual duration regardless. However, offerors proposing a shorter, realistic time-frame that are supported with clear explanation of key assumptions and include major milestones, demonstrate a clear critical path, realistic duration of activities, logical milestones and reasonable float and weather contingencies will be evaluated more favorably. Please note the 319-calendar days duration maximum noted in solicitation Section M is incorrect and should be replaced with 365-calendar days (as noted in Section L and on the SF 1442).
19. Section 01 11 00 1.8 references a Soils Investigation Report. Can the report be provided?
Response provided in Question 10.

Manager? Site Superintendent may be responsible for Erosion control and pollution prevention.

28. Sheet G3.0 Note 7 calls for fencing and screening. Is a fabric screen acceptable? The construction area fence needs to provide security as well as a visual so a fabric fence alone is not acceptable.
29. Sheet G3.0 Note 10. Calls for boundaries to be “surveyed and stacked” with approved stacking devices. What are the meanings of “stacked” and “stacking”? Should these be “staked” and “staking” instead? Should read "staking".

Department of Environment Protection and a copy of the standards be included in the scope of work? Yes, responsibility is with the GC.

32. Sheet C0.6 Note 4. Can the contracting officer come to his opinion about the required amount of striping prior to bid time so we can know whether to include the cost for restriping the school parking lot? Striping should be priced for all of lot#1 only.

Building? If so, will it be provided? Ranger storage finishes shall be the same as maintenance bays.

42. There are no indications of fire suppression for this project. Is fire suppression required? Correct as per NPS AHJ.
