WRBR 152008 Solicitation Questions & Answers

---------------------------------Begin Amendment 2 Questions------------------------------------------------

1. Sheet A2.3 Flight Room Dome. Shouldn’t this refer to section 09 83 16?

5/A2.3 Interior Finish Schedule. Flight Room Dome Acoustical Coat reference should be to 09 83 16 Spray-Applied Acoustical Finish.

2. Please provide the thickness required or NRC for the Spray Applied Acoustical Finish

See 09 83 16 Spray-Applied Acoustical Finish 2.02/A./1. Thermal Resistance: Change wording to “Minimum 1 inch thickness at 3.0 R per inch of thickness.”

3. Please provide color for Spray Applied Acoustical Finish. Color does make a difference in pricing. The mfg. International cellulose will also make any custom color.

See 09 83 16 Spray-Applied Acoustical Finish 2.02/A./4. Color shall be white

4. Would the owner consider changing material from K-13 to SonaSpray “fc” both are mfg by International Cellulose Corp. The SonaSpray provides a smoother more attractive appearance.

They also have a product called FKC that is between the K-13 & SonaSpray in appearance. We installed this product in a custom light blue color in the lobby dome of the Virginia Science Museum Richmond VA and also the exhibit hall where they hung a “Black Bird” jet.

See 09 83 16 Spray-Applied Acoustical Finish 2.02/A. Change Basis of Design to KFC by International Cellulose Company. An insulating value is required for the coating. K-13 provides an R value, SonaSpray is an acoustical coating. The manufacturer describes KFC as K-13 with a finer grind of materials to provide a smoother coat, with the same performance characteristics.

---------------------------------Begin Amendment 3 Questions------------------------------------------------

5. Will visible seams in dome roof be acceptable?

Normal seams in the dome roof are acceptable. The dome roofing should be shingled for drainage as indicated in 07 54 00 Thermoplastic Membrane Roofing 3.04 (B.) and 07 52 00 Modified Bituminous Membrane Roofing 3.03 (B.). Shop drawings indicating the layout of seams are required for review.

6. Would Versico or Mule Hide Roofing Manufacturers be Acceptable in Lieu of Carlisle?

Specific products by those manufacturers would be acceptable, if they meet all of the specified requirements.

7. Is all the existing flooring to removed, it is not shown on the demo sheets?

See 09 65 00 Resilient Flooring, 3.02 Preparation, A. “Remove existing resilient flooring and flooring adhesives;”

8. The Exterior Concrete Panels do not have a specification, is there a manufacturer that be given that make these panels. Can they be cast in place?

It is not clear what concrete panels you are referring to. Repair of the existing concrete structure is shown in the S series drawings and in 03 01 00 Concrete Repairs. Replacement of the exposed aggregate paving panels is specified in 03 30 00 Cast-In-Place Concrete, including sample panels for each type of paving.

9. I do not see any flush valves inside the mechanical room which should be there for proper flushing at start up and future maintenance. The flush valves specified in the above ground vault are for the individual loop circuits only.

See Attachments “3 WRBR 152008 - M6.1 Revision 2016-0829” and “2 WRBR 152008 - Plumbing and Mechanical Items”

10. Is it required for this project that there be a Superintendent AND a SSO/QC? The superintendent cannot be all of them, correct?

They can be split any way your company determines. The Source Selection Panel will grade based on what is in the best interest for the Government. Please note, the Program Manager will be removed in the next amendment.

11. We cannot find stainless steel frames that are hurricane rated. Can they be changed to Aluminum?

Aluminum frames can be hurricane rated.

See 08 44 18 Glazed Steel Curtain Walls

Under 2.01 Curtain Wall delete the current wording of (B.) (2.). Substitute the following wording: “Wind-Borne Debris Resistance: Glazing for openings shall be impact-resistant meeting the requirements of the Large Missile Test of ASTM E1996.”

Aluminum frames will not meet the requirements of this project.

12. We are having trouble finding the perforated hexagon metal panels the architect is asking for. Can you provide a manufacturer and product name for what you are asking for? Some of our concerns are as follows:

1. The “aftermarket” panels will not meet the specified open area.

2. Cannot guarantee that the color will match the ceiling grid.

3. To achieve a 50% open area to panel would have to be a 2’x 2’ opposed to 2’x 4’ as specified. Due to such a large open area the panel have to be manufacture as 2’x’2 to retain the rigidity.

USG does make a panel that it 2’x2’ with 1\4” perforations with a 58% open area that will match their ceiling grid. However, the perforations are round. They can do a hexagon perforation as a special order, but the cost would be astronomical due to such a small quantity going in this project.

See 09 51 00 Suspended Acoustical Ceilings. 2.02 Non-Acoustical Units. It is intended that these panels be custom-fabricated and painted to match the grid. See McNichols Quality Hexagonal Perforated steel sheets, for example. Openings may be as large as ½”, if necessary. 16 ga.

hexagonal perforated steel panels are rated for 48” span, however ½” x ½” steel angles may be added to the rear face as required to limit sagging.

13. Is it necessary to remove the acoustical spray on ceiling finish? After inspection it is labor intensive to remove, difficult to remove it to an even substrate, and would require negative filtered air equipment due to the high fine dust generated by removal. It would definitely save some substantial money to leave it in place. An acoustical spray contractor has recommended the option of the new spray on acoustical that is to be reapplied to go right over top of the existing acoustical spray. Would this be acceptable?

We don’t have any independent information as to the precise nature of the existing acoustical material and its suitability for recoating, and are lacking in time to explore it further at this point.

In earlier responses to questions we have stated that white International Cellulose “KFC” acoustical spray-on material is acceptable.

14. SECTION 09 83 16 Spray-Applied Acoustical Finish - Is White International Cellulose “KFC” Acoustical Spray-On material is this acceptable? The present material on the dome is Pyrok’s Acoustement 40. This is a Portland Cement Based Acoustical Plaster. The plans call for its removal. It is strongly adhered and will be difficult to remove. The good news is it wouldn’t have to be removed for us to install the new acoustical finish.

My proposal will be for ATS to install a quality stain blocking primer over the dome surface either the newly exposed concrete substrate, after removal of the present Pyrok Acoustement 40 product or over it and then installing the new “KFC” material. Our primer will be installed in either case and our installing the new “KFC” product will adhere as well to either. ATS will tamp the new “KFC” at the half thickness to assure the present form marks are hidden after final thickness is achieved.

You can offer the owner a VE Alt. to leave the present Acoustical Plaster material in place.

ATS is licensed by and does install both products: Pyrok’s Acoustement 40 and International Cellulose’s “KFC” and know that the present material will stay in place and support the additional 1” of “KFC”. We would offer the owner a 5 year warrant for this application not to spalled, delaminate or otherwise fail due to adhesion.

15. Where is the designated septic field repair area?

The site repair area is the area of the existing field and the immediate adjacent area. In previous work, the field was re-established on its existing site with a change of drainage media.

16. Are the septic field limits accurately depicted on M3.1? The geothermal well drilling has specific set backs and buffers from any point on a septic system.

The septic system field limits depicted on M3.1 are based on measurements of the existing system provided by the National Park Service. A more than 50 foot buffer has been included in the distance to the geothermal field.

17. Where are the septic lines and tanks?

See site demolition sheets EX 1.1-SITE DEMO and C1.1 for septic tank and septic lines.

Information provided by the Park.

18. Would it be possible to deepen the wells to 300’ in order to more cost efficiently construct the manifold with fewer wells?

It is too close to bid date to redesign for 300’ wells, since this would affect several drawings and pump head calculations.

19. Where can we find the geothermal test and test well boring log?

See Attachments “4 WRBR 152008 - TC Test Submitted 11-17-15” and “5 WRBR 152008 - Drilling log”.

20. Will one qualified individual be allowed to serve as the Superintendent, Quality Control Manager and Site Safety & Health Officer?

No, the Superintendent must be a single individual. The QC Officer and Safety Officer may be one other individual serving both responsibilities.

21. In lieu of the removal of the present acoustical plaster in the dome in the assembly/flight room area, will the Government allow for installing a quality stain blocking primer over the existing dome surface and then installing the new “KFC” material?

No
