Section C TE 1 of 5
TECHNICAL EXHIBIT 1 - POSITION QUALIFICATIONS
Contractor direct labor personnel for the performance of this contract shall satisfy at a minimum, except for those exceptions mutually agreed upon, the applicable qualifications set forth below.
In the event that during the performance, the Government issues delivery orders to the
Contractor requiring labor categories other than those shown, the contract may be modified appropriately by mutual agreement of the parties.
Word Processing Technician
The Word Processing Technician shall have the following qualifications and perform the following activities.
This position must meet the minimum educational requirements of being fully capable of reading, writing, understanding, and speaking common English.
Apply specialized technology.
Perform online data update and verification of existing records.
Perform online creation of new records.
Perform online modification of records to correct mis-keyed or mis-related data.
Enter data into database.
Retrieve data from database.
Perform editing and reformatting of written and electronic drafts using Microsoft Office software
(Examples include correcting function codes, adjusting spacing, and formatting, and standardizing headings, margins and indentations.)
This position does not require the inclusion of DOL wage determinations.
Graphic Support Specialist
The Graphic Support Specialist shall perform the following activities:
Produce manual and computer generated graphic drawings and illustrations for technical reports.
Generate detailed maps from rough field sketches, historic maps and raw data recorded in the field.
Design posters and conference material for professional presentations.
This position requires the following qualifications:
Bachelor’s Degree in Art or Graphic Design or equivalent technical school or experience.
A minimum of four years experience or technical schooling
Extensive knowledge of graphic computer packages and desktop publishing as well as some artistic ability.

GIS Specialist/Analyst
The GIS Analyst shall perform the following activities:
Inputs spatial and non-spatial digital data into a draft GIS database and performs necessary and proper verification and checking procedures to ensure the resultant database is as free as possible from error.
Creates maps to meet users’ requirements for various kinds of displays. Also, makes maps to check and verify the results of the constructed GIS database. Follows established guidelines and instructions to select map contents, appropriate scales, suitable colors, shading patterns, line types, fonts, text, and line thickness.
Bachelor’s Degree in Geography or Geographic Information Systems or equivalent technical school or a minimum of four years experience.
Extensive knowledge in ESRI ArcGIS software.
This position is exempt from DOL wage determinations.
Archeological Technician
The Archeological Technician shall perform the following activities:
Conduct or assist in field inspections, surveys, excavations, monitoring, and laboratory processing and cataloging.
Maintain professionally adequate records, maps, photographs or other documentary material on work performed, archeological resources, informant data, and written communications.
Bachelor’s Degree in anthropology, archeology, or related field.
Archeological field school or equivalent experience
Crew Chief
The Crew Chief shall perform the following activities.
Assist the field director in conducting and directing archeological field investigations.
Assist in the supervision of large-scale archeological field projects employing a number of archeological field technicians by providing an intermediate level of supervision between the field technicians and the field director.

Bachelor’s degree in anthropology, archeology or related field.
A minimum of one year of archeological experience.
Senior Historian
The Senior Historian shall perform the following activities:
Review relevant historical literature and create a project research design.
Collect relevant primary and secondary documentary materials.
Evaluate and interpret documentary materials.
Organize material and produce written reports relating historical research to project research design, and establishing the appropriate historical context for the project.
Supervise other historians on the project.
This position requires the professional qualifications in archeology and history as enumerated in the "Secretary of the Interior's Standards and Guidelines for Archeology and Historic
Preservation".
Junior Historian
The Junior Historian shall perform the following activities, under the direction of the Senior
Historian:
Review relevant historical literature.
Collect relevant primary and secondary documentary materials.
Evaluate and interpret documentary materials.
Organize material and produce written reports relating historical research to project research design.
This position requires the professional qualifications in archeology and history as enumerated in the
"Secretary of the Interior's Standards and Guidelines for Archeology and Historic Preservation".
Oral Historian
The Oral Historian shall perform the following activities, under the direction of the Senior Historian:
Based on relevant historical research and information about the project site, compile a list of potential interviewees and create a set of pertinent interview questions.
Conduct digital oral histories of selected individuals.
Transcribe the interviews, and create transcription indexes and abstracts.

Organize material and produce written reports as required.
This position requires the professional qualifications in oral history as defined by the Oral History
Association and the "Secretary of the Interior's Standards and Guidelines for Archeology and
Historic Preservation".
Lab Director
The Lab Director shall perform the following activities:
Manage processing, analysis, cataloging, and conservation of archeological collections.
Direct daily operation of archeological laboratory and supervise archeology laboratory technicians.
Responsible for accurate computer entry of artifact cataloging information into the Interior
Collections Management System (ICMS).
This position requires the professional qualifications in archeology and history as enumerated in the
"Secretary of the Interior's Standards and Guidelines for Archeology and Historic Preservation".
Field Director
The Field Director shall perform the following activities.
Conduct and personally direct archeological field investigations.
In conjunction with the Project Manager and/or Principal Investigator, prepare professional reports of archeological investigations.
In conjunction with the Project Manager and/or Principal Investigator, prepare professional reports of archeological investigations.
Supervise archeological field technicians and Crew Chiefs.
Present interpretations of research results to the public.
This position requires the professional qualifications in archeology and history as enumerated in the
"Secretary of the Interior's Standards and Guidelines for Archeology and Historic Preservation". At least one employee in this position must have the ability to obtain and maintain Security Clearances, both in the Department of the Interior and U.S. Secret Service.
Project Manager
The Project Manager shall perform the following activities:
Responsible for developing and writing archeological research designs.
Has primary responsibility for writing reports of archeological investigations.

Organize archeological research projects and personnel.
Responsible for monitoring and assuring timely completion of projects.
Responsible for regular communication with clients concerning the status of archeological investigations.
Responsible for proposing and managing project budgets.
Develop programs for interpreting the archeological research to the public.
This position requires the professional qualifications in archeology and history as enumerated in the "Secretary of the Interior's Standards and Guidelines for Archeology and Historic Preservation".
At least one employee in this position must have the ability to obtain and maintain Security
Clearances, both in the Department of the Interior and U.S. Secret Service.
Principal Investigator
The Principal Investigator shall perform the following activities:
Responsible for administering the business and technical aspects of contracted projects, and meeting project deadlines as specified in particular task orders. Responsible for the professional integrity and credibility of the cultural resource services provided.
Review all professional reports to ensure a state-of-the-art professional product that meets the terms of the contract.
In conjunction with other subject matter specialists, may participate in the preparation of professional reports of cultural resource studies.
This position requires the professional qualifications as enumerated in the "Secretary of the Interior's
Standards and Guidelines for Archeology and Historic Preservation".
