Statement of Work
Liquefied Natural Gas Station Maintenance
August 2, 2016
PART 1 – GENERAL
a. Purpose
The National Park Service (NPS) at Grand Canyon National Park (GRCA) owns and utilizes a liquid natural gas/liquid to compressed natural gas (LNG/LCNG) fueling station located on the park’s South Rim. The NPS relies on the station to provide CNG fuel to NPS and NPS concessioner vehicles. Vehicles fueled at the station are primarily large transit and tour buses operated by the park’s South Rim transportation system operations contractor (approximately 30
CNG transit buses) and the park’s South Rim hospitality contractor (approximately 20 CNG tour buses). The station also has a vaporization system to send low-pressure natural gas to a nearby administrative and maintenance complex of buildings for heating purposes.
An operational and well maintained LNG/LCNG is essential to NPS operations at GRCA. The
GRCA visitor transportation system is operated entirely by CNG buses. The system operates year round in the park’s South Rim village area providing service to more than 7 million riders annually. The transportation system is a critical part of the visitor experience with some areas of the South Rim only accessible by shuttle bus. Any issues or problems taking the LNG/LCNG station out of service for more than 24 to 48 hours would cause an unacceptable shut down of the visitor transportation system. In addition, the park’s maintenance, administrative and wildland fire complex rely on the station for heat.
It is therefore essential that the Contractor maintain the LNG/LCNG station in good working order and in accordance with all applicable municipal, county, state and federal regulations, codes, laws, ordinances, standards, rules, supplements and industry standards in force during the period of the contract. In addition, the park’s Contracting Officer’s Representative (COR) and the Contractor must establish and maintain good communications to ensure that park operations are not unacceptably interrupted.
b. Background
The NPS preserves unimpaired the natural and cultural resources and values of the National Park
System for the enjoyment, education, and inspiration of this and future generations. The NPS cooperates with partners to extend the benefits of natural and cultural resource conservation and outdoor recreation throughout this country and the world. Grand Canyon National Park encompasses approximately 1,218,375 acres of public land in the southern end of the Colorado Plateau. It is a globally significant natural resource containing scenic vistas known throughout the world. In recognition of its significant values, GRCA was designated as a world heritage site in 1979. The LNG/LCNG station has been in operation since 2001 and consists of an LNG storage tank, an LNG dispenser, and associated pumps. A LCNG capability exists at the station and incorporates an LCNG pump, vaporizer, CNG storage, and a CNG dispenser. The station was manufactured by NorthStar, Inc. of Evanston, Wyoming. Please see photographs in Attachment 1 and Facility Diagram.
c. Objectives
The Contractor must meet the following objectives:
Maintain GRCA’s LNG/LCNG station in a safe manner that allows NPS operations, including the park’s visitor transportation system, to continue operations without interruption.
Perform preventative and periodic maintenance and required inspections so that all components of GRCA’s LNG/LCNG station are maintained in good working order and in accordance with all applicable municipal, county, state and federal regulations, codes, laws, ordinances, standards, rules, supplements and industry standards in force during the period of the contract.
Install new, updated weights and measures certified CNG dispensers that are fully compatible with the existing LNG/LCNG station configuration and meet all applicable laws, guidelines, regulations, codes and industry standards.
Perform a comprehensive condition assessment of the LNG/LCNG station to ensure it is in compliance with all applicable laws, regulations, codes and industry standards.
Perform non-emergency and emergency repair work to ensure that the LNG/LCNG station operates safely and effectively and in compliance with all applicable laws, regulations, codes and industry standards. This includes ordering and ensuring timely delivery of any necessary parts.
Provide for on-call emergency response with a qualified technician available by phone 24 hours a day 365 days a year and with a qualified technician on site within 24 hours of initial on-site request.
Provide accurate and comprehensive reports and invoices in a timely manner.

d. Partnership
It is essential that the Contractor and the NPS COR maintain good communications, including the Contractor communicating foreseeable issues and the park COR communicating park needs.
Prior to commencement of services under this contract, the Contractor must provide to the NPS the name of the employee who will serve as the Contractor's Representative and will be the
Contractor's primary representative having full authority to act on matters pertaining to the performance of services required under this contract. The Contractor's Representative will follow all NPS procedures and ensure all invoices, reports and any other deliverables are submitted to the Contracting Officer (CO) or COR in the timeframe required by the contract.
The NPS COR and Contractor’s Representative will establish regular meetings within 30 days of contract execution.
e. Preventative and Periodic Maintenance
The Contractor must provide at least two skilled technicians with a truck and the necessary tools to spend at least 20 hours per calendar quarter at the site performing preventive maintenance tasks as defined below. NPS personnel, or their designated support, operate the system and may perform very limited minor maintenance tasks. The Contractor must provide support for such minor maintenance tasks via telephone 24 hours per day, 365 days per year. On-call telephone support requirements are further described under Section i. On-Call Telephone Support below.
The Contractor must inform the NPS COR anytime a technician is onsite performing work or inspections giving as much advanced notice as possible. For preventative and periodic maintenance, the Contractor must provide advanced notice of at least one week prior to work beginning onsite.
The Contractor must perform at least the following tasks:
i. Quarterly Maintenance Tasks
1. Conduct safety walk-through inspections. Document any deficiencies that are found. Resolve or repair deficiencies immediately and document such repairs.
2. Perform leak inspections on all process piping. Resolve or repair deficiencies immediately and document such repairs.
3. Perform a visual inspection of all ground cables and fill and vent hoses. Perform an operational check of all dispensers. Check CNG filters.
4. Clean strainers located in the LNG dispenser circuits and the LCNG pump feed circuit.
5. Maintain high-pressure odorant injection system. Supply and add odorant as necessary. Periodically monitor levels of odorant in the gas stream.
6. Maintain the low-pressure odorant system. Supply and add odorant as necessary. Periodically monitor levels of odorant in the gas stream.
7. Conduct calibration and testing of the gas monitoring system, in accordance with the manufacturer’s recommendations and code requirements. Document calibration and test results.
8. Conduct calibration and testing of the UV/IR fire detection system in accordance with the manufacturer’s recommendations and code requirements. Document calibration and test results.
9. Check all ESD buttons, fire eyes, and methane sensors to assure proper operation.
10. Verify that fire extinguisher inspections are current
11. Perform air system maintenance, including:
a. Replacement of desiccant as needed;
b. Leak testing;
c. Verification of regulator settings;
d. Checking of compressor oil levels and filling as needed;
and
e. Draining water from the air compressor.
12. Clean filters on the air conditioner, and ensure that the air conditioner is working correctly.
13. Perform facility housekeeping tasks such as cleaning, touch-up paint, and replacement of light bulbs as needed.
The Contractor will bill for all costs associated with the above Quarterly Maintenance Tasks as part of the fixed quarterly maintenance costs - included in the Line Item Summary under line item number 00010 Quarterly Maintenance and corresponding line items for option years
(00040, 00070, 00090, and 00110). Costs include, but are not limited to, labor and all parts and supplies necessary to perform the tasks and travel.
ii. Additional Tasks Identified During Quarterly Maintenance
As part of the Quarterly Maintenance Tasks, the Contractor must also identify any tasks, in addition to those described in this section, that need to be performed, including equipment that needs to be replaced or repaired, to ensure that the LNG/LCNG station operates safely and effectively and in compliance with all applicable laws, regulations, codes and industry standards.
As part of the Quarterly Maintenance Tasks, the Contractor must submit a report identifying and describing the task that needs to be performed, including any necessary parts and labor, and if applicable, dates the work needs to be performed by.
The Contractor will bill for the identification of additional tasks and any associated reports as part of the quarterly maintenance costs - included in the Line Item Summary under line item number 00010 Quarterly Maintenance and corresponding line items for option years (00040, 00070, 00090, and 00110). The Contractor will follow the procedures for the performance of these additional tasks as outlined in section h. Emergency and Non-Emergency Repairs below.
iii. As-Needed Tasks (performed during Quarterly Maintenance as needed)
1. The Contractor will perform maintenance on centrifugal and reciprocating cryogenic pumps in accordance with the manufacturer's guidelines.
a. Each 8,000 hours of operation, the Contractor will disassemble the centrifugal pump, inspect all parts for wear and replace the bearings. It is anticipated that the centrifugal pump will reach its expected service 8,000-hour life within the five-year period of this contract. GRCA will purchase and supply a new centrifugal pump to have on hand to expedite the rebuild process, if required.
b. The Contractor will rebuild reciprocating pump cold ends at intervals not-to-exceed 1,000 hours. The Contractor will have the cold ends refurbished at a facility certified to perform such work. The Contractor is expected to provide a maximum of two cold end rebuilds per year. The Contractor will stock a spare cold end that will be available to support the rebuild program with minimal downtime to park fueling operations.
c. The Contractor will switch the rotational direction of the reciprocating pump every 1,000 hours.
d. The Contractor will change the air compressor oil every
1,500 hours or every three months.
e. The Contractor will rebuild the reciprocating pump warm ends at intervals not-to-exceed 5,000 hours. The Contractor is expected to provide a maximum of two warm end rebuilds over the five-year contract period. Prior to this work, GRCA will purchase and supply a new or rebuilt warm end, if required.
The Contractor will bill for all costs associated with As-Needed Tasks as part of the quarterly maintenance costs - included in the Line Item Summary under line item number 00010 Quarterly
Maintenance and corresponding line items for option years (00040, 00070, 00090, and 00110).
Costs include, but are not limited to, labor and all parts and supplies necessary to perform the tasks and travel. This billing standard applies whether the Contractor performs these As-Needed
Tasks during quarterly maintenance or on a separate occasion.
iv. Annual Maintenance Tasks (performed annually during Quarterly Maintenance)
1. The Contractor will perform vacuum integrity monitoring on the LNG storage vessels and process lines.
2. The Contractor will schedule and supervise annual relief valve testing per code / regulatory requirement, and document the results.
3. The Contractor will perform calibration of all pressure and temperature transmitters.
The Contractor will bill for all costs associated with Annual Maintenance Tasks as part of the quarterly maintenance costs - included in the Line Item Summary under line item number
00010Quarterly Maintenance and corresponding line items for option years (00040, 00070, 00090, and 00110). Costs include, but are not limited to, labor and all parts and supplies necessary to perform the tasks and travel. This billing standard applies whether the Contractor performs these Annual Maintenance Tasks during quarterly maintenance or on a separate occasion.
v. Five-Year Maintenance Tasks (to be performed during option year four)
1. The Contractor will retest and recertify all pressure safety devices in accordance with applicable regulations
2. The Contractor will change the rupture disk on the LNG storage tank and order new disk. Alternate the 3-way valve position.
The Contractor will bill for all costs associated with Five-Year Maintenance Tasks as part of the five-year maintenance costs – included in the Line Item Summary under line item number 00130
Five-Year Maintenance. Costs include, but are not limited to, labor and all parts and supplies necessary to perform the tasks and travel. This billing standard applies whether the Contractor performs these Five-Year Maintenance Tasks during quarterly maintenance or on a separate occasion.
f. Replacement of Existing CNG Dispensers
During the base performance period of this contract, the Contractor will replace the two existing
CNG dispensers at the LNG/LCNG station with new, updated weights and measures certified dispensers. The two existing CNG dispensers are 15 years old and are coming to the end of their estimated life. They are Angi MCDS-2 dispensers that dispense approximately four gallons per minute. Each dispenser has two nozzles – one is 3,000 pounds per square inch (psi) and the other is 3,600 psi. All bus fueling is currently done with the two 3,600 psi nozzles. Please see photos in
Attachment 2 for more details on the existing dispensers.
The Contractor must safely install new, updated CNG dispensers that are fully compatible with the existing LNG/LCNG station configuration and meet all applicable laws, guidelines, regulations, codes and industry standards. Each dispenser must have two nozzles for a total of four nozzles capable of dispensing CNG. Three nozzles must be able to dispense at least four gallons per minute at a minimum of 3,600 psi. The fourth nozzle must dispense at a minimum of
3,000 psi.
In addition to the dispensers being weights and measures certified, a card reader system and all associated software must be installed and implemented that can allow for third-party billing for concessioner-operated buses and vehicles.
The NPS will determine when the Contractor will perform this work, at a time when there is the least amount of disruption to fueling operations. The park’s transit buses and concessioner-operated buses and vehicles operate year round and will need to fuel while the dispensers are being replaced.
The Contractor must perform this installation in a manner to ensure that the LNG/LCNG station operates safely and effectively and in compliance with all applicable laws, guidelines, regulations, codes and industry standards.
The Contractor will bill for all costs associated with this project as part of the Replacement of
Existing CNG Dispensers costs - included in the Line Item Summary under line item number
00030. Costs include, but are not limited to, labor and all parts and supplies necessary to perform the tasks and travel.
g. Condition Assessment of Fueling Station
During the first option period of this contract, the Contractor will perform a comprehensive condition assessment of the LNG/LCNG station to ensure the station is in compliance with all applicable laws, guidelines, regulations, codes and industry standards. The current facility was originally constructed in 2001 to meet NFPA Standards 52 and 57. Natural gas technologies have changed over the last 15 years as have regulations, codes and industry standards.
The Contractor will perform a condition assessment that will include a comprehensive visual inspection of the architectural, civil, mechanical, plumbing, electrical, and other components of the LNG/LCNG station for the purposes of determining current condition, remaining life and future maintenance requirements. The Contractor must also assess and document code violations, deficiencies, and complete life-cycle maintenance requirements, including, but not limited to, requirements related to seismic activity, structural fire, insurance, and life safety. Through the condition assessment, the Contractor will perform the following:
1. Site visit - to inspect and carry out on-site requirements of the comprehensive condition assessment.
2. Executive summary - write an executive summary, which shall serve as a comprehensive overview for NPS executive and management review. Its content shall be the consolidation of all data collected.
3. Construct, validate and verify a component inventory for the asset including equipment, systems and landscape features.
4. Estimate the remaining serviceable life of all components of the asset.
5. Identify and estimate deferred, current, and future maintenance requirements and forecasting work required to maintain and repair asset for a 10-year period as of the date of the site inspection.
6. Estimate the corresponding component replacement schedule considering age, use, design life, and remaining life.
7. Completely and concisely document deficiency information and maintenance requirements for each asset and its associated components.
8. Document the maintenance requirement priority year, which is the year in which the activity should occur
9. Estimate the cost to replace existing components at the end of their design life.
The Contractor must safely perform any work associated with this task in a manner that does not disrupt fueling operations at the LNG/LCNG station.
The Contractor will bill for all costs associated with this project as part of the Condition
Assessment of Fueling Station costs - included in the Line Item Summary under line item number00060. Costs include, but are not limited to, labor and all parts and supplies necessary to perform the tasks and travel.
h. Emergency Repair and Non- Emergency Repair Tasks
The Contractor must be available to perform emergency repair work that falls outside of the maintenance tasks listed above as required to ensure that the LNG/LCNG station operates safely and effectively and in compliance with all applicable laws, regulations, codes and industry standards. This includes ordering and ensuring timely delivery of any necessary parts. Parts and shipping costs will be billed at actual prices paid.
For emergency call-outs, one technician with a truck and the necessary tools shall be on call 24 hours per day, 365 days per year. This technician shall be able to be on site and working on the problem within 24 hours of the initial contact from the park.
All Emergency Repairs under this section must be authorized in advance by the COR or the
Contracting Officer (CO). The NPS will make all final determinations if a repair is emergency or non-emergency.
Emergency Repairs will be billed on an hourly rate as described in the Line Item Summary under line item number 00020. Repairs and corresponding line items in option years (00050, 00080, 00100 and 00120). For each emergency repair call-out with less than four hours onsite time, the
Contractor may bill for four hours. For all other emergency repair call-outs, the Contractor must bill only for hours actually worked onsite. All travel, travel time, transportation and incidental expenses must be included in the hourly rate.
The Contractor must also perform non-emergency repair work and tasks that fall outside of the maintenance tasks listed above as required to ensure that the LNG/LCNG station operates safely and effectively and in compliance with all applicable laws, regulations, codes and industry standards. These tasks may be identified during Quarterly Maintenance as described in section d(ii), Additional Tasks Identified During Quarterly Maintenance, above. Non-emergency repair includes ordering and ensuring timely delivery of any necessary parts. Parts and shipping costs will be billed at actual prices paid.
All Non-Emergency Repairs under this section must be authorized in advance by the COR or
CO. The NPS will make all final determinations if a repair is emergency or non-emergency.
Non-Emergency Repairs will be billed on an hourly rate as described in the Line Item Summary under line item number 00020. Repairs and corresponding line items in option years (00050, 00080, 00100 and 00120). For all Non-Emergency Repairs, the Contractor must bill only for hours actually worked onsite. The Contractor must perform all Non-Emergency Repairs on a schedule and timeline approved by the COR or the CO. All travel, travel time, transportation and incidental expenses must be included in the hourly rate.
The NPS at GRCA maintains some extra parts for the LNG/LCNG station onsite. The spare parts maintained onsite are intended to aide in the quick response to unexpected maintenance issues, but do not include all parts necessary to maintain the station or to respond to unexpected maintenance issues. A list of the parts that the NPS typically has on-site is attached to the contract. The Contractor, however, is ultimately responsible for ensuring that the parts necessary to maintain the station are available at the time of a repair.
The Contractor will, with the prior approval of the NPS COR, be required to order and ensure delivery of necessary spare parts. Parts and shipping costs will be billed at actual prices paid, in accordance with line item number 00020 in the Line Item Summary and corresponding line items in option years (00050, 00080, 00100 and 00120).
In order to ensure that GRCA’s operations are not interrupted, all Emergency and Non-
Emergency Repairs performed under this section must be performed in a manner that minimizes any time that the LNG/LCNG station is offline to the greatest extent practicable.
i. On-Call Telephone Support
The Contractor must provide at least one qualified technician on-call and reachable via telephone
24 hours a day 365 days a year to assist the NPS or its delegated support with any minor maintenance and emergency issues associated with the LNG/LCNG station. The Contractor is responsible for providing the NPS COR with telephone numbers for the technician on-call.
On-call telephone support costs are included under line item number 00010 Quarterly
Maintenance in the Line Item Summary and corresponding line items in option years (00040, 00070, 00090, and 00110).
j. Safety Equipment
The Contractor is responsible for installing and maintaining in good working order all aspects of all safety equipment associated with the LNG/LCNG station and required by all applicable laws, regulations, codes and industry standards. This includes but is not limited to, maintaining and inspecting all associated methane and other detection systems and fire extinguishers as necessary and ensuring that all detection systems and the automatic emergency phone system are in working order at all times.
Costs for inspections of safety equipment and any tasks associated with emergency equipment described in section e. Preventative and Periodic Maintenance above are included under line item number 00010 Quarterly Maintenance in the Line Item Summary and corresponding line items in option years (00040, 00070, 00090, and 00110).
Procedures for any other emergency or non-emergency repairs to or tasks associated with safety equipment are described in section h. Emergency Repair and Non- Emergency Repair Tasks above.
k. GRCA Emergency Response Plan Support
The Contractor will be required to assist the GRCA Emergency Services Branch with periodic review of emergency plans with components involving the LNG/LCNG station.
Costs associated with review of emergency plans are included under line item number 00010
Quarterly Maintenance in the Line Item Summary and corresponding line items in option years
(00040, 00070, 00090, and 00110).
l. Training for GRCA Emergency Personnel
The Contractor will be required to conduct an annual on-site training session for emergency response and maintenance personnel. The personnel attending the training will be NPS personnel and those selected to attend by the NPS, such as shuttle bus contractor employees and local firefighting organizations. It is anticipated that the number of participants attending will be between ten and twenty. The training will be a one day session of not more than eight hours at a date to be determined by the NPS.
The training will include, but is not limited to generally familiarizing participants with LNG facility and functions, including alarms and responses to alarms; introducing and explaining situations that could occur and would require immediate action; instructing participants on remedies to situations requiring immediate action; and cooperating with NPS personnel to facilitate practical training scenarios.
The cost for this training is included in the Line Item Summary under line item number 00010 and corresponding line items in option years (00040, 00070, 00090, and 00110). This includes all
Contractor costs necessary to perform the training, including staff time, travel, equipment and supplies. This task will be performed at the option of the NPS not more than once during any performance period. The NPS will inform the Contractor as to whether training will be required at the beginning of each performance period.
m. Reports and Invoices
The Contractor must submit reports and invoices within a timely manner each time work is completed on the station, including each time quarterly preventative and periodic maintenance is performed and each time emergency or non-emergency repair tasks are performed. The
Contractor will submit reports and invoices within 30 days of work being performed.
The Contractor shall invoice monthly via the Invoice Processing Platform (IPP).
If there is an ongoing repair that requires multiple trips to the LNG/LCNG station and does not allow for a timely invoice, the Contractor must submit a detailed report each time a technician is at the station. The Contractor will submit a report within 30 days of work being performed.
All reports should include, at least, tasks performed, technician hours, parts used and information about potential issues or tasks that may need to be performed in the near future. For inspections, the Contractor must also provide a description of the requirements of the inspection and a certification that the station meets the standards of the inspection.
The Contractor must report immediately to the NPS COR or GRCA Park Dispatch any issue or discrepancy discovered while maintenance is being performed or during an inspection if that issue or discrepancy would have safety implications or would bring the station out of compliance with any applicable laws, regulations, codes and industry standards.
On an annual basis, the Contractor is responsible for providing the NPS COR with a report, including an updated list of the spare parts that should be onsite to ensure that the LNG/LCNG station continues to operate uninterrupted. The report must include a description of the spare parts sufficient to allow the NPS to order or otherwise obtain the parts that are appropriate for and specific to the LNG/LCNG station.
Costs associated with reports and invoices are included under line item number 00010 Quarterly
Maintenance in the Line Item Summary and corresponding line items in option years (00040, 00070, 00090, and 00110).
n. Applicable Standards
The Contractor is responsible for ensuring that GRCA’s LNG/LCNG station is maintained in good working order and in a manner that is consistent with all applicable municipal, county, state and federal regulations, codes, laws, ordinances, standards, rules, supplements, industry standards and manufacturer’s guidelines in force during the period of the contract.
The Contractor is responsible for researching applicable laws, regulations, codes, industry standards and manufacturer’s guidelines as they change to ensure that the highest standards practical and available are applied to the maintenance of GRCA’s LNG/LCNG station.
The Contractor must provide a list of applicable laws, regulations, codes, industry standards and manufacturer’s guidelines to the NPS COR on an annual basis.
The Contractor is responsible for ensuring that its technicians and staff are well trained, capable of performing the tasks required by this contract and have obtained any required certifications.
