Q 1. The completion date is listed as April 28, 2017. This date does not allow enough time to even procure the package plant. As the work will be phased and delivery of the plant & commissioning will be required prior to demo we request that contract time after award/NTP be extended to 14 mths.
A 1: The intent is to begin procurement of the package plant immediately following award allowing for delivery in February 2017 (based on procurement information provided by the manufacturer). As indicated on the proposed Construction Phasing Plan (Sheet C1.2), trickling filters #2 & #3 will be isolated and demolished in the first phase of work so that underground and concrete tank construction will be complete by February 2017. The treatment demand significantly increases at the end of May and the single remaining trickling filter will not allow for adequate wastewater treatment.
Therefore, the package plant must be operational prior to the increase in wastewater flows in May.
Q 2: We are requesting a geotechnical report for the Sandy Hook WWTP. We will need to provide this information to the dewatering subcontractors.
A 2: the Geo Tech report is an attachment to Amendment 0001 of this solicitation.
Q 3: We are looking to be listed in the design specifications (WWTP Resiliency P16PS00687) as an approved manufacturer, similar to WesTech. We build a similar product called “Bio-Wheel” which is an IFAS technology and have numerous Bio-Wheel references, with a majority in the Northeast USA.
A 3: The current contract documents allow for an approved equal per Specification Section 46 07 53, paragraph 2.1.
Q4: Additionally, I cannot locate the information as to who the bid bond should be made out to.
I would assume the National Park Service, but do I use the address where we are sending the bid to?
Or does the bond go to Sandy Hook?
A4: The bid bond would be addressed to the National Park Service - the same address as the proposal would be addressed to in the P15PS00382 Solicitation, Section L:

Q5: In Section L of the solicitation under the Technical Proposal both sub factor II (b) and sub factor II (c) requires the same project schedule. Please Clarify.
A5: Only one copy of a schedule is required for each proposal.
Q6: In Section L of the solicitation under the Technical Proposal, Technical Factor I says a Performance Questionnaire is provided with this solicitation. Please clarify location.

Q7: In Section L of the solicitation under the Technical Proposal, sub factor II (c) says a prior experience form is attached to this solicitation. Please clarify location.

Q8: In the table of contents in the book of specifications, it mentions a Soil Investigation Report. This report does not appear to be in the specifications. I just checked the FBO.GOV site and do not see that it is a separate file either. Can you please forward or advise where to find?

Q9: Sheets C4.0 & C5.0 both call out "Profile’s” at the bottom half of the page. However, no details appear. Please provide these profiles.
A9: Amendment 0002 has the profile sheets attached to complete Sheets C4.0 & C4.1. Sheet C5.0 does not have a profile and is not intended to have a profile.
