Q1. We are familiar with NPS regulations and protocals. We are currently working with the Park Service and the DSC on other projects up North. We are interested in bidding this but our firm itself has done little clearing work in relation to this size. Sub Factor 1 under Section C states to provide a list of up to 5 similar projects 100 acres and above. In the event we don’t have this kind of experience will the Park Service consider our working personnel or possible subcontractors as having this working experience? Would any of this count towards the 30% evaluation factor? Let us know your thoughts when you have a chance sir. Thank you.

A1. This is an 8(a) set-aside requirement, where the prime contractor is responsible for providing at least 15% of the overall work required. If a company were to use mostly sub-contractors then yes; the sub-contractors being proposed will be part of the 30% evaluation factor, since that would be the majority of the technical factor of your proposal.

Q2. RFP Standard Form 1442 Block 13 requires an Original and four (4) copies be provided. RFP Section L (pages 128 and 129 of 139) require the following:

a. Volume I – original and three copies

b. Volume II – Original and one copy

c. Volume III – only states that the offeror shall provide a copy of the form entitled “Past Performance Questionnaire” – no additional details provided

d. Volume IV – Original and three copies

Request the Government clarify the number of copies required.

A2. RFP Standard Form 1442 Block 13 is incorrect the Government is only requiring an original and three copies for Volume I, III, and IV. For Volume II the Government is requiring an Original and one copy.

Q3. RFP Section L page 127 requires that the offeror provide a completed copy of the Proposed Equals form and the Hazardous Materials form.

Question – which volume should these documents be included in?

A3. Include the Proposed Equals and Hazardous Materials form in Volume I (Technical Proposal).

Q4. RFP Section L paragraph C (discussion of Volume I Technical) page 128 uses 100 acres and above as reference point. Section M paragraph I.A Sub factor 1 and the Statement of Work page 5 uses 200 acres as the reference point.

Request the Government confirm that projects of 200 acres and above is the correct reference point.

A4. RFP Section L paragraph C (Page 128) is incorrect, the proper amount of acres is 200 acres NOT 100 acres. Section M paragraph I.A. Sub factor 1 and the Statement of work page 5 is CORRECT, 200 acres is the correct reference point for this solicitation and evaluation of proposals.

Q5. RFP Section L paragraph C Sub Factor 2 and Section M Sub factor 2 discusses the use of a Key Personnel Qualifications form. This form was not provided with the RFP documents.

Request that the Government provide this form.

A5. Please see attached missing form – Key Personnel Qualifications form.

Q6. RFP Section M, paragraph I.C.3 Note (page 138) refers to two forms (Experience and Past Performance (Form 2) and Subcontractor Reference (Form 5). The only Past Performance form provided with the RFP is the Past Performance Questionnaire.

Request the Government provide the required forms and provide guidance on the use of the Subcontractor Reference form.

A6. See attached Sub Contractor Reference Form, the purpose of this form is to list your sub contractor’s capabilities, qualifications, and experience as it relates to the work outlined in this solictiation.

Q7. Have the past projects completed for Hole-In Donut used the IDIQ contracting mechanism? If so has this been the case from the first land clearing project? If the IDIQ mechanism was not used was the first project a lump sum bid or other format?

A7. The previous land clearing project for Hole-In-Donut used a Multiple Award IDIQ utilizing an 8(a) set-aside. Information on the first land clearing project was back in the late 1970’s to early 1980’s. No additional information is available as there are no documents nor park or contracting personnel available that have firsthand knowledge of the first land clearing project.

Q8. The bid documents inform us that several thousand acres have been remediated so far. Who are the present contract incumbents if an IDIQ format was used or if the format was lump sum who was the last company to complete a contract.

A8. Cherokee Enterprises Inc. (CEI) and Homestead Concrete and Drainage Inc. (HCD) were the previous contractors. The previous Multiple Award IDIQ was based on units of measure prices (i.e. Acres, Miles, etc.).

Q9. Have set asides been used prior to the present solicitation? If so what may they have been?

A9. The previous contract vehicles for the Land Clearing IDIQ was an 8(a) set-aside.

Q10. Please provide information about Performance Bond requirements for the above referenced project. Specifically, is the Performance Bond for the total contract or is the Performance Bond for tasks from the contract? What will be the range of Performance Bond if based on Tasks?

A10. Per Solicitation, bonding is on the Task Order level only.

Q11. In regards to Solicitation Number: P16PS00219, is this open to any 8(a) company or is this region specific?

A11. This is an 8(a) set-aside open to all 8(a) vendors, there are no regional location restrictions.
