Questions and Answers- P2
1. On page 18, of the SOW, Phase 2 deliverables are:
Historical Data and Implementation Plan, Print Draft: 2 Copies, One of Park and one for COR.
This is the only deliverable where the type of binding to be used is not indicated. Please specify.
This line on p. 18 should read "Historical Data and Implementation Plan, Print Draft: 2 Copies, One for Park and one for COR, Use black GBC binding or similar."
2. What is the meaning of the phrase “a resource manual for personal services interpretation” as cited on page 10 of the Scope of Work.
The following phrase (here in italics) on p. 10 of the Scope of Work, "This [historical data] section forms the documentary basis for the furnishings plans and provides a resource manual for personal services interpretation, as well as for developing other interpretive media" simply means that rangers giving tours will rely on the information in the Historic Furnishings Report historical data to provide information for their tours.
3. The proposal mentions some records that are available on microfilm at Hampton. Does Hampton have a reader-printer which would allow photocopies of these materials.
We have an "elderly" microfilm reader with printing capacity, but it's been at least three years since I've used it. I will have to try it out and let you know. We could get it fixed if it's not working, but the technology is so old, that I'm concerned this might not be easy to do. Most of the pertinent microfilm is also available at the Maryland Historical Society in Baltimore, and presumably their reader/printers work
4. Page 7 of Scope of Work section references NPS research reports that are available electronically through Service Center’s eTIC database which can be accessed through NPS networked computers. Is there a way that these might be password accessed from non-NPS computers, i.e. not on site at Hampton?
eTIC is an NPS intranet site which the contractor can access on a government computer at the park to search and identify needs. Park staff or the project manager will grant permission to obtain the requested reports, drawings, or documents pertinent to the project. eTIC will then upload the items to an external FTP site for contractor use.
5. It is about the division of the scope between the two phases of the Hampton Historic Furnishing Report. If I am reading correctly, Phase one is to include all of the historic research for all 5 spaces and a draft for the Kitchen, Great Hall and Stair Halls. How complete is the draft for these spaces intended to be, i.e is it intended to include the implementation portion, appendices, and components listed under the Administrative Background and Historical Data sections, etc?
Phase 1 will include writing History of Furnishings and Evidence of Room Use subsections for the Kitchen, Great Hall, and First and Second Floor Stair Halls. Per the delivery/performance period phase 1 includes draft 1 of these subsections. Additional drafts and back matter are included in phase 2.
6. Is the intent that all 5 spaces be include in one volume?
It is likely the report will need to be divided into two volumes to accommodate both the historical data and the implementation plans for the five rooms. Per appendix 1, paragraph 1.c, If final report exceeds approximately 200 sheets, two parts should be used dividing Part I and II of the report. Binding will be sized before actual holes are punched to allow for appropriately sized binding.
