ACAD - Rockefeller Hall [PMIS No. 201824] [Solicitation No. P 15 PS 00500]

1. Q: Ludowici informed us that they do not offer 75-year warranty on tiles that are being mixed with old tiles.

a. A: A 75-year warranty on replacement tiles will not be required.

2. Q: Are old Ludowici tiles salvaged from other historic buildings, similar in age and matching physical properties and color of those on Rockefeller Building, free of damage and defects, admissible?

A: Old Ludowici clay roof tiles may be reused if they meet the requirements of the Specifications, Section 073213 - Clay Roof Tiles, including matching salient characteristics of dimension, configuration, color range, density (to be determined by sounding), nailing configuration/pattern, and shall have an exposed surface free from cracks, chips, stains, or discolorations (reused tiles w/ similar environmental deposits and/or biological growth that appear to match the existing will be considered). All submitted clay roof tiles will be subject to approval by the COR.

3. Q: Sheet A1/ 20: Replace Gutters and Assoc. hardware (150 lf) ‐ Roof Plan only shows 24 feet. Sheet A3/ 1,2,3 20: Replace Gutters and Assoc. hardware (150 lf) ‐Entire West Elevation versus A1 Roof Plan.

a. A: Use 150 linear feet (not 24 feet) of gutters & associated hardware to be replaced.

4. Q: Request use of IB Roof System (ibroof.com) in‐lieu of EPDM Rubber. Heat Welded seams versus glued seams.

A: Heat welded seams may be substituted for glued seams for the EPDM roofing.

5. Q: A5/1: Shows ridge tiles being secured with new EPDM tab glued to clay roof tiles. Tiles need to be anchored with nails/screws to protect against high winds. Wood nailer required for ridge tiles. Wood nailer conflicts with water draining form flat roof. Solution needs to be engineered.

A: The replacement work at the flat roof (EPDM roofing membrane, clay roof ridge tiles at ea. side) shall match the existing configuration. The configuration allows for drainage of the flat roof through a gap in the ridge tiles located on ea. side above an existing valley (of the lower sloping roof). Nailing the ridge tiles would adversely affect the EPDM membrane by introducing nail holes that cannot be covered with a water-proof membrane.

6. Q: A5/3 Shows only one course of tile being removed to tie new EPDM flat roof to sloped tile roofing system. Should remove at least 3 courses of tile above tie in area to install flat roofing system then new copper flashing and ice and water shield beneath roof tiles. Shows use of new copper tile clips, see detail 6 notes. with three rows removed, use of alternative tile replacement method will be required at 3rd row. First two rows are nailed as normal.

A: Replacement EPDM roof work and adjacent clay tile roofing shall match existing.

7. Q: A5/6: Use of copper tabs not recommended in areas of heavy/snow and ice. Copper is soft and will bend out or straighten with avalanching snow and ice, causing the tile to then fall out. Copper tabs are visible, look bad. A5 /7: same comments as detail A5/1 showing ridge tiles around perimeter of flat roof being attached with glue and EPDM. not a standard industry practice/nor a long‐term solution A6 1, 2,4 A: Copper tabs (20 oz.) are specified to match the existing method of individual clay tile replacement work.

8. Q: 1/A6 New flashing strip @ eave runs 6" under existing roof tiles Existing roof tile likely have a hidden starter tile beneath that has nails to secure that are approximately 4" from the eave. How is the new flashing strip secured? Snow and ice are likely to dislodge the piece if only friction fit. To properly install a gutter apron flashing, removal of the first 3 courses of tile is required, drastically increasing the cost and scope of work. New "Combo" type gutter hanger installed how often? Stainless steel screws of what minimum length?

A: Generally, replacement work shall match existing conditions, materials, configuration, dimension, etc. unless a more efficacious alternative system(s) is determined to be preferable to the existing condition/design.

9. Q: New downspout secured to building with hangers at existing locations we assume? Downspout Hangers to match existing identical or just similar?

A: 1/A6: Gutter hangers and downspout brackets shall match existing in configuration and location.

10. Q: A6/3 New copper flashings, we do not recommend soldering overlapping joints when total linear distance exceeds 30 feet. Expansion of copper will break open soldered joints.

A: 3/A6: straight run sections of the Terrace base flashing does not exceed 30 feet, so a non-soldered (over-lapping) joint may be installed at an inside corner.

11. Q: Request photos: All sides of building/roof. Close up of downspouts and hangers. Close up of downspout boots at grade and Terrace. close up of guttering system. close up of tile with tape measure. of flat roof areas and chimney flashings.

A: See “Color Photos” posted on www.fbo.gov with the other Solicitation Documents.

12. Q: Can you clarify the quantity of windows or sets of windows involved as "Typ." on Terrace level. Plans would indicate that "Typical" also includes windows over stairwells; those actually on terrace; as well as those on the east elevations of North and South wings.

A: The windows / window sets designated as “Typical” for lintel repair include the following units on the First Floor:

West Elevation:

i. Quadruple Units x2

ii. Triple Units x2

iii. Single Unit x 2

iv. Single Door x 1 Work does not include: Double Doors under hoods & Single Unit w/o a lintel.

N. Elevation of S. Pavilion: both Double Units S. Elevation of N. Pavilion: both Double Units

13. Q: What is intended by "Repair" of 3/8" plate? Do you know extent of steel that needs replacing? Would an allowance be appropriate?

A: It is intended that the steel within the wall be cleaned and coated to prevent further corrosion, but will not require replacement. If the steel is determined to be too compromised by corrosion, a Modification to the Contract will be issued for the work of replacing the steel.

14. Q: Sealer on Cypress: If a carpenter or laborer applies sealer to the Cypress, would that be considered under Painter Rates?

A: If a carpenter or laborer applies sealer to the cypress under Div. 6, carpenter or laborer rates would apply.

15. Q: Cracks and Holes in Cypress: Is the intent to fill all cracks / holes in Cypress Elements solid and smooth, 100%, on visible surfaces? I do not see the desired product listed in Division 07, Section 07 92 00. Use Photos 1/27, 3/28, 1/34, 2/34 as examples.

A: The intent is to fill only obvious holes in the cypress, facing in an upward direction that would allow (rain) water to penetrate the wall. A clear silicone sealant should be used to fill the holes in the cypress wood half-timber framing.

16. Q: Half-Timber Framing Repair: Can you please further define "Repair Half Timber Framing." Use Photo 2/36 as an example.

A: “Repair” as noted in Photo 2/36 involves the filling of all cracks in the half-timber framing w/ a wood epoxy, color to match the existing weathered wood.

17. Q: Weep Holes: Note 6 on A4 Detail 4 says to add 3/16" weep holes at bedding of all brick panels. Key Note 6 adds weeps to "Coursing Joints." Can you provide a detail section of the intention? Are we to drill holes or remove brick and install new corrugated weeps? There is no spec section 03 describing the process.

A: Weep holes shall be installed in existing 2nd Floor brick panels by drilling through the lowest part of the bottom mortar joints, two min. per panel, approx. 3/8 in. O.D., and inserting a medium density plastic weep into the hole, color to match the existing mortar. Brick panels on the 2nd Flr [identified in Photos 1–4/42] shall be re-built with Weep holes shall be installed at brick panels designated to be rebuilt as per Bid Opt. #2 (CLIN 30). Weeps shall be rectangular polyester non-woven mesh (matching width of existing joint x height of existing point, two min. per panel, minimum, installed at the lowest vertical joint over the base flashing.

18. Q: Drawing D1, detail 1 indicates two areas labeled 2.1 with the letters TYP next to the 2.1 label. Note 2.1 indicates masonry is to be removed to expose damaged lintels at 1st story terrace elevations (typ). One of these notes is at a wood lintel on the west elevation beyond the terrace. Please explain the TYP designation and the limits of this note. Also, please indicate if this note is limited to masonry lintels or masonry and wood lintels. A similar note also occurs on drawing A3 at a location off of the terrace.

A: “Typ.” in Note 2.1/D.1 & A3 indicates work at the location of the windows where the exposed wood lintel (half-timber framing) covers a steel lintel component with the brick wythe. This occurs in eight (8) locations on the 1st Floor of the three walls that frame the Terrace where wood (half-timber) frames brick panels directly above the window units (quadruple and triple ganged window units; two single window units; and one single door unit).

19. Q: Narrative description in spec 011500 Definition of bid items, item 4 for div. 5, indicate repair of existing coated aluminum railing at the terrace low masonry wall. Is this repair limited to what is shown on drawing A9?

A: The repair of the Terrace low wall aluminum railing as indicated on Drawing A9 is limited to the filling of post pockets in the stone coping and filling of the alum. posts w/ a pourable sealer.

20. Q: Detail 2 & 4 on drawing A7 indicate steel lintels behind stone or wood lintels and a note to passivate. Please confirm if passivate means to epoxy paint the steel lintels as specified in spec section 099113 Exterior painting.

A: The work in Detail 2 & 4 / A7 that calls out to “passivate steel plates and lintels…” indicates the cleaning and preparation of steel lintels for epoxy paint primer and finish coat as specified under Section 099113 – Painting and Wood Preservative.

21. Q: Detail 2 & 4 on drawing A7 indicate steel lintels behind stone or wood lintels. Is it anticipated that in the process of exposing the steel lintel and painting the lintel that interior finishes will be removed and thus, need to be replaced as part of this contract? If so, what is the existing finish (ACM plaster) to be replaced with?

A: No work related to the interior finishes is anticipated. The steel work will be confined to the outer wythe.

22. Q: Narrative description in spec 011500 Definition of bid options, item 2 for CLIN 30, indicate replacement of heavy timber lintel at garage bay #8. Is this lintel to be white oak as referenced in spec section 061053, para. 2.3, or is this header to be cypress as indicated in detail 5 & 6 on drawing A7? If cypress, is any white oak timber headers expected to be used on the project? If so, where?

A: The replacement wood lintel for Garage Bay #8 shall be white oak (not cypress), matching the existing.

23. Q: Narrative description in spec 011500 Definition of bid options, item 4 for CLIN 50, indicate removal of existing aluminum terrace railing system at the top of the low masonry wall. Is this rail to be replaced, or just removed? Cannot locate a drawing or spec that shows removal or replacement. If the rail is to be replaced, what is the specification requirements of the rail?

A: The removal of the railing only is specified in 4/CLIN 50.

24. Q: Note 6 on drawing A3 indicates "reconstruct and anchor displaced brick panels". Can a quantity of panels be established for bidding purposes? This statement has the potential to be debated later on what constitutes "displaced". Pricing would likely be more favorable if a quantity was given.

A: A brick panel shall be identified as "displaced" if any brick, or portion of a brick unit, has been displaced more than 3/8 inch out of plane from the adjacent wood frame and/or horizontal metal flashing. This is a condition most common on the 2nd floor of the walls that face the Terrace as a result of outward displacement from corroded steel framing within the masonry and occurs along the bottom edge of the panel and adjacent side(s). A "brick panel" shall be defined as all the brick within a half-timber frame on all sides. If any portion of the brick panel is displaced, the whole panel shall be dismantled to allow repair of the substrate, and rebuilt with all of the original brick units in their original location and configuration.

Note: On the 2nd Floor brick panels, selective brick units have been installed out of plane and/or at an angle for aesthetic purposes (from the original design). These units are few in number and are typically isolated within the top of the individual panel. These “decorative” brick units are not considered out-of-plane or displaced, and shall remain in place as-is.

Individual brick panels to be reconstructed on the 1st Floor: 22 ea.

25. Q: What is Delivery location of Proposals? Section L and the form 1442’s differ.

A: Use address as per instructions in Section L not as per form 1442.

26. Q: It looks like the project will be going on during the winter months and we are wondering if there will be a work suspension during the winter months?

A: No winter shutdown clause is included. Contractor may choose to do work in the winter as long as temperature specifications are met.

27. Q: I would also like the number of the person who books the rental units on campus.

A: Schoodic Institute (non-governmental organization) reservations, Megan Moshier (207) 288-1337.

28. Q: I would like to formally request a week extension. The various trades need to get their questions back from you and digest as well as myself for the questions I will be sending you.

a. A: Agreed, Anticipate documentation in the amendment.

29. Q: Will you be sending a list of attendees?

A: Attached

30. Q: Page 18 of the solicitation, section F, clause 52.211-10 indicates 125 calendar days have been allotted to complete the project. Offer form 1442 indicates the period of performance to be 7/20/15 to 6/30/16. Please clarify which duration applies.

A: Change section F, clause 52.211-10 to indicate period of performance to be 7/20/15 to 6/30/16.

31. Q: RE: Key Notes 1 and 11: Can we assume that the quantity referenced in both notes (6300) is one and the same quantity, for a total of 6,300 LF?

A: There is 6,300 LF total combined from both note 1’s on Sheet S-1 and Sheet S-2. Note 11’s on both sheets apply to the same 6,300 LF.

32. Q: Section 073213 Custom Clay Roof Tiles, paragraph 2.3.B. It mentions 16oz and 20oz for flashing. Which one or does it vary depending on the type of flashing piece/location?

A: 20 oz. copper is preferable where it can be used w/o requiring extensive bending (20 oz. not suitable for flat seam-type work, but would be good if used for replacement tile tabs). The flashing between the roof transition on the central bay (facing the Terrace) should be 20 oz. as it developed holes from dripping of tiles above.

33. Q: Section 075323 EPDM Roofing, paragraph 2.5.C. It mentions 1/4":12' insulation slope, but mentions 1/2":12' on the plans.

A: A roof slope of 1/4 in. per 1 foot is a minimum. A slope of 1/2 in. per foot is preferable if it can be achieved.

34. Q: Regarding the insulation, is there a minimum R-value or thickness the owner is looking for?

A: In reference to the flat roof, configuration / geometry to get the roof to slope and drain properly is of primary importance -not an absolute insulation value.
