About this file

This is a Request for Information (RFI) issued by Naval Facilities Engineering Systems Command (NAVFAC) Atlantic for market research purposes related to an intended military construction project (P130) at U.S. Naval Air Station Sigonella, Italy. The project involves interior build-out construction of a Fixed Facility (Secure Area) within a communications facility, with an anticipated project magnitude between $10,000,000 and $25,000,000. The RFI explicitly states this is not a request for proposals, and the Government does not intend to award a contract or pay for information submitted except as allowable costs under other contracts.

Respondents must address four areas of interest: (1) particular challenges or limitations performing construction in Italy with SECRET facility clearance level; (2) likelihood of obtaining proper SOA Certifications for work in Italy; (3) if unable to obtain SOA Certifications independently, likelihood of forming a Joint Venture with a certified partner while maintaining SECRET facility clearance at the Prime Contractor and all JV member levels; and (4) particular challenges in performing construction within Sicily, Italy. All Italian host nation regulations will apply to construction. Responses must include company information (name, address, website, point of contact), statements addressing items of interest with supporting basis, brief descriptions of applicable past work involving Fixed Facility (Secure Area) construction outside the Continental United States with details on methodology and technical approach for material acquisition and document control, and any additional relevant information. Submissions are limited to five single-sided pages with 12-point minimum font and must be sent to Elizabeth.l.roberts31.civ@us.navy.mil by 2:00 p.m. EDT no later than September 2, 2026. Late responses will not be accepted. Proprietary information must be clearly marked. The Government reserves the right to cancel the project and may use submitted recommendations or suggestions without restriction or cost.

Market Research/Request for Information (RFI)

Naval Facilities Engineering Systems Command (NAVFAC) Atlantic

P130FF Communications Center Fixed Facility Naval Air Station Sigonella, Italy

THIS IS A REQUEST FOR INFORMATION (RFI) NOTICE ONLY. THIS IS NOT A

REQUEST FOR PROPOSALS (RFP).

This request for information is posted in association with intended military construction project

P130 for interior build out construction of a Fixed Facility (Secure Area) and all incidental related work within the communications facility at U.S. Naval Air Station Sigonella. In accordance with

DFARS 236.204, the current anticipated magnitude of construction for this project is between

$10,000,000 and $25,000,000 U.S. dollars.

This market research tool is being issued for information purposes only and is not to be construed as a commitment by the Naval Facilities Engineering Systems Command (NAVFAC), implied or otherwise, to issue a solicitation or ultimately award a contract. In accordance with FAR 15.101(c):

(1) The Government does not intend to award a contract on the basis of this Request for

Information or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal

Acquisition Regulation.

(2) Although “proposal” and “offeror” are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal.

This request for information notice is issued for the purpose of: identifying potential sources for a construction project for a Fixed Facility (Secure Area) at US Naval Air Station Sigonella. All

Italian host nation regulations will apply for construction.

The Government requests written information from the industry in the following areas to determine both interest and capability of respondents:

1. Indicate particular challenges or limitations performing construction in Italy with a

SECRET facility clearance level.

2. Indicate the likelihood that your company will be able to obtain proper SOA

Certifications for work in Italy.

3. If your company does not believe it will be able to obtain proper SOA Certifications for work in Italy (see #2 above), indicate the likelihood that your company will be able to form a Joint Venture (JV) partnership with another company that does hold the proper

SOA Certifications for work in Italy, while still meeting the requirement that the Prime

Contractor hold a SECRET facility clearance security level. NOTE: For JVs, the

Government typically requires that the JV itself and all individual JV members hold

SECRET facility clearance levels. NAVFAC Atlantic does not control this JV-related clearance requirement, so responses requesting that the Government change this requirement are not desired.

4. Indicate particular challenges in performing construction projects that involve construction within Sicily, Italy.
