About this file
This is a Statement of Work (SOW) for the procurement of high-performance computing equipment and monitors for the Rocky Mountain Regional VA Medical Center's Spinal Cord Injury/Disorder (SCI/D) service. The procurement requires thirteen (13) CPU towers and thirteen (13) 27-inch 4K monitors to upgrade Amico Hummingbird Workstations on Wheels (WOWs) for clinical diagnostic imaging applications. The CPU towers must be one of three approved models: HP Z2 Tower G9 Workstation (Model A1NY3UT#ABA or 4Y0H6AV) or Dell Pro Max Tower T2 (Model 210BQMS), with specific configurations including Intel processors, 32GB to 64GB DDR5 memory, discrete NVIDIA graphics cards with 12GB to 16GB memory, 512GB to 1TB SSD storage, and Windows 11 Pro 64-bit operating system. The 4K monitors must be LG 27BA45U models with 3840x2160 resolution, 5ms response time, and DCI-P3 90% color accuracy. All equipment must ship in original OEM packaging, be new (not refurbished), with manufacture dates no older than two years prior to purchase order issuance.
Equipment must be delivered within thirty days of award to 1700 N. Wheeling Street, Aurora, Colorado 80045, Monday through Friday between 0700 and 1500 hours excluding federal holidays. The contractor is required to configure all BIOS settings to specified security standards including TPM 2.0, Secure Boot, and virtualization features, and wipe the operating system before delivery. Manufacturer warranties must be provided with all products, including travel and shipping costs for warranty repairs, commencing upon VA acceptance and verification of operational functionality. Contractors must provide operation and maintenance manuals and immediately notify the VA of any device recalls or required modifications. Invoices must be submitted within thirty days at month-end with specific documentation requirements including contractor information, tax identification number, contract and purchase order numbers, and itemized pricing. The procurement aligns with VHA Directive 1176 for Spinal Cord Injury and Disorder System of Care, and equipment does not require security accreditation or connect to VA networks.

*CPU must be one of the three models above and listed specifications to conform with VA Office of Information Technology’s (OIT) approved hardware list and specifications, as indicated in Salient Characteristics section.
Scope of Work:
The Eastern Colorado Health Care System (ECHCS) seeks to procure 13 high-performance CPUs with robust graphics cards and 4K monitors to upgrade Amico Hummingbird Workstations on Wheels (WOWs) for the Spinal Cord Injury/Disorder (SCI/D) service. The CPUs must be one of three make/models (HP Z2 Tower G9 Workstation, Model: A1NY3UT#ABA or Model: 4Y0H6AV; or Dell Pro Max Tower T2, Model: 210BQMS) and must meet the specifications listed in the Salient Characteristics section to conform with VA OIT approved hardware standards and requirements. All CPUs will be delivered already built.
The procurement aligns with VHA Directive 1176 (Spinal Cord Injury and Disorder System of Care) and supports SCI/D’s mission to provide comprehensive diagnostic imaging for diagnosing spinal cord injuries and musculoskeletal impairments. A previous attempt five years ago delivered only three usable units, leaving existing WOWs insufficient for clinical requirements (insufficient image processing speeds and poor image clarity).
Equipment will be shipped in original OEM packaging and will be inspected upon receipt to ensure equipment is free of defect and/or damage. The equipment will ship complete, no partial shipments will be accepted.
Date of manufacture must not be greater than 2 years before the purchase order date. The equipment must not be used or refurbished. Any batteries provided with the unit will not be manufactured more than 12 months before the purchase order issue date.
The vendor will provide all applicable service manuals, maintenance requirements, and part lists.
