About this file
This document is a Statement of Work (SOW) for a Design-Build project to climatize Building 78 at the Lake City VA Medical Center in Florida. The project involves insulating and conditioning the south half of a 4,000 sq ft commercial metal building used by the Environmental Management Service, with specific requirements including applying spray foam insulation (R12-R15), installing an intumescent coating, implementing a new HVAC system, connecting to the facility monitoring station, and adding an insulated roll-up door. The period of performance is anticipated to be 180 calendar days from the notice to proceed, with work conducted during normal business hours on the VA campus.
The related federal contract opportunity (Solicitation Number 36C24826R0021) is a two-phase design-build procurement evaluated on a tradeoff basis. Key dates include a Phase One Request for Information (RFI) due on 11/17/2025 and Phase One Solicitation due on 11/28/2025. The project is being conducted by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 8, with the overall objective of improving the storage facility's environmental conditions and infrastructure.

Scope Building 78 is a commercial metal building comprised of a structural steel frame and metal siding constructed about 1980. The building has only minimal fiberglass blanket insulation beneath the roof panels and no insulation on the walls. The building area is about 4,000 ft² overall of which half is used by the Environmental Management Service (EMS) and the other half by the Facility Management Service (FMS). This effort is to insulate and condition the south half used by EMS, which amounts to about 32,000 ft³ of storage volume over an approximate 2,000 ft² area.
· Apply a spray foam type insulation sufficient to achieve an R-value rating of between R12 to R15.
· Apply an intumescent coating to the insulation.
· Install a new Heating, Ventilation, and Air Conditioning (HVAC) system adequate to condition the warehouse space.
· Provide a system connection to the facility monitoring station. (currently, Siemens Desigo)
· Install an additional insulated roll-up door to complement the existing metal roll up door that will be retained for security purposes.
· Repair or replace any damaged roofing or siding panels necessary to support the adequacy of insulation or essential waterproofing of the structure.
· Provide a test and balance report for the newly install HVAC system.
· Provide necessary electrical and plumbing connections for proper installation of supplied systems.
· Cover any furnishings in the warehouse that cannot be reasonably moved to prevent damage by any of the installation processes.
