Performance Work Statement Department of Veterans Affairs (VA) Electric Shop Fuel Polishing and Additives

The purpose of this contract is to establish a Main and Day Tank polishing contract for the West Haven and Newington VA Medical Centers Emergency Generators. A contract shall be awarded for a base year (12 Months) with four (4) potential annual option years to be exercised at the discretion of the Contracting Officer.

Location of Facilities West Haven VAMC 950 Campbell Ave Buildings 16, 19, 30 | Generator 20, 30, 38, 39 West Haven, CT 06516-2770

Newington Campus 555 Willard Ave.

Newington, CT 06111-2631 Generator/Tank: G6A(T-4), G7, G9(Boiler Plant),G10(B-2c & 2W)G11(Bldg.2E)

1. Scope:

Vendor shall provide one annual fuel tank service per year per tank to occur between the months of May and June unless otherwise specified by the VA test and polish Main and Day Tanks on Facility Diesel Emergency Generators. The VA reserves the right to add Wet and Day tanks to the performance work statement to accommodate new tanks coming online. Any additional tanks shall be quoted separately and added to the contract if deemed necessary by the contracting officer.

West Haven: 5 Main Tanks & 5 Day Tanks 1 each 12,000 gallons Main tank 2 each 10,000 gallons Main tank 1 each 8,000 gallons Main tank 1 each 2,000 gallons Main tank 2 each 125 gallons Day tank 3 each 190 gallons Day tank

Newington Campus: 3 Main Tanks & 5 Day Tanks 2 each 6,000 gallons Main tank 1 each 4,000 gallons Main tank 5 each 125 gallons Day tank

2. Schedule:

All work shall be performed and completed Monday through Friday between the hours of 7:00AM and 4:00PM EST Dates and times of repairs shall be coordinated between the contractor and Government.

3. Description of services:

· All work Shall be completed by a vendor with the knowledge and equipment to remove fuel samples, test samples and filter/polish fuel

· Vendor shall provide all spill containment and fire suppression equipment (fire extinguishers) necessary for use in the event of an emergency

· All services shall be completed in accordance of ASTM standards (D93) (D5453) (1298) (D4176) (D130)

· Service shall include the following:

1. Prior to cleaning remove fuel samples from main and day tanks and perform laboratory testing.

2. Provide final fuel sample test results and documentation to the VA POC within 30 days of testing, unless other time frames are agreed upon by the VA POC.

3. Clean all tanks remove water and polish remaining fuel to remove sediments and impurities only if laboratory testing deems cleaning necessary.

4. Remove fuel samples from main and day tanks and perform laboratory testing after cleaning, and provide tests results to the VA POC within 30 days of testing unless other time frames are agreed upon by the VA POC.

5. Remove and dispose of all Contaminated Fuel/Water mixture(s) and clean up Materials/absorbents.

4. Facility Support:

· VACT will provide necessary escorts and access to all applicable areas.

· VACT will provide any additional water or power required, vendor shall provide advance notice of any water or power requirements.

5. Interference to Normal Functions:

When the contractor’s work interferes with hospital functions, such as when work produces excessive noise, odors, dust, utility service interruptions, or other interferences with normal hospital operations that cannot be contained within the area of work, the contractor shall schedule said work at other than normal hours and as directed by the VA designee at no additional charge to the Government.

1. In the event of an emergency, contractor services may be stopped and rescheduled at no additional cost to the government.

6. Debris Removal The Contractor/Installer shall be required to remove waste materials and debris daily from the campus. All waste material and debris shall be removed off the site by the contractor and shall be disposed of in accordance with applicable State and Federal regulations.

7. Additional Information The Department of Veterans Affairs is a smoke free environment and smoking is not permitted at the facility.

COVID-19 Precautions Face coverings are required to be worn while on station. See internal VA POC for precaution updates prior to arrival on station.

COVID-19 precautions can potentially change at any time; contractors shall be required to follow all current COVID-19 regulations.
