About this file

This is a Justification for Single Source Award document for a Department of Veterans Affairs procurement. The Corporal Michael J. Crescenz Department of Veterans Affairs Medical Center (CMCVAMC) in Philadelphia, Pennsylvania seeks to procure three (3) Surfacide® Helios+ Whole Room Microbial Reduction Systems as a single-source, firm-fixed-price contract. The acquisition falls under the simplified acquisition threshold and is being pursued under FAR 12 for commercial products and services. The systems will be delivered, installed, and include training for use across multiple clinical areas including surgery, critical care, and inpatient units to support infection prevention, patient safety, and environmental disinfection efforts.

The justification establishes that Surfacide Helios+ is the only FDA-cleared Class II medical device for whole-room microbial reduction using continuous UV-C with multiple emitters under 21 CFR 880.6510 (Product Code QXJ) that meets VA's performance, safety, and workflow requirements. Competing devices such as Xenex LightStrike+ lack either FDA clearance for this specific use or fail to meet critical operational characteristics, including inability to operate coordinated multi-emitter UV-C units as one unified system, inability to achieve whole room microbial reduction in a single uninterrupted cycle, reliance on manual device repositioning, absence of UV-C concentrators, and lack of third-party safety certifications. Market research confirmed Surfacide, LLC is the sole manufacturer, with one authorized Service-Disabled Veteran-Owned Small Business vendor providing software, maintenance, and support. The contracting officer, Benjamin Villasenor, certified the justification on May 19, 2026, with the total estimated cost redacted from the document.

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards For

Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold

Acquisition Plan Action ID: 36C244-26-AP-2919

1. Contracting Activity: Department of Veterans Affairs (VA), Veterans Integrated

Service Network (VISN) 04, Corporal Michael J. Crescenz Department of Veterans Affairs Medical Center (CMCVAMC), Philadelphia, PA, and Network Contracting Office 4 (NCO4). 2237: 642-26-3-515-0053

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The CMCVAMC has a brand name requirement for the procurement of three (3) Surfacide® Helios+ Whole Room Microbial Reduction Systems under FAR 12 Acquisition of Commercial Products and Commercial Services and RFO 6.103-1(d). The acquisition will be awarded as a new firm-fixed-price contract, for the delivery, installation, and training associated with the Surfacide triple emitter Helios+ UV-C system.

The requested systems will support infection prevention, patient safety, and environmental disinfection efforts across multiple clinical areas within the CMCVAMC, including surgery, critical care, and inpatient units, ensuring regulatory-compliant and evidence-based microbial reduction throughout the facility.

Total estimated cost of this procurement:

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Surfacide Helios+ system is the only FDA-cleared Class II medical device for whole-room microbial reduction that uses continuous UV-C and multiple emitters under 21 CFR 880.6510 (Product Code QXJ) that satisfies all the performance, safety, and workflow criteria required by the Veterans Affairs (VA).

Market research identified that a second FDA cleared UV C system exists; however, competing devices such as Xenex LightStrike+ do not meet multiple salient characteristics required for VA clinical operations. Although they hold FDA clearance as medical devices, they are not FDA cleared for whole room microbial reduction using synchronized multi emitter continuous UV C systems under 21 CFR 880.6510 (Class II, QXJ).
