About this file

This is a Justification for Single Source Awards document prepared by the Department of Veterans Affairs Network Contracting Office 21 in Fresno, CA, supporting the VA Southern Palo Alto Health Care System. The document justifies a sole source award under FAR 13.106-1 for procurement over the micro-purchase threshold but not exceeding the Simplified Acquisition Threshold of $250,000.

The acquisition (ID# 36C261-25-AP-3551) requires Taski brand floor scrubbers for EMS staff at an estimated cost of $37,303.39. The justification cites unique characteristics including patented TASKI whisper technology for ultra-silent vacuum cleaners and TASKI IntelliFlow™ that adjusts cleaning solutions based on cleaning speed. Market research was conducted through Federal Procurement Data System (7 contract actions found), VA National Acquisition Center (0 records), and GSA Advantage (121 products available). The sole source award will be made to American Sanitary Products Inc., a verified service-disabled veteran-owned small business that meets all four criteria under VAAR 819.7008. The document notes urgency due to FY25 funding deadlines requiring obligation by the end of the fiscal year. Contracting Officer Edward Hunter digitally signed the justification on August 5, 2025.

JOFOC# FY25 - NCO 21 - 1886

1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office

(NCO) 21, located at 855 M Street, Suite 1020, Fresno CA 93721 in support of VA Southern Palo Alto Health Care System (VAPAHCS) at 3801 Miranda Avenue Palo Alto, CA 94304

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: VAPAHCS has a brand name requirement for Taski floor scrubbers for its EMS staff.

Estimated cost: $37,303.39

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Taski brand scrubbers are used at VAPAHCS. The customer has reviewed this brand of equipment and determined it will meet the requirement. TASKI products offer patented TASKI whisper technology for ultra-silent vacuum cleaners and TASKI IntelliFlow™, which adjusts cleaning solutions based on cleaning speed. These innovations aim to enhance cleaning efficiency and ergonomics in industrial cleaning tasks.

4. Description of market research conducted and results or statement why it was not conducted: A search on Federal Procurement Data System (FPDS), for “Taski floor scrubber”, resulted in seven (7) contract actions for purchases made in the open market and through government contracts. A search of the VA National Acquisition Center (NAC) for “Taski floor scrubber” retrieved zero (0) records. A search on General Services Administration (GSA) Advantage for “Taski floor scrubber”, resulted in 121 products.

Based on market research conducted on FPDS, VA NAC, and GSA, and the customers feed back on floor scrubbers on GSA. Due to the FY25 funding deadline, the CO must obligate funds by the end of the fiscal year. Therefore, a sole source award to American Sanitary Products Inc. is appropriate for this acquisition. See VAAR 819.7008 Sole source awards to verified service-disabled veteran-owned small businesses. The vendor meets all four (4) criteria under VAAR 819.7008.
