About this file
This is a Sole Source Justification document for a Department of Veterans Affairs (VA) procurement for Preventive Maintenance Services for Medical Air Vacuum Systems at the VA Caribbean Healthcare System. The VA intends to award a purchase order to Technical Systems Specialties, Inc., the only authorized service representative for Beacon Medaes in Puerto Rico, for a base year and four one-year option periods. The contract covers preventive maintenance for multiple Beacon Medaes vacuum pump, vacuum system, and compressor system units, with each line item requiring 12 months of service.
The procurement will be conducted under Simplified Acquisition Procedures (FAR 13.5) with a total estimated value under the Simplified Acquisition Threshold. Market research confirmed that Technical Systems Specialties, Inc. is the sole capable vendor due to exclusive rights with the original equipment manufacturer. The VA determined that full and open competition is not feasible, and no other companies, including small businesses or veteran-owned businesses, were identified as capable of fulfilling the requirement. The estimated award date is August 31, 2025, and the contract does not require FITARA approval.
