About this file

This is a Justification for Single Source Awards document for a federal procurement by the Department of Veterans Affairs. The VA San Francisco Health Care System (VASFHCS) seeks to procure an Iridex Cyclo G6 Micropulse Cyclophotocoagulation Unit with accessories including safety glasses, probes, MicroPulse devices, installation, and on-site training for the Eye Clinic at the Oakland Community-Based Outpatient Clinic (CBOC). The estimated contract amount is $33,666.48, which exceeds the micro-purchase threshold but does not exceed the simplified acquisition threshold. The acquisition is identified as Acquisition Plan Action ID 36C261-26-AP-3808, Revision 02, effective December 30, 2025, and is managed by the Regional Procurement Office West, Network Contracting Office (NCO) 21.

The justification documents that the Iridex CYCLO-G6 laser system is the sole source capable of meeting the VA's clinical and technical requirements due to its unique 810 nm infrared laser, compact footprint (10.6" × 11.6" × 7.8", 10.5 lb), and Micropulse technology delivering rapid bursts of laser energy with treatment power of 50–3000 mW. Market research conducted through SBA VetCert, SBA Small Business Search, GSA Advantage, the VA National Acquisition Center, and ADDS UP confirmed no government-wide or VA-specific contract vehicles stock this brand-name system. The product is manufactured in the United States by Iridex Corporation. Only one verified Service-Disabled Veteran-Owned Small Business (SDVOSB), L1 Enterprises, was identified as capable of supplying the required system, resulting in an acquisition strategy of an SDVOSB sole-source open-market award under VAAR 819.7008 using RFO Part 6 procedures. The Contracting Officer Edward Hunter certified the justification as accurate and complete on the document.

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW RFO 6.103-5(c)(1) For

Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold

Acquisition Plan Action ID: 36C261-26-AP-3808

1. Contracting Activity: Department of Veterans Affairs, Veterans Health

Administration,Regional Procurement Office West, Network Contracting Office (NCO) 21, for the Veterans Integrated Service Network (VISN) 21, VA San Francisco Health Care System (VASFHCS), 4150 Clement Street, San Francisco, CA 94121.

JOFOC: NCO 21- 932

2237: 662-26-3-096-0279

2. Brief Description of Supplies required and the intended use: The VA San Francisco Eye Clinic (Oakland CBOC) requires the Iridex Cyclo G6 Micropulse Cyclophotocoagulation Unit, including safety glasses, probes, MicroPulse devices, installation, and on site training. These items are essential to provide glaucoma treatment locally and reduce patient travel to the SFVA main campus.

Estimated Amount: $33,666.48

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The Iridex CYCLO‑G6 laser system is required on a brand‑name basis because no alternative laser platform can meet the VA’s minimum clinical, technical, and operational needs. The Iridex Cyclo‑G6 Laser System possesses unique clinical and technical characteristics that include its 810 nm infrared laser, compact footprint (10.6" × 11.6" × 7.8", 10.5 lb), and Micropulse technology delivering rapid bursts of laser energy from 1.0–10.0 ms in 90 increments. The system provides 50–3000 mW treatment power, enables safe in‑office procedures, and delivers complete treatments in under seven minutes. Alternative brands cannot integrate with the VA’s existing ophthalmic workflow, instrumentation, or clinical treatment protocols, and substituting another platform would require changes to clinical processes, staff training, and equipment configurations that would disrupt patient care and reduce continuity of operations.

Revision: 02 Effective Date: 12/30/2025 Page 2 of 2 Acquisition ID# 36C261-26-AP-3808

Additionally, the Government does not possess data rights, interface specifications, or integration controls that would allow another brand to be adapted for use with Iridex‑specific accessories, safety components, or probe systems. Only the Iridex CYCLO‑G6 can operate with the required OEM‑designed treatment probes and deliver the precise clinical performance characteristics necessary for glaucoma treatment. As a result, no alternative brand can safely or effectively meet the VA’s minimum needs, and only the Iridex CYCLO‑G6 laser system satisfies the required compatibility, workflow, and clinical performance criteria.

4. Description of market research conducted and results or statement why it was not conducted: Market research was conducted through SBA VetCert, SBA Small Business Search, GSA Advantage, the VA National Acquisition Center (NAC), and ADDS UP. These searches confirmed that no Government‑wide or VA‑specific contract vehicles contain the brand‑name Iridex CYCLO‑G6 laser system. Results identified Iridex Corporation as the OEM, and the product is manufactured in the United States, meeting domestic end‑product requirements. No FSS, SEWP, NAC, or other contract vehicles are available; therefore, this procurement must be conducted on the open market.

Review of available vendors identified only one verified SDVOSB—L1 Enterprises— capable of supplying the required brand‑name system and accessories. No additional SDVOSB, VOSB, or other small business sources were found to be eligible or capable of meeting the VA’s minimum technical requirements. Because fewer than two qualified SDVOSBs are available, the Rule of Two is not met.

Accordingly, the appropriate acquisition strategy is an SDVOSB sole‑source open‑market award under VAAR 819.7008 using RFO Part 6 procedures.

5. Contracting Officer's Certification: Purchase is approved in accordance with RFO

6.103-5(c)(1). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
