About this file
This document is a Justification for Single Source Award for the Department of Veterans Affairs (VA) Connecticut Healthcare System. The VA is procuring a GE Healthcare LOGIQ E R9 Ultrasound system and accessories for the West Haven VA Medical Center, with the estimated amount redacted. The procurement is justified by the need to replace an aging ultrasound system and maintain equipment standardization across various medical specialties including Rheumatology, Podiatry, Orthopedics, and ENT.
Market research was conducted using multiple government databases (DSBS, Sam.gov, AddsUp, FPDS, SCMC) with NAICS code 334510. The research identified two authorized SDVOSB channel partners for GE Healthcare: Trillamed and Frontline Healthcare. The VA argues that transitioning to a new ultrasound system would require extensive staff retraining, potentially delay patient care, and require unbudgeted infrastructure upgrades. The document is signed by Contracting Officer Manasés Cabrera, with an effective date of 11/15/2024, and is approved in accordance with FAR 13.106-1(b) for a single source award over the micro-purchase threshold but not exceeding the Simplified Acquisition Threshold of $250,000.

DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C241-25-AP-4480

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The VA Connecticut Healthcare System Specialty Clinic requires the procurement of GE Healthcare LOGIQ E R9 Ultrasound system and its included accessories. Estimated Amount:
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The VA Connecticut Healthcare System Specialty Clinic requires the procurement of GE Healthcare LOGIQ E R9 Ultrasound system and its included accessories. The procurement of the system is a necessity due to the current system reaching or is at the end of its equipment lifecycle. The procurement of the GE LOGIQ e R9 is due to its seamless integration with existing GE healthcare systems and infrastructure.
At this time, the VACHCS is building a system in which we standardize our equipment to mimic our adherence to general VA policy. By procuring equipment from the same manufacturer, we can continue in the standardization of imaging protocols, user interface, software updates, and maintenance routines. Because the R9 offers broad probe compatibility, supporting a variety of transducers, it is the ideal system that will be used across various specialties (Rheumatology, Podiatry, Orthopedics, ENT etc.) Furthermore, this is key as we will be able to utilize the existing GE probes in areas without the entire GE system.
Transitioning to an entirely new system will result in training for providers of all the services that will utilize the equipment. Due to access issues, provider availability and access to vendor training, coordinating training to ensure understanding and compliance of an alternative system will result in delays in patient care and ultimately add to patients deferring to looking for care in the community. Additionally, there exists a potential need to replace or upgrade existing infrastructure to support alternative equipment. This could include IT systems, PACS (Picture Archiving and Communication Systems), and other connected devices that is not currently budgeted for.
4. Description of market research conducted and results or statement why it was not conducted: Multiple searches were conducted utilizing the NAICS 334510, Revision: 01 Effective Date: 11/15/2024 Page 2 of 2 Acquisition ID#
