2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The VASFHS Neurology Service requires a Brainlab software subscription that supports functional neurosurgery workflows by integrating advanced imaging and 3D visualization tools across the continuum of care for deep brain stimulation (DBS) and related epilepsy procedures. This is a Firm Fixed Price (FFP) commercial item acquisition for the Brainlab software subscription. The current contract ends on 02/12/2026; this action is planned to start 02/13/2026. This requirement includes five (5) ordering periods (Base Year plus four Option Years) as follows:

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Brainlab is the original manufacturer of the neurosurgery planning software required by VASFHS. Its advanced features—such as 3D visualization, integrated pre-, intra-, and post-operative workflows, and fiber-tract targeting—are essential for deep brain stimulation and epilepsy procedures. Market research confirms that Brainlab is the only vendor capable of meeting these technical requirements. The software improves targeting accuracy, reduces programming time, minimizes patient fatigue, and enhances overall outcomes. No other vendor offers a product that provides these capabilities or ensures compatibility with existing protocols, making Brainlab the sole source for this requirement.
4. Description of market research conducted and results or statement why it was not conducted:
Based on market research included querying SBA Small Business Search (SDVOSB/VOSB), SAM.gov, FPDS, VA National Acquisition Center (NAC), and GSA Advantage. Market research confirms that although a VA FSS contractor (Lovell Government Services, Inc.) lists Brainlab items, those catalog entries predominantly cover hardware and accessories, not the subscription‑based software at issue; the software subscriptions are available only from the OEM on the open market.
Consequently, no other vendor or substitute product can meet the VASFHS validated clinical requirements, and limiting solicitation to Brainlab ensures compatibility, continuity, and patient safety.
