About this file

This is a Justification for Single Source Awards document from the Department of Veterans Affairs for a procurement over the micro-purchase threshold but not exceeding the simplified acquisition threshold under FAR 13.106-1.

The contracting activity is the Department of Veterans Affairs, Regional Procurement Office West (RPOW), Veterans Integrated Service Network (VISN) 5, Health Service Area (HSA) 52, Network Contracting Office (NCO) 21, VA Palo Alto Healthcare System. The requirement is for an Electroencephalography (EEG) System produced by Brain Vision LLC, specifically the Brain Products actiCHamp Plus system, intended for human neuroscience research focused on studying neuropsychiatric disorders and neuromodulation treatments affecting Veterans. The actiCHamp Plus system was selected as the sole source because it possesses the largest validated transcranial magnetic stimulation (TMS)-EEG literature base, offers the best-documented hardware integration with the MagVenture TMS stimulator currently in use, and is the most widely adopted by TMS-EEG research programs at peer institutions. The system uniquely meets specific technical requirements including TMS pulse artifact recovery in less than 5 milliseconds, sampling at greater than 80 kHz for 32 channels, support for channel expansion up to 160 channels in 32-channel increments, and full integration of all components—amplifier, electrodes, caps, synchronization hardware, and software—from a single manufacturer ensuring compatibility and a single technical support point. Market research confirmed that the Brain Products actiCHamp Plus system meets all technical requirements of the funded research protocol. The Contracting Officer certified the purchase as approved in accordance with FAR 13.106-1(b) as accurate and complete.
